HomeMy WebLinkAboutItem 3- 3-14-17 PC Minutes ARCADIA PLANNING COMMISSION REGULAR MEETING MINUTES Tuesday, March 14, 2017 Any writings or documents provided to a majority of the Planning Commission regarding any item on this agenda will be made available for public inspection in the City’s Planning Services Office located at 240 W. Huntington Drive, Arcadia, California, during normal business hours. CALL TO ORDER - Chairman Lin called the meeting to order at 7:00 p.m. in the Arcadia City Council Chamber. PLEDGE OF ALLEGIANCE ROLL CALL PRESENT: Commissioners Chiao, Lewis, Thompson and Lin ABSENT: Vice Chairman Chan It was moved by Commissioner Chiao, seconded by Commissioner Lewis to excuse Vice Chairman Chan from the meeting. Without objection, the motion was approved. SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS Before the meeting, staff emailed the Commissioners comments and questions from Commissioner Thompson regarding Agenda Item 1. PUBLIC COMMENTS (5 minute time limit per person) There were none. PUBLIC HEARING 1. Resolution No. 1990 - Recommending approval of Text Amendments No. TA 17-02 and No. TA 17-03 with exemptions under the California Environmental Quality Act to amend various sections of the Development Code pertaining to accessory dwelling units, and minor cleanups to various sections of the Development Code Applicant: Development Services Department Recommended Action: Adopt Resolution No. 1990 and Recommend Approval to the City Council Community Development Administrator, Jim Kasama introduced the item and turned it over to Senior Planner, Amanda Landry who presented the staff report. Chairman Lin opened the Public Hearing and asked if anyone would like to speak in favor of the item. No one responded. Chairman Lin asked if there was anyone who would like to speak in opposition of the item. No one responded. 2 3-14-17 MOTION It was moved by Commissioner Chiao, seconded by Commissioner Lewis to close the public hearing. Without objection, the motion was approved. MOTION It was moved by Commissioner Thompson, seconded by Commissioner Lewis to recommend approval to City Council of Text Amendments No. TA 17-02 and No. TA 17-03 with exemptions under the California Environmental Quality Act to amend various sections of the Development Code pertaining to accessory dwelling units, and minor cleanups to various sections of the Development Code and forward the Commissioners comments, including the emailed comments from Commissioner Thompson, to the City Council. ROLL CALL AYES: Commissioners Thompson, Lewis, Chiao and Lin NOES: None ABSENT: Vice Chairman Chan CONSENT CALENDAR 2. Resolution No. 1989 - Approving General Plan Consistency Finding No. GP 17-01 with a Categorical Exemption under the California Environmental Quality Act (CEQA) for the summary vacation of an easement for street and highway purposes over land bounded on the southwest by the Arcadia Par-3 Golf Course property and on the northeast by Daines Drive in an unincorporated area of the County of Los Angeles Recommended Action: Adopt Resolution No. 1989 3. Minutes of February 28, 2017, Arcadia Planning Commission Regular Meeting Recommended Action: Approve Chairman Lin asked if anyone would like a separate discussion relating to the Consent Calendar items. Commissioner Thompson commented regarding Agenda Item 2, he wanted to make the distinction between the vacation of this particular easement and the vacation of the Hugo Reid right-of-way that was presented to the Commission at the September 16, 2016 meeting. He stated that the easement outlined in Agenda Item 2 goes through the back yards of certain properties, that he has no problem with the City vacating this easement, which is already part of these properties; however, the Hugo Reid vacation situation was that the adjacent property owners gained land and lot area and increased their property values, and his concern with that vacation was it seemed like a gift to the property owners. In his opinion there could have been compensation due to the City for the Hugo Reid vacation. MOTION It was moved by Commissioner Lewis, seconded by Commissioner Chiao to approve Consent Calendar Items 2 and 3. ROLL CALL AYES: Commissioners Lewis, Chiao, Thompson and Lin NOES: None ABSENT: Vice Chairman Chan 3 3-14-17 MATTERS FROM CITY COUNCIL LIAISON Council Liaison Verlato reported that she attended the ground breaking ceremony for the mixed-use project at 57 Wheeler Avenue, she apologized for missing the last Planning Commission Meeting because she attended the Mardi Gras Fundraiser event at Arcadia Methodist Hospital, and the City Council voted to trap and euthanize coyotes and is now being sued by the People for Ethical Treatment of Animals (PETA). MATTERS FROM PLANNING COMMISSIONERS The Commissioners did not have anything to report. MATTERS FROM ASSISTANT CITY ATTORNEY Assistant City Attorney, Michael Maurer did not have anything to report. MATTERS FROM STAFF INCLUDING UPCOMING AGENDA ITEMS Mr. Kasama reported that currently there are no upcoming Agenda items for the March 28, 2017 meeting. ADJOURNMENT The Planning Commission adjourned the meeting at 8:00 p.m. to Tuesday, March 28, 2017, at 7:00 p.m., in the City Council Chamber at 240 W. Huntington Dr., Arcadia.
