HomeMy WebLinkAboutItem 10b - Establishing Hourly Wage Schedule for Part-Time Police Investigation Technician DATE: October 16, 2018 TO: Honorable Mayor and City Council FROM: Hue Quach, Administrative Services Director Prepared By: Stephanie Luu, Senior Human Resources Analyst SUBJECT: RESOLUTION NO. 7234 AMENDING RESOLUTION NO. 7194, ESTABLISHING HOURLY WAGE SCHEDULE FOR UNREPRESENTED, NON-BENEFITTED, PART-TIME EMPLOYEES (PART-TIME POLICE INVESTIGATION TECHNICIAN) Recommendation: Adopt SUMMARY In an effort to improve operational efficiency, the Police Department is proposing to create a part-time, non-sworn Police Investigation Technician position to assist with performing professional level administrative work. This is an at-will, non- benefitted, non-exempt position, and is not part of the classified service. The new position will be set at the part-time hourly schedule at Step I of a Police Officer salary range. The new classification was approved to by the Human Resources Commission. Therefore, it is recommended that the City Council adopt Resolution No. 723 4 amending Resolution No. 7194 establishing hourly wage schedule for unrepresented, non-benefitted, part-time employees (part-time Police Investigation Technician). BACKGROUND Over the past several years, the Police Department has struggled to maintain maximum staffing levels within its department related to the position of police officer. These staffing challenges have, amongst other things, resulted in a backlog of administrative work that has trickled over to other employees to complete – if the work has been completed at all. This is not just an issue unique to the City of Arcadia, but a common struggle for many agencies that find it difficult to attract interested and qualified candidates to their workforce. Police Investigation Technician (Part-Time) Job Specification October 16, 2018 Page 2 of 3 The Part-Time Police Investigation Technician classification is designed to assist the Department in properly managing and distributing workload to allow the City to maintain staffing levels and stay dedicated to their commitment to public safety. This part-time position is found in a few surrounding cities, and the requirements of the position are similar within those cities. DISCUSSION The primary function of this new part-time position of Police Investigation Technician is to assist the Police Department with administrative workloads that provide essential support to both its Administration and Operations Divisions. In addition to providing specialized investigative work, this position will perform other routine duties such as administrative reviews, crimin al background checks, forensic studies, as well as prepare comprehensive reports of case findings and evidence for submission to the district attorney for review. Adding this new position allows for the Department to more efficiently and appropriately staff vacant positions, and helps reduce overtime expenditures by effectively distributing job duties that other Department members currently perform in addition to their normal work assignments. The minimum qualification for the position is at least two (2) years of experience interviewing victims, witnesses or suspects, conducting intermediate or higher level investigations, and preparing formal reports for administrative review. Journey-level experience in performing investigative field work preferably in a law enforcement environment and writing thorough and accurate reports as well as preparing cases for filing, and providing clear and concise testimony in court is required. Possession of, or ability to obtain, an appropriate, valid driver’s license is also required. The job duties required will likely attract candidates with previous law enforcement experience; therefore, it is advisable and typical to tie the pay scale for this job classification to that of a Police Officer, without the added benefits costs. The pay range for the part-time position of Police Investigation Technician has been proposed at the part-time hourly schedule at Step I of a Police Officer salary range ($44.61/hour). The recommended hourly rate took internal equity into consideration for work expectations and is in alignment with the pay of comparable positions in other agencies. The cost of the new position can be absorbed in the existing adopted budget for the Department by finding savings elsewhere and reassigning duties to this position. Most notably, there will be overtime savings. ENVIRONMENTAL ANALYSIS The proposed action does not constitute a project under the California Environmental Quality Act (“CEQA”), and it can be seen with certainty that it will have no impact on the environment. Thus, this matter is exempt under CEQA. FISCAL IMPACT No additional budget appropriation is required as this position will be absorbed in the existing FY 2018-19 adopted budget. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 7234 amending Resolution No. 7194 establishing hourly wage schedule for unrepresented, non - benefitted, part-time employees (Part-Time Police Investigation Technician). Attachments: Resolution No. 7234 Police Investigation Technician (Part-Time) Job Specification Part-Time Hourly Wage Schedule (Non-CalPERS Retirement) CITY OF ARCADIA POLICE INVESTIGATION TECHNICIAN (PART-TIME) DEFINITION Under general supervision, to assist in responsible investigative and administrative work, which include, amongst other assignments, the potential investigation of crimes, preparation of executive level reports, and assistance with internal background investigations. SUPERVISION EXERCISED Exercises no supervision. DISTINGUISHING CHARACTERISTICS Incumbents assist with or may perform independent investigations including occasional felonies. Incumbents do not enforce laws, nor use police powers of arrest, in the course of their duties as a Police Investigation Technician. EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES Investigate check frauds, property crimes, domestic violence, indecent exposure, obscene and threatening phone calls, bomb threats, prowlers, certain sex offenses, certain crimes against persons, vehicle collisions, gang-related crimes, narcotics or vice violations and other offenses, and pre-employment investigations of full and part-time Arcadia Police Department candidates. Interview suspects, victims, and witnesses; compile photographic line-ups and show them to victims and witnesses. Run record checks and investigate the criminal background of suspects. Conduct investigations of individuals, businesses, and corporations applying for ABC, adult entertainment, and similar permits. Identify, preserve, collect, and package all types of evidence. In certain instances will dust for latent prints, photograph evidence, take measurements, and draw diagrams and sketches. Coordinate the scientific analysis with the crime lab. Perform forensic reconstruction of collisions, including conducting speed and distance studies. Inspect vehicles for mechanical defects. Arrange for emergency taps or line traces with the phone company. Prepare comprehensive reports including case documents and materials for submission to the district attorney for prosecution. Review cases with the District Attorney’s office; contact judges for arrest warrants with the court clerk. Make arrangements for surrender of suspects wanted on warrants. Coordinate the arrest of suspects by sworn officers. City of Arcadia Part-Time Police Investigation Technician (Continued) Enter data into department computer systems for analysis and record keeping. Coordinate activities with other city departments and serve as liaison with outside agencies. Serve subpoenas and testify in court. Criminal and vehicle code and legal aspects of civilian public safety work. The criminal justice process from suspicion to conviction; research, data, and evidence collection techniques as they pertain to criminal and administrative investigations. Ability to: Learn modern investigative methods including interviewing and interrogation techniques. Learn recent court decisions and how they affect department and division operations. Learn, properly interpret and make decisions in accordance with Federal, State and local policies, procedures, laws and regulations. Learn to gather, assemble, analyze, evaluate and use facts and evidence. Learn, interpret and explain City and Department policies and procedures. Prepare clear and concise reports. Analyze situations quickly and objectively, and determine proper course of action. Act quickly and calmly in emergencies. Meet and deal with the public tactfully and effectively. Minimum Qualifications: Experience: Journey-level experience in performing investigative field work preferably in a law enforcement environment. License or Certificate: Possession of, or ability to obtain, an appropriate, valid driver's license. Special Requirements: Essential duties require the following physical abilities and work environment: Ability to sit, stand, walk, run, kneel, crouch, stoop, squat, crawl, twist, and climb; exposure to cold, heat, noise, outdoors, vibration, confining work space, chemicals, explosive materials, mechanical hazards, and electrical hazards; ability to travel to different sites and locations.
