REGULAR MEETING MINUTES
TUESDAY, AUGUST 7, 2018
1. CALL TO ORDER — Mayor Tay called the regular meeting to order at 7:01 p.m.
2. INVOCATION — Secretary, Riaz Khan — Masjid Jibrael (Mosque of San Gabriel)
3. PLEDGE OF ALLEGIANCE — Gene Glasco, Elected City Clerk
4. ROLL CALL OF CITY COUNCIL MEMBERS
PRESENT: Amundson, Chandler, Verlato, and Tay
ABSENT: Beck
A motion was made by Council Member Chandler, seconded by Council Member Amundson
that Council Member Beck be excused from this meeting. The City Council concurred.
5. REPORT FROM CITY ATTORNEY REGARDING CLOSED/STUDY SESSION ITEMS
Mayor Tay announced there were no Closed or Study Session items on the agenda.
6. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA
ITEMS
City Manager Lazzaretto stated that there was no supplemental information.
7. MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND
WAIVE THE READING IN FULL
A motion was made by Council Member Chandler and seconded by Council Member Amundson
to read all ordinances and resolutions by title only and waive the reading in full.
8. PRESENTATIONS
a. Presentation of Mayor's Certificate of Commendation to Arcadia High School Seniors
Cindy Law, Veronica Yu, and Karen Thai, for winning first place in Ninth Circuit 2018
Civics Video Competition.
b. Presentation of donation of Mayor's Community Breakfast proceeds to Foothill Unity
Center, Inc.
9. PUBLIC COMMENTS
Joan Schmitt, a Monrovia resident, appeared and commended staff and the City for putting
together the Concerts and Movies in the Park events; she stated that her family had a great time
and the events were wonderful; she announced that next Wednesday at Annunciation Church
Hall the new CHP Captain will be introduced; and thanked Foothill Unity Center for the amazing
work they do.

Raquel McLaughlin, operator of Vintage Treasurers in Arcadia, appeared and thanked the City
Council and the public for supporting her mother's small business; she indicated that her mother
received a citation for having a sign on the sidewalk, expressed her frustration over the process
of paying citations, and asked for City Council guidance and clarification; and she invited the
City Council to the Ribbon Cutting ceremony in October.
City Manager Lazzaretto referred Ms. McLaughlin to Tim Schwehr in the Economic
Development Division.
10. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports
from the City Council related to meetings attended at City expense(AB 1234]).
Council Member Chandler congratulated the students for winning and participating in the Ninth
Circuit 2018 Civics Video Competition; he commented on Assembly Bill 931, and expressed the
importance of bringing awareness to all cities about AB 931; and requested a Study Session on
this matter.
City Manager Lazzaretto stated that in order to take action on the matter it would be more
appropriate to do a City Manager item at the next City Council meeting.
It was the consensus of the City Council to have Assembly Bill 931 on the agenda under City
Manager items at the next City Council meeting.
Council Member Amundson announced that he attended National Night Out, and a
Neighborhood Watch meeting; he noted that also attended the San Gabriel Valley Council of
Governments meeting, and spoke about his opposition to Proposition 6; he spoke about
Consent Item 11.h regarding the 6.6 Series Street Lighting Retrofit Pilot Project and
commended the Public Works Services Department for finding a cost effective resolution.
Mayor Pro Tern Verlato announced that on July 19, she attended the Arcadia Chamber of
Commerce Rise and Shine Event, and on July 25, she attended the Chamber of Commerce
Love Lunch; she also stated that the Chamber of Commerce is great for networking, and that
Tim Schwehr is another good source for small business owners; she noted that on August 1,
she attended the San Gabriel Valley Council of Governments Homelessness Summit; and on
August 5, she attended the League of Women Voters Ice Cream Social; she reminded everyone
that next week is the first day of school; and she recognized and thanked the Arcadia Police
Department for being responsive to the calls they receive and for the work they do.
City Clerk Glasco announced that over the weekend he hosted a "Celebration of Life" for a
lifetime friend at Rod's Grill, and noted that it was a nice memorable experience.
Mayor Tay announced that August 9, is the last Concert and Movie at the Park, and encouraged
everyone to attend; he also announced that there are a few spots available for participation in
the Leadership Academy, and those interested should contact Laena Shakarian in the City
Manager's Office; and noted the next Citizen's Financial Advisory Committee meeting will be
held on August 15, at 6:00 p.m., in the Council Conference room.

11. CONSENT CALENDAR
a. Ordinance No. 2356 approving Zone Change No. ZC 18-01 and Text Amendment
No. TA 18-01 to remove the Downtown Overlay from the Central Business District
Zone, and increase the maximum residential density and height in the Downtown
Mixed Use Zone ("DMU") and in the Central Business District ("CBD") Zone, allow an
in-lieu parking fee, and approve a New City Center Design Plan.
Recommended Action: Adopt
b. Resolution No. 7229 determining the amount of revenue to be raised from property
taxes for Fiscal Year 2018-19 to pay for the debt service on the 2011 and 2012
General Obligation Bonds
Recommended Action: Approve
c. Accept all work performed by Hardy & Harper, Inc. for the Fiscal Year 2017-18
Pavement Rehabilitation Project as complete.
Recommended Action: Approve
d. Accept all work performed by Absolute Building Services, Inc. for the Police
Department Fuel Station Canopy Project as complete.
Recommended Action: Approve
e. Accept all work performed by National Plant Services, Inc. for the Fiscal Year 2017-
18 Annual Sewer CCTV Inspections as complete.
Recommended Action: Approve
f. Accept all work performed by Cedro Construction, Inc. for the Valve Replacement
Project on Santa Anita Avenue as complete.
Recommended Action: Approve
g. Accept all work performed by California Surfacing for the Tennis Court Resurfacing
Project at Camino Grove Park and Bicentennial Park as complete.
Recommended Action: Approve
h. Accept all work performed by Angeles Contractor, Inc. for the 6.6 Series Street
Lighting Retrofit Pilot Project as complete.
Recommended Action: Approve
i. Accept all work performed by Sully-Miller Contracting Co. for Pedestrian Access
Improvements between Huntington Drive and the City-Owned parking lot as
complete.
Recommended Action: Approve
It was moved by Council Member Chandler, seconded by Council Member Amundson, and
carried on roll call vote to approve Consent Calendar Items 11.a through 11.i.

12. CITY MANAGER
a. Five-Year Homelessness Plan for the City of Arcadia and submittal to the County of
Los Angeles.
Recommended Action: Approve
Recreation and Community Services Director Somogyi presented the staff report.
It was moved by Council Member Chandler, seconded by Council Member Amundson, and
carried on roll call vote to approve the Five-Year Homelessness Plan for the City of Arcadia and
authorize submittal to the County of Los Angeles.

13. ADJOURNMENT
The City Council meeting adjourned in memory of Former Mayor Jack Saelid, and longtime
resident Earl Eager Albert at 8:47 p.m. to August 21, 2018, 6:00 p.m. in the Council Conference
Room.
