FOR CITY FACILITIES ADA IMPROVEMENTS AT THE COMMUNITY CENTER, CHAMBER OF COMMERCE, AND COUNCIL CHAMBERS AS COMPLETE Recommendation: Approve SUMMARY On May 15, 2018 the City Council awarded a contract to Golden State Constructors, Inc., in the amount of $114,630 for Americans with Disabilities Act (“ADA”) improvements at the Community Center, Chamber of Commerce, and Council Chambers. There was one (1) change order for extra work which increased the contract by $11,463. The contracted work complies with all relevant Building Codes and Public Works construction standards, and has been performed to the satisfaction of the Development Services Department for a final cost of $126,093. It is recommended that the City Council accept the project as complete and authorize the final payment in accordance with the approved contract documents. BACKGROUND The City of Arcadia receives an annual allotment of Community Development Block Grant (“CDBG”) funds from the U.S. Department of Housing and Urban Development (“HUD”) that can be used for a variety of programs that meet HUD’s objective of providing housing and a suitable living environment. A portion of the total annual allotment may be appropriated for ADA accessibility improvements such as parking spaces, curb ramps, and sidewalks. City Facilities ADA Improvements Final November 6, 2018 Page 2 of 3 On November 7, 2017 the City Council approved a “Statement of Objectives and Projects”, as required by HUD, which included an appropriation of $175,000 for ADA Accessibility Improvements at City Facilities. The project consisted of additional accessible parking spaces at the Community Center, relocation of the accessible parking spaces and a new accessible ramp at the Chamber of Commerce, and an access walkway ramp in the Council Chambers to link the main assembly floor with the dais. The project was advertised in April, 2018, and bids opened on May 1, 2018 with Golden State Constructors, Inc. as the low bidder. A contract in the amount of $114,630 was awarded by the City Council on May 15, 2018, along with a 10% contingency. DISCUSSION Construction began in July, 2018, and was completed in September, 2018. There was one change order for extra work in the amount of $11,4 63. After the new ADA accessible parking spaces for the Chamber of Commerce were laid out, it was discovered that a portion of one space had a slope in excess of 2%. The maximum allowable slope for an ADA parking space is 2%. The extra work involved installing asphalt to level out the portion of the one parking space, and blending the new paving into the existing parking lot pavement. The final contract amount is $126,093. This includes the change order in the amount of $11,463, which is 10% of the original contract amount and within the approved contingency. FISCAL IMPACT Funds in the amount of $175,000 from Community Development Block Grant (“CDBG”) funds were budgeted in the 2017-2018 Capital Improvement Program for this project. The cost of the construction contract is $126,093. CDBG funds are available to cover all costs. RECOMMENDATION It is recommended that the City Council accept all work performed by Golden State Constructors, Inc. for City facilities ADA improvements at the Community Center, Chamber of Commerce, and Council Chambers as complete, and authorize the final payment be made in accordance with the contract documents.
