HomeMy WebLinkAboutItem 12a - Minutes ARCADIA CITY COUNCIL SPECIAL MEETING MINUTES TUESDAY, SEPTEMBER 18, 2018 CALL TO ORDER – Mayor Tay called the Special Meeting to order at 5:07 p.m. in the City Council Conference Room, 240 W. Huntington Drive, Arcadia, California. ROLL CALL OF CITY COUNCIL MEMBERS PRESENT: Amundson, Beck, Chandler, and Tay ABSENT: Verlato A motion was made by Council Member Chandler, and seconded by Council Member Amundson to excuse Mayor Pro Tem Verlato. Mayor Pro Tem Verlato arrived at 5:11 p.m. PUBLIC COMMENTS Resident on Fifth Avenue (no name given), appeared and complained about a party house at 2230 S. Fifth Avenue where there are eight high end cars in the driveway, and periodically they get tickets when they park on the street; he indicated there is no enforcement unless he calls, plus there are two dogs that bark from 11:00 p.m. to 5:00 a.m.; and wanted to know what can be done. Brian Goldin, a resident on E. Camino Real, appeared and complained about construction trucks that were parked on the street before Labor Day for about 10 days on Mayflower, with no enforcement; he indicated that the parking enforcement company hired by the City is not doing their job; he calls regarding overnight parking but nothing is done; he also indicated that there was a party bus parked there and was eventually towed; he also indicated that at 1110 Altern there are panels of dry wall on the front lawn, and complained about vehicles parking on the front lawn at another site, but did not have an address. STUDY SESSION (OPEN TO THE PUBLIC) a. Report, discussion, and direction concerning parking in front yards, and overnight street parking permits in single-family zoned areas. Assistant City Manager/Development Services Director Kruckeberg provided the City Council with a report regarding parking in front yard areas, and overnight street parking permits in single-family zoned areas. A motion was made by Council Member Chandler, and seconded by Council Member Amundson, and carried on roll call vote directed the City Attorney to research the legality of issues relating to the possible increase of fees for on-street parking, and directed staff to research fees imposed by other cities, and to research and survey properties within the City concerning possible use of properties for storage of vehicles in residential areas, and other possible excessive storage and parking of vehicles on driveways in residential areas. Deitsch Property Negotiators: Steven Hayashi, Representative, NWI, Inc. Under Negotiation: Price and Terms of Payment Regarding Closed Session Item (c), the City Council recessed to a Continued Special Meeting on Wednesday, September 19, 2018, 6:30 p.m. at the Floretta Lauber Museum Education Center. No reportable action was taken on the Closed Session Items (a) and (b). The City Council recessed this meeting at 6:55 p.m. to a Continued Special Meeting on Wednesday, September 19, 2018, 60 p.m. at the Floretta Lauber Museum Education Center to consider Closed Session Item (c). 1 09-18-2018 ARCADIA CITY COUNCIL REGULAR MEETING MINUTES TUESDAY, SEPTEMBER 18, 2018 1. CALL TO ORDER – Mayor Tay called the regular meeting to order at 7:05 p.m. 2. INVOCATION – Reverend Darwin Ng, Arcadia Police Department Chaplain 3. PLEDGE OF ALLEGIANCE – Gene Glasco, Elected City Clerk 4. ROLL CALL OF CITY COUNCIL MEMBERS PRESENT: Amundson, Beck, Chandler, Verlato, and Tay ABSENT: None 5. REPORT FROM CITY ATTORNEY REGARDING CLOSED/STUDY SESSION ITEMS City Attorney Deitsch announced that the City Council met in a Special Meeting, prior to the regular meeting, to conduct a Study Session, to consider and hear a report from staff regarding parking in front yards, and overnight street parking permits in single-family zoned areas, and on motion by Council Member Chandler, seconded by Council Member Amundson, the City Council unanimously (5-0) passed a motion to direct the City Attorney to research the legality of issues relating to the possible increase of fees for on-street parking, and directed staff to research fees imposed by other cities, and to research and survey properties within the City concerning possible use of properties for storage of vehicles in residential areas, and other possible excessive storage and parking of vehicles on driveways in residential areas. City Attorney Deitsch also announced that the City Council met in a Closed Session, after the Study Session, to consider the three (3) items listed on the posted agenda under Closed Session, and no reportable action was taken. City Attorney Deitsch noted that the City Council did not complete its discussion regarding real property negotiations and recessed to a Continued Special Meeting on Wednesday, 6:30 p.m. at the Floretta Lauber Museum Education Center. 6. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA ITEMS City Manager Lazzaretto stated that there was no supplemental information. 7. MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND WAIVE THE READING IN FULL A motion was made by Council Member Chandler, seconded by Council Member Amundson to read all ordinances and resolutions by title only and waive the reading in full. 8. PUBLIC COMMENTS Marci Schultz, representing Methodist Hospital Women in Nursing, appeared and announced a performance of “Defying Gravity” by Fritz Coleman on Saturday, October 20, at the Vance Auditorium at Methodist Hospital. 2 09-18-2018 9. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from the City Council related to meetings attended at City expense [AB 1234]). Council Member Chandler spoke about Senate Bill 1 (gas tax) and the effects relating to transportation if it is repealed in the November election. Council Member Beck noted that when he was elected in 2014, one thing he wanted to see was the 210 Sound Wall project accomplished, and he noted that he is losing hope that it will ever happen. Council Member Beck read an email regarding the status of the Sound Wall; and noted that he attended Jim Leahy’s retirement celebration today and wished him a great retirement. Council Member Amundson noted that last week he attended the History Lives Here Marker unveiling at Baldwin Lake; and announced that September 17 was Constitution Day. Mayor Pro Tem Verlato noted that last week she participated in the City’s Non-Harassment Training; she attended the Parks and Recreation meeting as the Council Liaison, and she described some of the classes offered at the Community Center; that she also attended the History Lives Here Marker unveiling at Baldwin Lake; she attended the San Gabriel Valley Water Forum where the Baldwin Lake was discussed and talked about reusing water; last weekend she attended Constitution Day at the Masonic Lodge; she also attended the ribbon cutting for the Maintenance Yard at the School District, and the retirement party for Jim Leahy. Mayor Pro Tem Verlato also reminded everyone that the Taste of Arcadia is Monday, September 24, at the Arboretum; and indicated that she would consider permanently not having City Council meetings in July, but not in August, and requested two other votes to consider this in a future Study Session. Council Members Beck and Amundson concurred. City Clerk Glasco noted that he also attended the unveiling of the History Lives Here Marker at Baldwin Lake; he also attended the ribbon cutting this afternoon at the Arcadia Unified School District Maintenance Yard and Jim Leahy’s retirement; and indicated that he was impressed with the kitchen at the School District which provides 17,000 meals a day to Arcadia school kids, including sushi. Mayor Tay announced that he also attended Constitution Day at the Masonic Day, which is also known as Citizenship Day; he indicated that he recently received emails regarding the safety of the community and crime rate, and asked Chief Guthrie to comment on the crime rate in Arcadia. Police Chief Guthrie announced that overall crime rates are lower than last year, and announced he will be providing statistics in the near future; he provided some general statistics on the issue and stated that he feels that Arcadia residents are safe; and announced that next week the Police Department will be at 100% staffing for the first time in a long time. Mayor Tay noted that the police department is putting on a safety and security expo on October 17, at the Masonic Lodge; and also noted that last week he attended the League of California Cities Annual Conference. 10. CONSENT CALENDAR a. Regular Meeting Minutes of August 7, 2018; and Special and Regular Meeting Minutes of August 21, 2018. Recommended Action: Approve 3 09-18-2018 b. Purchase of ammunition from San Diego Police Equipment Co., Inc. in an amount not to exceed $112,700. Recommended Action: Waive the Formal Bid Process and Approve c. Purchase Order with 72 Hour LLC dba National Auto Fleet Group for the purchase of one 2019 Ford Explorer and one 2019 Toyota Highlander in the amount of $84,040.13. Recommended Action: Approve d. Professional Services Agreement with UniFirst Corporation for Uniform Rental Services for the Public Works Services Department in the amount of $38,066.34. Recommended Action: Approve It was moved by Council Member Chandler, seconded by Mayor Pro Tem Verlato, and carried on roll call vote to approve Consent Calendar Items 10.a through 10.d.
