FOR THE COLORADO BOULEVARD SIDEWALK GAP CLOSURE AT NEWCASTLE PARK AS COMPLETE Recommendation: Approve SUMMARY On May 15, 2018, the City Council awarded a contract to Golden State Constructors Inc. in the amount of $183,833 for new sidewalk on Colorado Boulevard between San Antonio Road and the Gold Line Bridge. There was one (1) change order for extra work that increased the contract by $14,525. The terms and conditions of this project have been complied with, and the work required has been completed to the satisfaction of the Development Services Department for a final cost of $198,358. It is recommended that the City Council accept the project as complete and authorize the final payment in accordance with the approved contract documents. BACKGROUND Over the years, local residents have advocated for the installation of sidewalk on Colorado Boulevard between San Antonio Road and Santa Anita Avenue to connect the neighborhoods bisected by the railroad crossing of Colorado Boulevard. As part of the construction of the Gold Line, the City funded a betterment to lengthen the new bridge over Colorado Boulevard to add a five-foot-wide sidewalk under the bridge on the north and south side of Colorado Boulevard. In addition, on April 12, 2016, the Arcadia Planning Commission approved MFADR 14-09 for the development of 20-unit residential condominium project at 501 North Santa Anita Avenue. The developer was conditioned to install a five-foot sidewalk on Colorado Boulevard east of the Gold Line Bridge. This work was completed in 2017. Approve work for Colorado Sidewalk Gap Closure November 6, 2018 Page 2 of 3 The Colorado sidewalk gap closure project was proposed to close the gap of missing sidewalk between San Antonio Road and the Gold Line Bridge. In order to widen the existing two-foot strip of concrete to a full five-foot wide sidewalk, a variable height retaining wall was required to cut-back and support the existing slope. The new wall was built to intersect the existing slope, and is not as high as the retaining wall adjacent to the new development. The wall has a concrete finish to match the wall on the adjacent property. The project was advertised for bids in April 2018 and bids were opened May 1, 2018. The low bid was from Golden State Constructors Inc. at $183,833. A contract in the amount of $183,833 was awarded to Golden State Constructors Inc. on May 15, 2018 , along with a 10% contingency. DISCUSSION The construction began in July 2018 and was completed in October 2018. The contractor initially encountered problems with the sandy soil under the concrete cap over the slope. These issues included soil sloughing off underneath the cap, and a portion of the unsupported concrete cap breaking off. However, the contractor and city staff worked to resolve the problems, and the contractor did a good job of protecting the existing slope and carefully completing the project, a small portion at a time, to minimize problems. There was one change order for extra work in the amount of $14,525 . The extra work was to mitigate unforeseen conditions and make additional repairs as follows:  Remove the footing from the existing slope pavement wall that was in conflict with the proposed sidewalk  Repair the damaged concrete slope  Repair an existing storm drain pipe that was unknown and damaged during the slope removal  Repair previously damaged curb The change order amount of $14,525 is 7.9% of the initial contract. The final contract amount is $198,358. FISCAL IMPACT The project was budgeted in the Fiscal Year 2017-18 Capital Improvement Program, with $150,000 from the Road Maintenance and Rehabilita tion fund (SB 1), and $50,000 from TDA Article 3 funds. The low bid was in the amount of $183,833. Since the construction of the sidewalk for this project meets the eligibility requirements of the City’s Miscellaneous Ramps and Sidewalk project, also budgeted in the Fiscal Year 2017-18 Capital Improvement Program, it is eligible for the use of TDA Article 3 funds. Approve work for Colorado Sidewalk Gap Closure November 6, 2018 Page 3 of 3 No General Fund monies were used for this project and the budgeted amount is enough to cover the final cost. RECOMMENDATION It is recommended that the City Council accept all work performed by Golden State Constructors, Inc. for the Colorado Boulevard Sidewalk Gap Closure at Newcastle Park as complete, and authorize the final payment be made in accordance with the contract documents.
