REGULAR MEETING MINUTES

CALL TO ORDER Chair Thompson called the meeting to order at 7:00 p.m. in the City Council Chamber
PLEDGE OF ALLEGIANCE
ROLL CALL
PRESENT: Chair Thompson, and Commissioners Lin and Wilander
ABSENT: Vice Chair Lewis and Commissioner Chan
It was moved by Commissioner Wilander, seconded by commissioner Lin to excuse Vice Chair Lewis
and Commissioner Chan from the meeting.
SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS
Planning & Community Development Administrator, Lisa Flores did not have any supplemental
information.
PUBLIC COMMENTS (5 minute time limit per person)
There were none.
PUBLIC HEARING
All interested persons are invited to appear at a public hearing and to provide evidence or testimony concerning any of the
proposed items set forth below for consideration. Separate and apart from the applicant (who may speak longer in the discretion
of the Commission) speakers shall be limited to five (5) minutes per person. The applicant may additionally submit rebuttal
comments, at the discretion of the Commission.
You are hereby advised that should you desire to legally challenge in court any action taken by the Planning Commission
regarding any Public Hearing item, you may be limited to raising only those issues and objections you or someone else raised
at the public hearing or in written correspondence delivered to the Planning Commission at, or prior to, the public hearing.
1. Resolution No. 2022- Approving Conditional Use Permit No. CUP 18-05 with a Categorical
Exemption under the California Environmental Quality Act ("CEQA") to allow the sale of beer and
wine and on-site consumption in conjunction with a new full service restaurant at 328 E.
Huntington Drive.
Applicant: Sung Park
Recommended Action: Adopt Resolution No. 2022
Chair Thompson introduced the item and turned it over to Senior Planner Luis Torrico to
present the project.
Chair Thompson opened the public hearing and asked if the applicant would like to speak
on the item.
Gavin McKiernan spoke on behalf of owner/applicant Sung Park.
Chair Thompson asked if there was anyone else who would like to speak in favor of the
proposal.
Any writings or documents provided to a majority of the Planning Commission regarding any item on this agenda will be made
available for public inspection in the City's Planning Services Office located at 240 W Huntington Drive, Arcadia, California,
during normal business hours.
No one responded.
Chair Thompson asked if there was anyone who would like to speak in opposition of the
proposal.
No one responded.
MOTION- PUBLIC HEARING
It was moved by Commissioner Wilander, seconded by Commissioner Lin to close the
public hearing. Without objection, the motion was approved.
DISCUSSION
The Commission briefly discussed the proposal and they were in agreement to approve the
project and noted that the restaurant will be a welcome addition to the City.
MOTION
It was moved by Commissioner Lin, seconded by Chair Thompson to adopt Resolution
No. 2022 - Approving Conditional Use Permit No. CUP 18-05 with a Categorical

There is a ten day appeal period after the approval/denial of the Appeal. If adopted, appeals are
to be filed by 5:30 p.m. on Monday, December 10, 2018.
CONSENT CALENDAR
All matters listed under the Consent Calendar are considered to be routine and can be acted on by one roll call vote. There will
be no separate discussion of these items unless members of the Commission, staff, or the public request that specific items be
removed from the Consent Calendar for separate discussion and action.
2. Minutes of the September 25, 2018 Arcadia Planning Commission Regular Meeting
Recommended Action: Approve
MOTION
It was moved by Commissioner Wilander, seconded by Commissioner Lin to approve
Consent Calendar Item 2, approving the September 25, 2018 Arcadia Planning
Commission Regular Meeting minutes.

3. NEW BUSINESS
Ms. Flores provided a presentation to the Commission on the draft Historic Preservation Ordinance.
MATTERS FROM CITY COUNCIL LIAISON
City Council Liaison Amundson provided the Commission with updates on current events in the City
including the upcoming Holiday Snow Festival taking place at the Community Center, a Menorah lighting
event, the latest Ring Doorbell program subsidy event and the annual City Christmas Tree lighting.
MATTERS FROM PLANNING COMMISSIONERS
The Commission requested clarification from Ms. Flores on items pertaining to the Historic Preservation
presentation.
At 7:19 p.m., Commissioner Chan joined the meeting.
In regards to questions/comments about parking stall dimensions brought forth at the previous meeting,
Ms. Flores had announced that any member of the Commission may initiate a request to discuss the item
at a future meeting. A request to place any item for a discussion on a future agenda requires the votes
of at least three (3) commissioners.
Chair Thompson requested that staff review the parking stall dimensions for multi -family projects and
study what other cities require and report back to the Commission at a future meeting for discussion. The
request was approved by the following vote:
AYES: Chair Thompson, and Commissioners Lin and Wilander
Further, Commissioner Chan requested that a review and discussion of parking space requirements for
single-family homes be placed on a future agenda as well, specifically addressing whether homes that
have six (6) bedrooms or more be required to have at least a four (4) car garage. The request was
approved by the following vote:
AYES: Comissioners Chan, Lin, and Wilander
MATTERS FROM CITY ATTORNEY
Assistant City Attorney Maurer had nothing to report.
MATTERS FROM STAFF INCLUDING UPCOMING AGENDA ITEMS
Ms. Flores announced that the December 11 and December 25, 2018 Planning Commission meetings
will be cancelled. The next Planning Commission meeting is scheduled for January 8, 2019.

The Planning Commission adjourned this meeting at 7:35 p.m. to Tuesday. December 11, 2018 in the
City Council Chamber at 240 W. Huntington Dr., Arcadia.
