Longden Avenue Dear Mr. Zhu: The public comment period for the Notice of Pending Decision ended on January 4, 2018. Staff received one comment from the public objecting the removal of the protected trees and the encroachment to two (2) other protected trees. After careful consideration of the design, the Development Services Department found the project consistent with the Single-Family Design Guidelines, and has conditionally approved the single-family design review project dated December 4, 2017, for a new 5,466 square foot, two-story, contemporary-style residence with an attached three-car garage and a detached cabana located at the rear of the property . The property will have a total Floor Area Ratio of 5,690 square feet. As a result of the removal, the applicant will be required to plant five new healthy trees throughout the property. There will be minimal encroachment into the canopy of two (2) other protected trees. The encroachments were analyzed by a Certified Arborist and were deemed to have a minimal impact to the trees. The project is subject to the following conditions:  The applicant shall install a five trees throughout the property; (4) 48-inch box trees and one (1) 48-inch box Oak Tree as shown on the Conceptual Landscape Plan.  The project shall comply with the City’s Water Efficient Landscaping Ordinance (WELO). The application shall be submitted with the plans for plan check in Building Services. There is a ten (10) day appeal period for this application. To file an appeal, a completed Appeal Application form must be submitted to the Community Development Division along with a $600.00 appeal fee by 5:30 p.m. on Thursday, February 8, 2018. You will be notified if an appeal is filed. Please note City Hall will be closed on Friday, February 2, 2018. Approval of SFADR 17-05, TRH 17-01, TRE 17-24, and TRD 17-39 shall not be of effect unless the property owner and applicant have executed and filed the enclosed Acceptance Form to indicate awareness and acceptance of these conditions of approval. The Acceptance Form is due now and if it is not received by February 28, 2019, this approval will become null and void. This approval shall expire in one year from the effective date unless a building permit is issued and the construction is diligently pursued, a certificate of occupancy has been issued, or the approval is renewed. An extension may be granted by the Development Services Director or designee, or the Review Authority that approved the project for a maximum period of one (1) year from the initial expiration date. An extension can only be granted if the required findings can be made. Please note that acceptance of an extension request does not indicate approval of an extension. A building permit must be obtained prior to any construction activity.
