REGULAR MEETING MINUTES
TUESDAY, AUGUST 21, 2018
1. CALL TO ORDER — Mayor Tay called the regular meeting to order at 7:02 p.m.
2. INVOCATION — Reverend Jolene Cadenbach, Arcadia Congregational Church
3. PLEDGE OF ALLEGIANCE — Gene Glasco, Elected City Clerk
4. ROLL CALL OF CITY COUNCIL MEMBERS
PRESENT: Amundson, Beck, Chandler, Verlato, and Tay
ABSENT: None
5. REPORT FROM CITY ATTORNEY REGARDING CLOSED/STUDY SESSION ITEMS
City Attorney Deitsch reported that prior to regular meeting, the City Council met in a Study
Session to hear a report from staff and discuss the design of the Citywide Bicycle Facility
Improvements; he noted that it was reported to the City Council that the City has received bike
funds in the amount of $950,000 with a match of $450,000 and will go out to bid. The City
Council gave general authority and direction to City staff to go out to bid and pursue the project.
City Attorney Deitsch also reported that the City Council met in a Closed Session to discuss the
two potential litigation matters listed on the posted agenda; the items related to a shooting of a
dog claim and an accessory dwelling unit claim, no reportable action was taken.
6. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA
ITEMS
City Manager Lazzaretto stated that there was no supplemental information.
7. MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND
WAIVE THE READING IN FULL
A motion was made by Council Member Chandler, seconded by Council Member Amundson, to
read all ordinances and resolutions by title only and waive the reading in full.
8. PRESENTATIONS
a. Waste Management ("WM") Recycling Update: Battle against contamination
9. PUBLIC COMMENTS — No one appeared.
10. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports
from the City Council related to meetings attended at City expense[AB 12341).
Council Member Beck noted that yesterday morning he was in Switzerland and shared some of
his experiences while on vacation.

Council Member Chandler had no comments.
Council Member Amundson noted that the number one responsibility of local government is
public safety, and feels there is a battle constantly waging against public safety; he also noted
that the California Assembly nearly passed a Bill to completely eliminate bail for suspects
awaiting trial; he indicated that all Arcadia firefighters are home safely from the various fires and
noted that in the August 7, Wall Street Journal there was a photograph of an Arcadia fire truck
at the Mendocino fire; and stated that he was thankful that the firefighters were home safely and
thanked them all for what they do.
Mayor Pro Tern Verlato noted that she as impressed as to how and why so many fire trucks
were present to inspect the new building at Wheeler Avenue and First Avenue; and noted that
last Friday she went to the Sacramento Update with Blanca Rubio and Chris Holden, and
provided an update on some legislation being dealt with in Sacramento.
Mayor Tay announced noted that on August 17, they all attended the Breeders' Cup press
release and it was announced the Breeders' Cup will be coming back to Arcadia in 2019, and
announced that volunteers will be needed; he also noted that there are a lot of good things
going on and the City Council is working very well together in the last three months, and asked
for two more votes in favor of another team building session. The City Council concurred.
City Clerk Glasco noted that he attended a Veterans Town Hall meeting last Tuesday, hosted by
Congresswoman Judy Chu, at the Department of Veterans Affairs, American Legion Post 280 in
Pasadena regarding the opening of a Veterans Health Clinic in late December 2018, or early
January 2019; he announced the Veterans Resource Center at the Monrovia Public Library,
which has many resources for Veterans; and he invited Arcadia residents to stop by the Gilb
Museum and fill your favorite memory on a memory card.
Mayor Tay further noted that the City Council received an email from Duarte City Council
Member and past Mayor Sam Kang, whose mother was involved in an incident on Duarte Road,
and shared the professionalism of Detective Ken Lee and the Arcadia Police Department.
11. CONSENT CALENDAR
a. Extension to the Professional Services Agreement with SunWest Engineering
Constructors, Inc. for the City's Fuel Management and Extraordinary Repair Services
in the amount of$21,506.85.
Recommended Action: Approve
b. Final Map No. 73921 with a categorical exemption under the California
Environmental Quality Act ("CEQA")for a 12-unit multifamily residential condominium
subdivision at 621 Fairview Avenue.
Recommended Action: Approve
c. Contract with Belco Elecnor Group for Traffic Signal Improvements, including traffic
signalization and crosswalk modifications at Duarte Road and Lovell Avenue, Traffic
Signalization at Sunset Boulevard and Fairview Avenue, and traffic signal
improvements at Huntington Drive and Second Avenue, in the amount of$873,774.
Recommended Action: Approve

d. Purchase Order with Zoll Medical Corporation to purchase nine (9) 12-Lead
Electrocardiogram ("EKG") Cardiac Defibrillators/Monitors to replace and enhance
the Fire Department's Paramedic Equipment in an amount not to exceed $290,141.
Recommended Action: Approve
e. Purchase Order with OverDrive, Inc. for Electronic Books, Digital Audiobooks, and
Digital Videos in the amount of$35,000.
Recommended Action: Approve
f. Purchase of Portable Handheld and All-Band Mobile Radios from Day Wireless
Systems and Foothill Communications for the Police Department from the Equipment
Replacement Fund in an amount not to exceed $117,000.
Recommended Action: Waive the Formal Bid Process and Approve
It was moved by Council Member Chandler, seconded by Council Member Amundson, and
carried on roll call vote to approve Consent Calendar Items 11.a through 11.f.

12. CITY MANAGER
a. Designate Mayor Tay as the Voting Delegate and City Manager Lazzaretto as the
Alternate Voting Delegate for the 2018 League of California Cities Annual
Conference.
Recommended Action: Approve
Management Aide Shakarian presented the staff report.
After discussion, it was the consensus of the City Council that Arcadia should support
Resolution Nos. 1 and 2 based on what is known now about the resolutions, knowing that this
vote would be advisory in nature.
It was moved by Council Member Chandler, seconded by Council Member Amundson, and
carried on roll call vote to designate Mayor Tay as the Voting Delegate, and City Manager
Lazzaretto as the Alternate Delegate for the 2018 League of California Cities Annual
Conference, and support Resolution Nos. 1 and 2.

b. Resolution No. 7230 opposing Assembly Bill 931 (Weber) Criminal Procedure: Use
of Force by Peace Officers.
Recommended Action: Adopt

It was moved by Council Member Chandler, seconded by Council Member Amundson, and
carried on roll call vote to adopt Resolution No. 7230 opposing Assembly Bill 931 (Weber)
Criminal Procedure: Use of Force by Peace Officers.

c. Settlement Agreement with Verizon Wireless concerning litigation regarding the
City's denial of Verizon's Application to construct a wireless tower at 1881 S. First
Avenue.
Recommended Action: Approve the Settlement Agreement
Assistant City Manager/Development Services Director Kruckeberg presented the staff report.
It was moved by Council Member Chandler, seconded by Council Member Beck, and carried on
roll call vote to approve the Settlement Agreement with Verizon Wireless concerning litigation
regarding the City's denial of Verizon's Application to construct a wireless tower at 1881 S. First
Avenue.
