FOR THE FIRE STATION 105 ROOF RESTORATION PROJECT AS COMPLETE Recommendation: Approve SUMMARY On May 15, 2018, the City Council approved a contract with Commercial Roofing Systems, Inc. in the amount of $107,553 for the Fire Station 105 Roof Restoration Project. The terms and conditions of the project have been complied with and the work has been performed to the satisfaction of the Project Manager for a total project cost of $107,553. It is recommended that the City Council accept all work performed by Commercial Roofing Systems, Inc. for the Fire Station 105 Roof Restoration Project as complete, and authorize the final payment to be made in accordance with the contract documents, subject to the retention of $5,377.65. DISCUSSION The Fiscal Year 2017-18 Capital Improvement Plan provides for roofing repairs and a full roof restoration at Fire Station 105. The roof system at Fire Station 105 was installed during the building construction using a low-grade roofing material that resulted in premature failure. The top layer roof cap sheet had begun to deteriorate and was suffering from alligator cracking in multiple areas. Additionally, the base flashings started to pull away from the parapet wall creating cracks that could cause potenti al leaks. Multiple spot repairs had been completed to extend the life of the roof, but a more extensive restoration was necessary to ensure that the building did not encounter costly water damage during heavy rains. Accept Fire Station 105 Roof Restoration Project November 6, 2018 Page 2 of 2 On May 15, 2018, the City Council approved a contract with Commercial Roofing Systems, Inc. for the Fire Station 105 Roof Restoration Project. The work performed included repairs to all imperfections in the roof system such as blisters, mole runs, splits, and tears with a three-course application of mesh and mastic. The roof was then top-coated with Garland brand “White Star” polyurea coating and 3/8-inch gravel. The terms and conditions of this contract have been complied with and the work has been performed to the satisfaction of the Project Manager. Commercial Roofing Systems, Inc. has completed the work as defined by the City’s specifications in an efficient and timely manner. FISCAL IMPACT Funds in the amount of $300,000 for both labor and materials have been budgeted in the Fiscal Year 2017-18 Capital Improvement Plan for the Fire Station 105 Roof Restoration Project. On May 1, 2018, the City Council separately approved the purchase of the roofing materials from The Garland Company, Inc for $74,488.88. The cost for roof restoration and repair services is $107,533 for a total project cost of $182,021.88. RECOMMENDATION It is recommended that the City Council accept all work performed by Commercial Roofing Systems, Inc. for the Fire Station 105 Roof Restoration Project as complete, and authorize the final payment to be made in accordance with the contract documents, subject to retention of $5,377.65.
