AND CONTRACT WITH ANNING-JOHNSON COMPANY, INC. FOR THE ORANGE GROVE RESERVOIR NO. 2 ROOF REPAIR PROJECT IN THE AMOUNT OF $257,000 Recommendation: Approve SUMMARY The Fiscal Year 2018-19 Capital Improvement Plan provides funding for the repair of the Orange Grove Reservoir No. 2 roof. To ensure that the City is receiving the most competitive prices and quality service for this work, a formal bid was conducted. San Marino Roof Co., Inc. submitted the lowest bid. During the evaluation process, it was determined that bid items were not included in the bid, deeming the San Marino Roof Co., Inc. bid non-responsive. Anning-Johnson Company was the second lowest bid received, which was determined to be responsive. It is recommended that the City Council reject the low bid submitted by San Marino Roof Co., Inc., and approve, authorize, and direct the City Manager to execute a contract with Anning-Johnson Company for the Orange Grove Reservoir No. 2 Roof Repair Project in the amount of $257,000 and approve a 10% contingency. BACKGROUND Orange Grove Reservoirs No. 2 is a concrete reservoir with a wood roof constructed in 1920 and is the second oldest reservoir in the City’s water system . The reservoir holds 2.5 million gallons of water used to supply water to City of Arcadia water system customers. The existing wood roof cover was installed in 1972. Recent inspection of the facility’s roof identified increased areas of deterioration. An inspection by the California Department of Health also identified the central roof vents in need of repair in order to prevent debris from entering the reservoir. Currently, the reservoir is out of service due to repairs needed on the roof. The Public Works Services Department (“PWSD”) is Award Orange Grove Reservoir No. 2 Roof Repair Project January 15, 2019 Page 2 of 3 recommending that the entire existing roof system be removed and a new roofing system be installed. A new roof will prevent overloading of rafters and reduce the potential for contamination in the reservoir. The project will involve the removal of the existing roof system and replacement with an adhered PVC membrane roof system, removal and replacement of damaged or deteriorated wood plan k decking and wood support purlins, and installation of new roof vents. A copy of the Project Location Map is shown on Exhibit “A”. DISCUSSION A Notice Inviting Bids was published in the City’s adjudicated newspaper and bid packages were distributed to area contractors. The City Clerk received eight sealed bids on December 18, 2018, with the following result: Company Location Bid Amount San Marino Roof Co., Inc. Orange $225,591 Anning-Johnson Company Industry $257,000 Commercial Roofing Systems, Inc. Arcadia $257,081 Best Contracting Services, Inc. Gardena $258,000 Danny Letner Inc. Orange $274,333 Rey-Crest Roofing & Waterproofing Co. Los Angeles $284,400 Courtney, Inc. Irvine $317,790 Stone Roofing Co., Inc. Azusa $373,480 San Marino Roof Co., Inc. submitted the lowest bid. During the evaluation process and review of the bid received, staff found that San Marino Roof Co., Inc. failed to utilize the revised bid schedule sheets that were included in Addendum Number 1. Addendum Number 1 was emailed to all prospective bidders. The addendum clearly stated that all bidders use the revised contract bid forms. San Marino Roof Co., Inc. submitted their bid with the old contract bid form and did not provide a bid price for the additional bid items that were added to the project. Based upon City Attorney review, the City cannot allow the bidder to correct the error nor can the City accept the bid as -is. The bid is considered non-responsive and should be rejected. While rejecting all bids and rebidding the project is a possibility, given the small differential of the lowe st bids and the time and cost required to re-bid the project, it is advisable to go forward with the current bidding effort. The second low bidder, Anning-Johnson Company, Inc. is considered the lowest responsive bidder. The bid submitted by Anning-Johnson Company, Inc. was reviewed and is complete and meets all of the requirements of the bid specifications. Anning - Johnson Company has successfully completed other projects for the City of Anaheim, Westfield, Chapman University, and Google.
