HomeMy WebLinkAbout09/18/2018 - Special Meeting Minutes ARCADIA CITY COUNCIL SPECIAL MEETING MINUTES TUESDAY, SEPTEMBER 18, 2018 CALL TO ORDER — Mayor Tay called the Special Meeting to order at 5:07 p.m. in the City Council Conference Room, 240 W. Huntington Drive, Arcadia, California. ROLL CALL OF CITY COUNCIL MEMBERS PRESENT: Amundson, Beck, Chandler, and Tay ABSENT: Verlato A motion was made by Council Member Chandler, and seconded by Council Member Amundson to excuse Mayor Pro Tem Verlato. Mayor Pro Tem Verlato arrived at 5:11 p.m. PUBLIC COMMENTS Resident on Fifth Avenue (no name given), appeared and complained about a party house at 2230 S. Fifth Avenue where there are eight high end cars in the driveway, and periodically they get tickets when they park on the street; he indicated there is no enforcement unless he calls, plus there are two dogs that bark from 11:00 p.m. to 5:00 a.m.; and wanted to know what can be done. Brian Goldin, a resident on E. Camino Real, appeared and complained about construction trucks that were parked on the street before Labor Day for about 10 days on Mayflower, with no enforcement; he indicated that the parking enforcement company hired by the City is not doing their job; he calls regarding overnight parking but nothing is done; he also indicated that there was a party bus parked there and was eventually towed; he also indicated that at 1110 Altern there are panels of dry wall on the front lawn, and complained about vehicles parking on the front lawn at another site, but did not have an address. STUDY SESSION (OPEN TO THE PUBLIC) a. Report, discussion, and direction concerning parking in front yards, and overnight street parking permits in single-family zoned areas. Assistant City Manager/Development Services Director Kruckeberg provided the City Council with a report regarding parking in front yard areas, and overnight street parking permits in single-family zoned areas. A motion was made by Council Member Chandler, and seconded by Council Member Amundson, and carried on roll call vote directed the City Attorney to research the legality of issues relating to the possible increase of fees for on-street parking, and directed staff to research fees imposed by other cities, and to research and survey properties within the City concerning possible use of properties for storage of vehicles in residential areas, and other possible excessive storage and parking of vehicles on driveways in residential areas. Pursuant to Government Code Section 54957.8 to confer with Real Property Negotiators. Property: City Parking Lots (Assessor Parcel Nos. 5773-301-900 and 901) Agency Negotiators: City Manager Dominic Lazzaretto, Assistant City Manager/Development Services Director Jason Kruckeberg, and City Attorney Stephen P. Deitsch Property Negotiators: Steven Hayashi, Representative, NWI, Inc. Under Negotiation: Price and Terms of Payment Regarding Closed Session Item (c), the City Council recessed to a Continued Special Meeting on Wednesday, September 19, 2018, 6:30 p.m. at the Floretta Lauber Museum Education111 Center. No reportable action was taken on the Closed Session Items (a) and (b).
