Lang, Fire Chief By: Kevin Valentine, Battalion Chief SUBJECT: PURCHASE ORDER WITH GEORGE CHEVROLET FOR THE PURCHASE OF A NEW 2019 FOUR-WHEEL DRIVE CHEVROLET SILVERADO PICK-UP IN THE AMOUNT OF $42,475.42 Recommendation: Approve SUMMARY The Fiscal Year 2018-19 Equipment Acquisition Program provides for the replacement of one (1) 2001 Chevrolet Malibu in the Fire Department for an approved budget of $54,000. To ensure that that the City is receiving the most competitive price, t he Fire Department recently solicited bids for the purchase of a new 2019 four-wheel drive Chevrolet Silverado pick-up, which will be used as the Fire Chief’s Administrative vehicle. Based on the bids received, it is recommended that the City Council approve a Purchase Order with George Chevrolet for the purchase of a new 2019 four-wheel drive Chevrolet Silverado pick-up in the amount of $42,475.42. BACKGROUND The existing 2001 Chevrolet Malibu Arson vehicle meets the City’s Equipment Replacement Program (Program) based on the vehicle’s age. The Program recommends replacing this vehicle in 12 years or at 100,000 miles. Also its replacement parts have been increasingly difficult to locate and purchase which resulted in more lengthy and expensive repairs. The 2001 Chevrolet Malibu Arson vehicle will be replaced by a new 2019 four-wheel drive Chevrolet Silverado pick-up. This vehicle will be assigned to the Fire Chief initially and then subsequently a strike team relief and utility vehicle, thus the need for four- Purchase Order for a 2019 Chevrolet Silverado Pick-up November 20, 2018 Page 2 of 3 wheel drive capabilities. The new vehicle will also be outfitted with Fire Department’s radios and Code 3 capabilities allowing for rapid response back into the City as the needs arise. The 2012 Chevrolet Tahoe vehicle that is currently assigned to the Fire Chief will then be re-assigned as the Arson vehicle. DISCUSSION Notice Inviting Bids were published in the City’s adjudicated paper and bid packages were distributed to area vendors for this purchase in October and November 2018 . Two (2) bid solicitations were conducted due to the lack of bids received initially in October 2018. On November 8, 2018, the City Clerk publicly opened two (2) sealed bids with the following result: Bidder Location Amount George Chevrolet Bellflower, CA $42,475.42 Chevrolet of Montebello Montebello, CA $48,181.58 All bid documents were reviewed for content and the vendor’s ability to best meet the City’s needs as described in the bid specifications. Based on this evaluation , it has been determined that George Chevrolet is the lowest and most responsible bidder who can best supply the City’s required vehicle requirements. Therefore, it is the City’s advantage to purchase a new 2019 four-wheel drive Chevrolet Silverado pick-up from George Chevrolet. ENVIRONMENTAL IMPACT The proposed action does not constitute a project under the California Environmental Quality Act (“CEQA”), and it can be seen with certainty that it will have no impact on the environment. Thus, this matter is exempt under CEQA. FISCAL IMPACT Sufficient funding in the amount of $54,000 has been budgeted in the Fiscal Year 2018- 19 Equipment Acquisition Program for the purchase of this vehicle including the installation of communication, emergency safety lighting, and fueling transmitter package. RECOMMENDATION It is recommended that the City Council approve a Purchase Order with George Chevrolet for the purchase of a new 2019 four-wheel drive Chevrolet Silverado pick-up in the amount of $42,475.42.
