ARCADIA CITY COUNCIL
REGULAR MEETING MINUTES
TUESDAY, OCTOBER 2, 2018
CALL TO ORDER – Mayor Tay called the meeting to order at 6:01 p.m.
ROLL CALL OF CITY COUNCIL MEMBERS
PRESENT: Amundson, Beck, Chandler, Verlato, and Tay
ABSENT: None
PUBLIC COMMENTS – No one appeared.
STUDY SESSION
a. Report, discussion and direction regarding the management, operation, and
maintenance of the Arcadia Par 3 Golf Course.
Public Work Services Director Tait provided the report.
Tom Frost, American Golf Vice President-Business Development appeared and clarified some
issues and questions raised by the City Council.
A motion was made by Council Member Beck, seconded by Mayor Pro Tem Verlato, and carried on
roll call vote to direct staff to negotiate a final agreement with Touchstone Golf concerning the
management, operation, and maintenance of the Arcadia Par 3 Golf Course, and bring back to a
future City Council meeting.

NOES: Chandler
A motion was made by Council Member Amundson, seconded by Council Member Chandler, and
carried on roll call vote to reconsider the previous motion and direct staff to renegotiate a final
agreement with American Golf regarding the management, operation, and maintenance of the
Arcadia Par 3 Golf Course.
AYES: Chandler, Amundson, and Tay
NOES: Beck and Verlato
A motion was made by Council Member Chandler, and seconded by Council Member Amundson,
and carried on roll call vote to table the matter to the October 16, 2018, City Council meeting.

Regular Meeting
City Council Chamber, 7:00 p.m.
1. CALL TO ORDER – Mayor Tay called the regular meeting to order at 7:06 p.m.
2. INVOCATION – Pastor George Hooper, Church of the Good Shepherd
3. PLEDGE OF ALLEGIANCE – Gene Glasco, Elected City Clerk
4. ROLL CALL OF CITY COUNCIL MEMBERS
PRESENT: Amundson, Beck, Chandler, Verlato, and Tay
ABSENT: None
5. REPORT FROM CITY ATTORNEY REGARDING CLOSED/STUDY SESSION ITEMS
City Attorney Deitsch announced that the City Council met in a Study Session prior to the
regular meeting, in order to receive a report, discuss and provide direction regarding the
management, operation, and maintenance of the Arcadia Par 3 Golf Course; he stated that
there were three (3) motions (1) on motion by Council Member Beck, second by Mayor Pro Tem
Verlato, the City Council voted (4-1; Council Member Chandler voted no) to negotiate a final
agreement with Touchstone Golf concerning the management, operation, and maintenance of
the Arcadia Par 3 Golf Course; he noted that the agreement would be for a base fee payable to
Touchstone Golf of $48,000 per year, 15% net income with the City receiving the remaining
revenues , and 2.5% of gross revenues going into the Capital Improvement Fund of the City, the
motion passed; (2) on motion by Council Member Amundson, second by Council Member
Chandler, the City Council voted (3-2; Council Member Beck and Mayor Pro Tem Verlato voted
no) to reconsider the prior motion, the motion passed; and (3) on motion by Council Member
Chandler, second by Council Member Amundson (3-2; Council Member Beck and Mayor Pro
Tem Verlato voted no) to table consideration of this item to the October 16, 2018, City Council
meeting, the motion passed.
6. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA
ITEMS
City Manager Lazzaretto announced there was no supplemental information.
7. MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND
WAIVE THE READING IN FULL
A motion was made by Council Member Chandler and seconded by Council Member Amundson
to read all ordinances and resolutions by title only and waive the reading in full.
8. PRESENTATIONS
a. Presentation of a monetary gift in the amount of $2,500 by the Friends of the
Museum for a Touchscreen Device for the W orld War I Ross Field Balloon School
Exhibit.
b. Proclaiming October 7, 2018, to October 13, 2018, as "Fire Prevention Week".

9. APPOINTMENTS
a. Appointment to the Senior Citizens’ Commission (At Large Position).
Recommended Action: Make appointment to fill Unexpired Term
City Manager Lazzaretto presented the staff report.
Council Member Beck nominated Peter Chu for appointment. Council Member Chandler
concurred.
Council Member Amundson nominated Donna Salter. Mayor Pro Tem Verlato and Mayor Tay
concurred.

It was the consensus of the City Council that Donna Salter be appointed to the Senior Citizens’
Commission (At-Large Position) to fill an unexpired term ending on June 30, 2020.
10. PUBLIC COMMENTS
Dale Carter, an Arcadia resident and Arcadia Museum Commission Member, appeared and
spoke about the different exhibits and displays at the Gilb Museum of Arcadia Heritage, the Los
Angeles County Arboretum, and the Arcadia Historical Society, and encouraged everyone to
visit them.
11. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports
from the City Council related to meetings attended at City expense [AB 1234]).
Council Member Beck thanked all the Senior Citizens’ Commission applicants; he thanked Fire
Chief Lang, Fire Marshal Krikorian, and Fire Inspector Perumean for all the work they do, and
thanked the Friends of the Museum for their donation; he announced that tomorrow night there
is a City Council Special Meeting regarding the Historic Preservation Ordinance; he spoke about
longtime resident Gary Dorn who passed away; he announced that the City of Arcadia will be
receiving the Smart City Award on October 13, and congratulated staff and everyone that made
that possible.
Council Member Chandler thanked the Friends of Museum for the Touchscreen Device for the
World War I Ross Field Balloon School Exhibit; and announced that last Saturday he attended
the Chinese Association Moon Festival, which was well attended.
Council Member Amundson announced that he also attended the Chinese Association Moon
Festival; that last Thursday he attended the Golden Plate Awards at Foothill Unity Center; he
also commented on the history of the Gilb Museum and Lucky Baldwin; and he encouraged
everyone to register to vote for the upcoming November election.
Mayor Pro Tem Verlato stated that she also attended the Chinese Association Moon Festival,
and thanked the Chinese Association for putting the event together; that she also attended the

Golden Plate Awards at Foothill Unity Center; and announced the Halloween Harvest Festival
on Saturday October 27, and encouraged everyone to attend.
City Clerk Glasco announced that he attended the 2018-19 Season 7 Gala at the Arcadia
Performing Arts Center, the Arcadia Chamber of Commerce Taste of Arcadia event, and
thanked the Chamber of Commerce, City staff, the Arcadia Police Department, and the Arcadia
High School Marching Band for their opening performance.
Mayor Tay announced Coffee with a Cop on October 3, at the Arcadia Public Library, the Safety
and Security Expo on October 17, at the Arcadia Masonic Lodge, the Halloween Harvest
Festival and Arcadia Police Foundation “Trick or Chief” on October 27; he thanked everyone for
attending the Moon Festival, and thanked Assistant to the City Manager Michael Bruckner for
his assistance during the event; and announced the next Citizen’s Financial Advisory
Committee meeting is October 16, and invited residents to attend and provide input.
City Manager Lazzaretto noted for purposes of AB1234 reporting, all Council Members except
for Council Member Beck attended the Taste of Arcadia event.
12. CONSENT CALENDAR
a. Regular Meeting Minutes of September 4, 2018.
Recommended Action: Approve
b. Donation of $2,500 from the Friends of the Museum for a Touchscreen Device for
the W orld W ar I (“WWI”) Ross Field Balloon School Exhibit.
Recommended Action: Accept
c. Extension to the Professional Services Agreement with ABM Industry Groups, LLC.
for Janitorial and Porter Services at various City facilities in an amount not to exceed
$318,409.98.
Recommended Action: Approve
d. Reject all bids received for the Rehabilitation of the Pressure Reducing Station
Project and direct staff to re-bid the project.
Recommended Action: Approve
It was moved by Council Member Chandler, seconded by Mayor Pro Tem Verlato, and carried
on roll call vote to approve Consent Calendar Items 12.a. through 12.d.
