Subject: Single-Family Design Review No. SFADR 16-01 and Protected
Tree Encroachment Permit Application No. TRE 16-27
Project Address: 1918 S. Baldwin Avenue
Dear Mr. Wu:
The public comment period for the Notice of Pending Decision ended on May
22, 2017. The City received no comments during the notification period
regarding these applications. The Development Services Department has
conditionally approved the revised single-family design review project dated
June 19, 2017, for a new 5,562 square foot, two-story, residence with an
attached two-car garage, a detached two-car garage, and an encroachment
into the protected area of one Coast Live Oak Tree at 1918 S. Baldwin
Avenue, subject to the following conditions:
• Prior to submitting plans for plan check in Building Services the
following shall be submitted to the Planning Division for review and
approval:
o A cut sheet and color photo of the proposed lighting fixtures. It
must include dimensions and proposed color.
o A color manufacturer brochure in for the proposed stone. It
must identify the proposed material, color and style.
o A color manufacturer brochure for the proposed windows and
doors. It must identify the material, color, and style.
o A manufacturer brochure in color for the proposed wood siding.
It must identify the proposed material, color and style.
o A revised and simplified railing detail. The detail must include
the proposed color and material.
o A revised gable roof detail showing the entire gable area.
o A Floor Area Ratio (FAR) calculation shall be shown on sheet
A-1. The areas included in the calculation must be shown.
o A detailed exterior finish schedule identifying all materials,
fixtures, and trim shall be provided on Sheet A-4 and A-5. The
exterior finish schedule must include the following: the
manufacture, material, model name/number, color, finish (if
applicable), size (if applicable). Callouts shall be provided on
the elevations to show the location of these items.
• On the plans submitted for plan check in Building Services, the
following revisions shall be made to the proposal:
o On all the elevations, the actual building height, measured from average
existing grade to the highest roof ridge, shall be identified.
o Provide a roof eave detail.
o A minimum 6-inch separation shall be provided between the window header
trim and the eave. A dimensioned detail shall be provided showing this
separation and details of the trim. The elevation shall be revised accordingly.
o A minimum 2-inch recess shall be provided for all windows and doors. A
dimensioned detail shall be provided to show this recess. The recess shall be
shown on the floor plans.
o The width of the posts on the entry porch detail on sheet A-7 shall be revised
to be consistent with the West Elevation shown on sheet A-4. Please provide
dimensions.
o The width of the posts on the front and rear balcony and covered patio shall
be revised to be consistent with the front covered porch. A solid stone base
shall be added to posts for the rear covered patio, consistent with the front
covered porch.
• The project shall be developed and maintained by the applicant/property owner in
compliance with all of the recommended tree protection measures listed in the
Protected Tree Report prepared for this project.
• The project shall comply with the City’s Water Efficient Landscaping Ordinance
(WELO). The application shall be submitted with the plans for plan check in Building
Services.
There is a ten (10) day appeal period for this application. To file an appeal, a completed
Appeal Application form must be submitted to the Community Development Division along
with a $600.00 appeal fee by 5:30 p.m. on Thursday, July 6, 2017. You will be notified if an
appeal is filed.
Approval of Single-Family Design Review No. SFADR 16-01 and Protected Tree
Encroachment Permit Application No. TRE 16-27 shall not be of effect unless the property
owner and applicant have executed and filed the enclosed Acceptance Form to indicate
awareness and acceptance of these conditions of approval. The Acceptance Form is due
now and if it is not received by Wednesday, July 26, 2017, this approval will become null
and void.
This approval shall expire in one year (July 27, 2018) from the effective date unless a
building permit is issued and the construction is diligently pursued, a certificate of
occupancy has been issued, or the approval is renewed.
An extension may be granted by the Development Services Director or designee, or the
Review Authority that approved the project for a maximum period of one (1) year from the
initial expiration date. An extension can only be granted if the required findings can be
made. Please note that acceptance of an extension request does not indicate approval of
an extension.
A building permit must be obtained prior to any construction activity. Please contact
Building Services at (626) 574-5416 to determine the type of documentation, plans, and
fees for the appropriate permit. This approval letter must be presented to Building Services
to initiate the permitting process.
