HomeMy WebLinkAboutItem 11c - Final Map No. 76053 (141-145 Alice Street) DATE: December 4, 2018 TO: Honorable Mayor and City Council FROM: Jason Kruckeberg, Assistant City Manager/Development Services Director Lisa Flores, Planning & Community Development Administrator Prepared By: Vanessa Quiroz, Assistant Planner SUBJECT: FINAL MAP NO. 76053 WITH A CATEGORICAL EXEMPTION UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (“CEQA”) FOR AN EIGHT-UNIT MULTI-FAMILY RESIDENTIAL CONDOMINIUM SUBDIVISION AT 141-145 ALICE STREET Recommendation: Approve SUMMARY Tentative tract maps and final maps are required for all subdivisions that result in or modify five or more parcels or condominium units. In accordance with Arcadia Development Code Section 9105.05.050, the City Council shall approve a final map if it conforms to all the requirements of the subdivision regulations of the Development Code and the State Subdivision Map Act. Tentative Tract Map No . 76053 was conditionally approved by the Planning Commission on August 22, 2017, to combine two legal lots into one lot for an eight-unit multi-family residential condominium subdivision at 141-145 Alice Street. Final Map No. 76053 has met all applicable criteria. Therefore, it is recommended that the City Council approve Final Map No. 76053– refer to Attachment No. 1. DISCUSSION Final Map No. 76053 will consolidate the two legal lots into one lot to accommodate the construction of an eight-unit multi-family residential condominium subdivision. According to Development Code Section 9105.03.110, tentative maps are valid for 24 m onths after the effective date. The tentative map for this project will expire on September 6, 2019. The project is near completion, but a Certificate of Occupancy from the Building Division will not be issued until the map has been approved and recorded by the Los Angeles Recorder’s Office. The map has been reviewed by the Los Angeles County Department of Public Works, and the appropriate City Departm ents – refer to Attachment No. 2. The map has been Final Map No. 76053 (141-145 Alice Street) December 4, 2018 Page 2 of 2 found to be in substantial compliance with the tentative map as conditionally approved by the Planning Commission, and is in compliance with the subdivision regulations of the City’s Development Code and the State Subdivision Map Act. FISCAL IMPACT There will be no fiscal impact incurred by the City as a result of this action. ENVIRONMENTAL ASSESSMENT Final Map No. 76053 is categorically exempt from environmental review under the California Environmental Quality Act (“CEQA”), pursuant to Section 15332 of the CEQA Guidelines as an infill development project. The Planning Commission affirmed this finding and conditionally approved Tentative Tract Map No. 76053 at its regular meeting on August 22, 2017. RECOMMENDATION It is recommended that the City Council approve Final Map No. 76053 with a categorical exemption under the California Environmental Quality Act (“CEQA”) for an eight-unit multi-family residential condominium subdivision at 141-145 Alice Street.
