ARCADIA CITY COUNCIL
SPECIAL MEETING MINUTES
TUESDAY, OCTOBER 3, 2018
CALL TO ORDER – Mayor Tay called the Special Meeting to order at 6:00 p.m. in the City Council
Chamber, 240 W. Huntington Drive, Arcadia, California.
PLEDGE OF ALLEGIANCE – Gene Glasco, Elected City Clerk
ROLL CALL OF CITY COUNCIL MEMBERS
PRESENT: Amundson, Beck, Chandler, Verlato, and Tay
ABSENT: None
STUDY SESSION (OPEN TO THE PUBLIC)
a. Report, discussion and direction regarding concerning revisions to the draft Historic
Preservation Ordinance.
Assistant City Manager/Development Services Director Kruckeberg provided a presentation of the
draft Historic Preservation Ordinance.
Mayor Tay opened the Public Comments.
PUBLIC COMMENTS
Gary Kovacic, an Arcadia resident and former Mayor, appeared and expressed his concerns
regarding the revisions made to the draft Historic Preservation Ordinance, and stated that the
ordinance is weak and very limited; and encouraged the City Council to adopt a meaningful
ordinance that will preserve the City’s history, character and soul.
Mike Vercillo, an Arcadia resident, appeared and explained his ideas regarding the draft ordinance,
and indicated that the City’s local neighborhood and their heritage should be preserved; and
recommended that the City Council include this in the draft ordinance.
Dean Radle, an Arcadia resident, appeared and expressed his reasons why he is opposed to the
draft Historic Preservation Ordinance.
Jesse Chu, an Arcadia resident, appeared and expressed his concerns regarding the draft
ordinance, and indicated that he is opposed to districts, that the City is one, and that history should
preserved.
Mayor Tay closed the Public Comments.
It was the consensus of the City Council that revisions to the draft Historical Preservation Ordinance
be made in red-line version and posted on the City’s website to allow the public to make comments
for the next 30 days.
Assistant City Manager/Development Services Director Kruckeberg indicated that after the 30 days,
staff will look at feedback from the community, and hopefully schedule the Ordinance for Planning
Commission consideration in December or after the holidays.

CALL TO ORDER – Mayor Tay called the meeting to order at 6:00 p.m.
ROLL CALL OF CITY COUNCIL MEMBERS
PRESENT: Amundson, Beck, Chandler, Verlato, and Tay

PUBLIC COMMENTS
Mark Guzman, President of Touchstone Golf LLC, appeared and complimented City staff for the
process they have undertaken to select an operator for the Arcadia Par 3 Golf Course; he
provided information about Touchstone Golf and the services they provide; he also thanked City
staff for their recommendation, and the City Council for their consideration.
Tom Frost, Vice-President-Business Development of American Golf, appeared and spoke about
the current operation of the Arcadia Par 3 Golf Course, and indicated that he is very proud of the
accomplishments American Golf has provided over the past 30 years; and stated that American
Golf deserves a chance to continue operating the golf course.
George Gund, Varsity Golf Coach at Arcadia High School, appeared and spoke in support of
American Golf.
STUDY SESSION (OPEN TO THE PUBLIC)
a. Report, discussion and direction regarding the Citizen’s Financial Advisory
Committee Progress Report and Initial Recommendations.
City Manager Lazzaretto provided the City Council with a progress report regarding the Citizen’s
Financial Advisory Committee, including the Committee’s recommendation to declare a fiscal
emergency and hold a sales tax election as quickly as possible, preferably before June 2019.
Committee Chair Segal provided additional support and justification for this recommendation.
A motion was made by Mayor Pro Tem Verlato, seconded by Council Member Beck, and
carried on roll call vote to bring back to a future City Council meeting, a recommendation that
the City Council declare a fiscal emergency and place a ¾ sales tax increase measure on a
future ballot.

b. Report, discussion and direction regarding the Management, Operation, and
Maintenance of the Arcadia Par 3 Golf Course.

Public Works Services Director Tait provided the City Council with a PowerPoint presentation. A
motion was made by Council Member Beck, second by Mayor Pro Tem Verlato, and carried on
roll call vote to place on a future City Council agenda a five-year management agreement with
Touchstone Golf, LLC for the management, operation, and maintenance of the Arcadia Par 3
Golf Course.

Mayor Tay announced that at the conclusion of the regular City Council meeting, the City
Council will recess to Closed Session to consider the two items listed on the posted agenda.

5. REPORT FROM CITY ATTORNEY REGARDING CLOSED/STUDY SESSION ITEMS
City Attorney Deitsch stated that earlier this year, the City Council established a Citizen’s
Financial Advisory Committee to look at the City’s finances, revenues, and expenditures in order
to provide the City Council with a report; he reported that the Committee convened in a meeting
this morning, and a motion was made by Committee Chair Segal, seconded by Committee
Member (Vice Chair) Ursettie, to inform the City Council, of the Committee’s findings, that the
City is under a state of fiscal emergency; he indicated that during the Study Session, the
Citizen’s Financial Advisory Committee recommended the City Council declare a fiscal
emergency and place a ¾ sales tax increase measure on a ballot, no later than June 2019; he
indicated that a motion by Mayor Pro Tem Verlato, second by Council Member Beck, the City
Council voted 4-0 (Council Member Amundson abstained) to bring back to a future agenda a
recommendation that the City Council declare a fiscal emergency and place a ¾ sales tax
increase on a ballot.
City Attorney Deitsch also announced that the City Council received a report from staff and
provided direction regarding the management, operation, and maintenance of the Arcadia Par 3
Golf Course; he indicated that this matter was considered by the City Council at the October 2,
2018, Study Session meeting, and that on motion by Council Member Beck, second by Mayor
Pro Tem Verlato, the City Council unanimously voted (5-0) that staff bringing back to a future
City Council agenda, a five-year management agreement with Touchstone Golf, LLC for the
management, operation, and maintenance of the Arcadia Par 3 Golf Course; and he announced

that at the conclusion of the regular City Council meeting, the City Council will recess to a
Closed Session to consider the two items listed on the posted agenda under Closed Session,
and that no reportable action is expected.
6. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA
ITEMS
City Manager Lazzaretto requested the City Council table Consent Calendar 10.e regarding the
Legal Services Agreement with SL Environmental Law Group. The City Council unanimously
concurred.
7. MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND
WAIVE THE READING IN FULL
A motion was made by Council Member Chandler, seconded by Council Member Amundson, to
read all ordinances and resolutions by title only and waive the reading in full.
8. PUBLIC COMMENTS – no one appeared
9. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports
from the City Council related to meetings attended at City expense [AB 1234]).
Council Member Chandler announced that it is the season for mosquitos, and the San Gabriel
Valley Mosquito and Vector Control District is clamping down on unattended pools and issuing
notices of swimming pool violations, and urged those who receive a notice of violation to
immediately address the issue.
Council Member Beck commended Public Works Services Director Tait on purchasing
replacement water from the Main San Gabriel Basin Watermaster at a cost savings of $680,000
to the City and its customers; he also commended the Public Works Services Department for
their quick response in fixing reported problems; and announced the Halloween Harvest Fall
Festival on October 27, and encouraged everyone to attend.
Council Member Amundson stated that he traveled to the Cradle of Liberty in Boston last
weekend, and commented on the strict historic preservation ordinances that help preserve the
city and its history; he stated that last week the City Council spoke about an historic
preservation ordinance and indicated that it is important to preserve areas of the City for future
generations to understand what makes Arcadia great.
Mayor Pro Tem Verlato shared an incident that occurred regarding an empty home that was
broken into next door to her; she expressed her concern over the rise of burglaries in Arcadia
due to empty oversized homes owned by investors and hopes the City Council can revisit the
FAR (Floor Area Ratio) that was adopted for South Arcadia, and hopes that her service on the
City Council will help preserve the City’s remaining community of homes.
City Clerk Glasco announced that he attended WaterFest 2018 at the County Park on October
13, and the Arcadia Women’s Club is hosting a Bridge and Bunco Fundraiser on October 25.
Mayor Tay announced that he attended the Crystal Ball Fundraiser on October 6; he shared an
incident which someone attempted to break into his home, and encouraged residents to
organize a neighborhood watch; he also announced that he attended WaterFest 2018 on

October 13, and stated that the City received the W aterSmart City Award for water
conservation; he announced the Security Expo is tomorrow at the Arcadia Masonic Center, the
Arcadia Halloween Harvest Festival on October 27, Trick or Chief Event on October 29; and
encouraged everyone to vote on November 6.
10. CONSENT CALENDAR
a. Resolution No. 7233 approving Final Map No.77169 to combine 10 legal lots into one
lot and accept a dedication for streets and highway purposes along a portion of
Goldring Road for a new, two-story 16,360 square foot industrial building at 11700
Goldring Road.
Recommended Action: Adopt
b. Resolution No. 7234 amending Resolution No. 7194 establishing hourly wage
schedule for unrepresented, non-benefitted, part-time employees (Part-Time Police
Investigation Technician).

c. Grant Award from the Office of Traffic Safety – Selective Traffic Enforcement
Program, for reimbursement of costs related to various traffic enforcement
operations in the amount of $70,000.

Website Design and Content Management System Services in an amount not to
exceed $55,950.

roll call vote to approve a Professional Services Agreement with Ring, LLC for the extension of

10. PUBLIC COMMENTS
Lois Merritt, an Arcadia resident, appeared and thanked the City Council on behalf of her
neighbors for putting in a nice safe sidewalk, and she also thanked Associate Engineer Kevin
Merrill for his assistance in the project.
Laurie Baglieri, representing the Arcadia Congregational Church, appeared and indicated that
they are in the process of selling the Church, which is on the potential historical preservation list,
and requested the City expedite the process so they can get it off the list and sell the property.

Brian Goldin, an Arcadia resident, appeared and spoke about Ordinance No. 1057w which
prohibits individuals from feeding animals or fowl on any streets or sidewalks, and feels the
ordinance should be amended to prohibit the feeding of any wildlife on any street, sidewalk , or
private property.
Susan Guo, an Arcadia resident, appeared and read a letter on behalf of Dr. Sheng Chang
regarding his opposition to the proposed historical preservation ordinance.
11. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports
from the City Council related to meetings attended at City expense [AB 1234]).
Council Member Beck congratulated all the Leadership Academy participants; he thanked the
Humane Society for bringing the adoptable dog; he commended the Arcadia Police Foundation
for their donation to the Police Department’s K-9 program; he stated that in compliance with
AB1234, he received a free ticket to the Moonlight Forest Festival at the Arboretum; he
congratulated Council Member Amundson and Mayor Pro Tem Verlato on a successful
Halloween Harvest Festival on October 27; and announced that on November 10, the Historical
Society will be having a mystery dinner, which he is unable to attend.
Council Member Chandler commented on a Fish and Game provision that prohibits the feeding
of wildlife.
Council Member Amundson reminded everyone that there is still time to vote; he noted that last
weekend he was walking precincts for a City Council candidate in Orange County, and residents
there could not wait until the election was over; he provided a status report on the Redondo
Beach case regarding municipal elections and SB 415; he commented on the pension problem
in California; he noted that last week he received a questionnaire from the League of California
Cities asking what is the most important priority for next year, and urged the City Council to get
a hold of the League and let them know by November 9 that pensions matter and it needs to be
resolved; he noted that when he was recently travelling, he met someone from the Bay area
who was familiar with Arcadia because his daughter participated in the Track and Field
Invitational; and announced Veteran’s Day on Sunday, November 11.
Mayor Pro Tem Verlato noted she gave a presentation to four Cub Scouts at Holy Angels
School who had all earned a Super Nova award through the Cub Scouts for their achievement
in STEM (Science, Technology, Engineering, Math); on October 18, she attended the Library
Board meeting for Council Member Beck; on October 19, she attended the Epic Media Health
Fair; on October 25, she attended the Moonlight Forest Festival at the Arboretum; she stated
that October 27 was the Halloween Harvest Festival and reported that more than 3,000 people
attended, and later she attended the Trick or Chief Police Foundation fundraiser; she stated that
on October 31, she attended Assemblyman Ed Chau’s Urban Wildlife round table and the topic
was “how to learn to live with and how to interact with the wildlife”; she also noted that this
morning she attended the School District Council PTA, and spoke about some of the joint
ventures City and the School District are engaged in, and noted some of the partnered services
provided to the kids; she also congratulated all the Leadership Academy participants; she noted
that on November 8, she will be attending the Annual Veteran’s Day Luncheon, and the Foothill
Unity Center Open House, and the Downtown Business Association will be presenting them
with a check for $1,000 from the Halloween Harvest Festival Beer and Wine sales; she also
noted that she will be attending the Vietnam Veteran’s War Monument Memorial event on
November 11; and noted that she has filled in for the Mayor the last couple of weeks while he

was in China, but that she was disappointed to learn that Mayor Tay was saying some negative
things about her on We Chat, and would appreciate him saying some nice things about her.
City Clerk Glasco announced the Annual Veteran’s Day Celebration Luncheon on November 8,
and November 11, is Veteran’s Day and invited everyone to visit the Vietnam Veteran’s War
Memorial Monument; and noted that November 17, is the 65th Annual Festival of Bands Parade.
Mayor Tay responded to Mayor Pro Tem Verlato’s comments that he was making negative
comments about her, he asked for proof of the comments he allegedly said, and apologized; he
thanked the Arcadia Police Foundation for the $8,000 donation to the Arcadia Police
Department K-9 program, and noted that residents can also donate by contacting the Arcadia
Police Foundation; he reminded everyone that from November 1 to April 30, is the winter
watering schedule, and urged everyone to adjust their water sprinklers to the Tuesday and
Saturday schedule; he stated the Citizen’s Financial Advisory Committee is in the process of
preparing their final report to the City Council, and invited the public to attend the meeting
tomorrow morning, November 7; he announced today is election day, and spoke about working
together even if there are different opinions and point of views; and noted that he was in China
and visited the Dr. Robert O. W ilson monument; and announced that November 17, is the 65th
Annual Festival of Bands Parade, and warned residents to avoid driving in that area.

carried on roll call vote to approve Consent Calendar Items 12.a through 12.j.

13. CITY MANAGER
a. Professional Services Agreement with Gibson Transportation Consulting, Inc. for a
Downtown Arcadia Parking Evaluation and Plan in the amount of $48,765.

City Manager Lazzaretto reminded the City Council that City Attorney Deitsch has advised that
Mayor Pro Tem Verlato has a conflict because she owns property in the project area.
Mayor Pro Tem Verlato noted that she has a conflict because she owns property in the project
area, and will recuse herself from discussion and participation, but will reserve time for comment
as a member of the public, and not as a member of the City Council.
Mayor Pro Tem Verlato left the room, and was not present for any discussion on this item.
Deputy Development Services Director/Civil Engineer Wray presented the staff report.
April Verlato, property owner of 33 Huntington Drive, and Board Member of the Downtown
Arcadia Business Improvement Association, appeared and indicated that she is now in favor of
the study and expenditure, but would like them to stay focused on parking in the future, and
what is the best use for the public parking spaces that currently exist.
It was moved by Council Member Chandler, seconded by Council Member Amundson, and
carried on roll call vote to approve a Professional Services Agreement with Gibson
Transportation Consulting, Inc. for a Downtown Arcadia Parking Evaluation and Plan in the
amount of $48,765.
