BACKGROUND
The City of Arcadia’s water system annually delivers approximately 16,500 acre -feet of
potable drinking water to approximately 14,000 water service connections. The water
supply for the system is obtained from 12 active groundwater wells. The water system
also utilizes 29 booster pumps that pump water through the distribution system and 15
reservoirs that hold approximately 45 million gallons of water. The Public Works
Services Department (“PWSD”) is responsible for the daily operation and maintenance
of the City’s wells and booster pumps. Regular inspections and maintenance of booster
pumps is crucial to ensuring that the pumps are operating at their maximum capacity
and efficiency.

The Baldwin Booster Station was constructed in 1951 and includes two booster pumps.
The main booster pump is a 100-horsepower pump that works daily to meet water
system demands. The back-up booster pump is a 60-horsepower pump that only
operates during peak demands and is the back -up in case the 100-horsepower pump
has mechanical problems. The 2016 W ater Master Plan Update recommended
replacement of the existing 100-horsepower booster pump and the addition of a new
100-horsepower booster pump. The purpose for an additional 100-horsepower booster
pump was necessary for meeting peak water demands in Zone 2 of the City’s water
system. Zone 2 did not have enough water sources to meet system demands; as a
result, Zone 2 relied on water boosted from Zone 3. The rehabilitation of the existing
booster pump and addition of a new booster pump at the Baldwin Bo oster Station
improves the ability to meet the water demands of Zone 2.
DISCUSSION
On December 19, 2017, the City Council approved a contract with General Pump
Company, Inc. in the amount of $192,880 for the rehabilitation of a booster pump and
installation of a new booster pump at Baldwin Booster Station . The work performed
included the replacement of one existing 100-horsepower booster pump and the
installation of one new 100-horsepower booster pump along with a new Motor Control
Center (See Exhibit “A”). Adding a new booster pump to the Baldwin Booster Station
