FOR PHASE 3 OF THE HUNTINGTON DRIVE SEWER CAPACITY IMPROVEMENT PROJECT AS COMPLETE Recommendation: Approve SUMMARY On April 3, 2018, the City Council approved a contract with Ramona, Inc. in the amount of $284,950 for Phase 3 of the Huntington Drive Sewer Capacity Improvement Project. The terms and conditions of this project have been complied with and the work has been performed to the satisfaction of the Project Manager for a total project cost of $284,950. It is recommended that the City Council accept all work performed by Ramona, Inc. for Phase 3 of the Huntington Drive Sewer Capacity Improvement Project as complete and authorize the final payment to be made in accordance with the contract documents, subject to the retention of $14,247.50. BACKGROUND In 2006, the State Water Resources Control Board adopted the Waste Discharge Requirement Program for all publicly owned sanitary sewer collection systems in California with more than one mile of sewer pipeline. Under this program, the City was required to prepare and implement a Sewer Syst em Management Plan (“SSMP”). The SSMP identifies routine preventative operation and maintenance activities that assist the City in achieving a goal of zero sewer system overflows. This is achieved through annual inspections, routine cleaning of the sewer pipes, repair of broken pipes, and replacement of pipes flowing above their design capacity. The City of Arcadia’s 2006 Sewer Master Plan study identified section s of sanitary sewer pipe on Huntington Drive as inadequate in accommodating the current flows and at risk of experiencing sewer overflows. As a result, in Fiscal Year 2015-16, the 10-inch Accept Huntington Drive Sewer Capacity Improvement Phase 3 Project November 6, 2018 Page 2 of 3 sewer pipe on Huntington Drive from Colorado Place to Centennial Way was replaced with a 14-inch sewer pipe. In Fiscal Year 2016-17, the 12-inch sewer pipe was replaced with a 16-inch sewer pipe on Huntington Drive from Centennial Way to the connection point of the Los Angeles County Sanitation District (“LACSD”) sewer trunk pipe. DISCUSSION On April 3, 2018, the City Council approved a contract with Ramona, Inc. for Phase 3 of the Huntington Drive Sewer Capacity Improvement Project. The work performed included replacement of the existing 8-inch sewer pipe along Huntington Drive between La Cadena Avenue and Holly Avenue and along Campus Drive between Holly Avenue and the connection point to the LACSD’s sewer system with a 10-inch sewer pipe. Replacing the 8-inch sewer pipe with a larger pipe accommodates current and future flows, alleviating the potential of a sewer back up and overflow. The project was completed with a process that eliminated the need to cut a long trench in the street with a method called pipe bursting. This method involved bursting the existing 8-inch sewer pipe with a new larger 10-inch sewer pipe. The pipe bursting method minimized traffic impacts and reduced disruptions to residents and businesses along Huntington Drive and Campus Drive (See Exhibit “A”). The terms and conditions of this contract have been complied with and the work has been performed to the satisfa ction of the Project Manager. Ramona, Inc. completed the work as defined in the project plans and specifications in an efficient and timely manner. FISCAL IMPACT Funds in the amount of $455,000 have been budgeted in the FY 2017-18 Capital Improvement Program for this project. The total construction cost for this project is $284,950. RECOMMENDATION It is recommended that the City Council accept all work performed by Ramona, Inc. for Phase 3 of the Huntington Drive Sewer Capacity Improvement Project as complete, and authorize the final payment to be made in accordance with the contract documents, subject to the retention of $14,247.50.
