SUBJECT: APPOINTMENT OF A DELEGATE TO THE SAN GABRIEL VALLEY
MOSQUITO AND VECTOR CONTROL DISTRICT BOARD OF
TRUSTEES
Recommendation: Make 4-Year Appointment
SUMMARY
Council Member Roger Chandler has been the City of Arcadia’s representative on the
San Gabriel Valley Mosquito and Vector Control District Board of Trustees (“Board”)
since 2001. Council Member Chandler’s current term of office expires December 31,
2018, which causes the need for the City Council to make an appointment to the Board.
Appointments are for either two or four years in duration and can be anyone residing
within the community. Council Member Chandler has indicated a desire to continue to
serve on the Board.
DISCUSSION
The purpose of the San Gabriel Valley Mosquito and Vector Control District is to prevent
new sources of vectors from developing, to control existing populations of vectors, and
to abate their sources. These goals are accomplished through education, prevention,
and an integrated pest management program. The Health and Safety Code definition of
a vector is “any animal capable of transmitting the causative agent of human disease or
capable of producing human discomfort or injury, including but not limited to
mosquitoes, flies, insects, ticks, mites and rats, but not including any domestic animal.”
San Gabriel Valley member cities each appoint a delegate to serve on the Board, as
does the County of Los Angeles. The term of office for a member of the Board may be
two or four years, at the discretion of the appointing authority. It is not necessary for the
Delegate to the Board to be an elected off icial; they must, however, be a registered
voter and a resident of the City of Arcadia. The Board meets on the second Friday of

each month at 7:00 a.m. at the District’s office in West Covina. Each Board Member
receives a stipend of $100 per meeting.
Council Member Chandler has been the City’s representative to the San Gabriel Valley
Mosquito and Vector Control District since 2001 , and is a former Chair of the Board.
Council Member Chandler has expressed an interest in continuing to serve on the
Board as his experience with the District, and as an elected official, gives him a unique
and useful background in terms of representing Arcadia.
ENVIRONMENTAL IMPACT
This proposed action does not constitute a project under the California Environmental
Quality Act (“CEQA”), and it can be seen with certainty that it will have no impact on the
environment. Thus, this matter is exempt under CEQA, based on Section 15061(b)(3)
of the CEQA Guidelines.
FISCAL IMPACT
There is no fiscal impact to the City as a result of this appointment. The stipend is paid
by the San Gabriel Valley Mosquito and Vector Control District.
RECOMMENDATION
It is recommended that the City Council appoint a Delegate to the San Gabriel Valley
Mosquito and Vector Control District Board of Trustees, and that the term be for four
years.
