FOR THE REHABILITATION OF A BOOSTER PUMP AND INSTALLATION OF A NEW BOOSTER PUMP AT BALDWIN BOOSTER STATION Recommendation: Approve SUMMARY On December 19, 2017, the City Council approved a contract with General Pump Company, Inc. in the amount of $192,880 for the rehabilitation of a booster pump and installation of a new booster pump at Baldwin Booster Station. The terms and conditions of this project have been complied with and the work has been performed to the satisfaction of the Project Manager for a total project cost of $192,880. It is recommended that the City Council accept all work performed by General Pump Company, Inc. for the rehabilitation of a booster pump and installation of a new booster pump at Baldwin Booster Station as complete and authorize the final payment to be made in accordance with the contract documents, subject to the retention of $9,644. BACKGROUND The City of Arcadia’s water system annually delivers approximately 16,500 acre -feet of potable drinking water to approximately 14,000 water service connections. The water supply for the system is obtained from 12 active groundwater wells. The water system also utilizes 29 booster pumps that pump water through the distribution system and 15 reservoirs that hold approximately 45 million gallons of water. The Public Works Services Department (“PWSD”) is responsible for the daily operation and maintenance of the City’s wells and booster pumps. Regular inspections and maintenance of booster pumps is crucial to ensuring that the pumps are operating at their maximum capacity and efficiency. Accept Rehabilitation of Booster Pump Station October 16, 2018 Page 2 of 3 The Baldwin Booster Station was constructed in 1951 and includes two booster pumps. The main booster pump is a 100-horsepower pump that works daily to meet water system demands. The back-up booster pump is a 60-horsepower pump that only operates during peak demands and is the back -up in case the 100-horsepower pump has mechanical problems. The 2016 W ater Master Plan Update recommended replacement of the existing 100-horsepower booster pump and the addition of a new 100-horsepower booster pump. The purpose for an additional 100-horsepower booster pump was necessary for meeting peak water demands in Zone 2 of the City’s water system. Zone 2 did not have enough water sources to meet system demands; as a result, Zone 2 relied on water boosted from Zone 3. The rehabilitation of the existing booster pump and addition of a new booster pump at the Baldwin Bo oster Station improves the ability to meet the water demands of Zone 2. DISCUSSION On December 19, 2017, the City Council approved a contract with General Pump Company, Inc. in the amount of $192,880 for the rehabilitation of a booster pump and installation of a new booster pump at Baldwin Booster Station . The work performed included the replacement of one existing 100-horsepower booster pump and the installation of one new 100-horsepower booster pump along with a new Motor Control Center (See Exhibit “A”). Adding a new booster pump to the Baldwin Booster Station provided additional source of supply to Zone 2 which increased system reliability and redundancy. The terms and conditions of this contract have been complied with and the work has been performed to the satisfaction of the Project Manager. The project work scheduled was extended due to the long lead times for receiving the motor control center equipment. General Pump Company, Inc. completed the work as defined in the project plans and specifications in an efficient manner. FISCAL IMPACT Funds in the amount of $200,000 have been budgeted in the Fiscal Year 2017-18 Capital Improvement Program for this project. The total cost for this project is $192,880. RECOMMENDATION It is recommended that the City Council accept all work performed by General Pump Company, Inc. for the rehabilitation of a booster pump and installation of a new booster pump at Baldwin Booster Station as complete and authorize the final payment to be made in accordance with the contract documents, subject to the retention of $9,644.
