HomeMy WebLinkAboutItem 10d - Purchase of CNG Water Tanker TruckPurchase Order for CNG Water Tanker Truck February 5, 2019 Page 1 of 3 DATE: February 5, 2019 TO: Honorable Mayor and City Council FROM: Tom Tait, Public Works Services Director By: Tyler Polidori, General Services Superintendent SUBJECT: PURCHASE ORDER WITH 72 HOUR LLC DBA NATIONAL AUTO FLEET GROUP FOR THE PURCHASE OF ONE 2020 FREIGHTLINER CNG WATER TANKER TRUCK IN THE AMOUNT OF $197,971.06 Recommendation: Approve SUMMARY The Fiscal Year 2018-19 Equipment Acquisition Budget provides for the replacement of a 1997 water tanker truck in the Public Works Services Department (“PWSD”) that meets the criteria for replacement in the Vehicle Replacement Program . Using Sourcewell, a national cooperative purchasing program, enables the City to streamline the process of procuring this equipment and receive the best price possible. It is recommended that the City Council approve a purchase order with 72 Hour LLC dba National Auto Fleet Group for the purchase of one 2020 Freightliner Compressed Natural Gas (“CNG”) Water Tanker Truck in the amount of $197,971.06. DISCUSSION The Fiscal Year 2018-19 Equipment Acquisition Budget provides for the replacement of one water tanker truck in the Public Works Services Department (“PWSD”). The 1997 water tanker truck is primarily used to irrigate City-owned trees located in parkways and tree wells in the City. The truck is also utilized to fill large plastic traffic K-rails, assist in cleaning debris from streets, provide dust control and soil compaction in work zones, refill the City’s hydro excavator trucks onsite, and serve as a stand -by emergency water supply for the Fire Department. The water tanker truck meets the age requirements of the City’s Vehicle Replacement Program. Due to the water tanker’s diesel engine not being compliant, the vehicle is required to be registered with the Air Quality Management District (“AQMD”) as a low usage vehicle and cannot exceed more than 1,000 miles per year. The age of the vehicle has also made it increasingly difficult to obtain repair parts for proper maintenance. Purchase Order for CNG Water Tanker Truck February 5, 2019 Page 2 of 3 The proposed Freightliner CNG water tanker truck is equipped with an 1800 gallon water tank and is outfitted with water valve controls in the cab of the truck. This will enable the vehicle operator to safely and effectively monitor water flow so that a minimal amount of water is used during water delivery. Replacing the current water tanker with a CNG fueled vehicle will allow the PWSD to operate the vehicle without restrictions and meet the AQMD mandate that requires low usage heavy duty equipment to be replaced with either Tier 4 compliant diesel engines or alternative fuel engines by 202 0. The City receives annual grant funding from AQMD, which can be used for the purchase of alternative fuel vehicles that reduce emissions. The proposed Freightliner CNG water tanker truck meets this AQMD criteria and a portion of the purchase price will be paid with AQMD funding. The PWSD applied for additional funding from the Mobile Source Air Pollution Review Committee (“MSRC”) and was awarded $24,650. The California Government Code authorizes public agencies to participate in cooperative purchasing agreements such as those established by Sourcewell while still remaining within the City’s adopted rules and procedures for purchasing. By utilizing a cooperative purchasing program, the City is able to streamline the procurement process and purchase vehicles at a lower cost than traditional competitive bidding. Sourcewell awarded a contract to 72 Hour LLC dba National Auto Fleet Group for heavy duty vehicles, with related equipment, accessories, and services. The bidding process and the contract with 72 Hour LLC dba National Auto Fleet Group have been reviewed by the PWSD and both have been determined to meet the City’s procurement requirements. A copy of the agreement between Sourcewell and 72 Hour LLC dba National Auto Fleet Group is attached. ENVIRONMENTAL ANALYSIS The proposed action does not constitute a project under the California Environmental Quality Act (“CEQA”), and it can be seen with certainty that it will have no impact on the environment. Thus, this matter is exempt under CEQA. FISCAL IMPACT Funds in the amount of $304,000 have been budgeted in the Fiscal Year 2018-19 Equipment Replacement Fund for the purchase of this vehicle. This budget amount includes $25,000 in AQMD grant funding and $24,650 in MSRC funding that will be utilized toward the purchase of the vehicle. The cost for the 2020 Freightliner CNG water tanker truck is $197,971.06. Additional safety lighting and communication outfitting will be required at a cost of approximately $4,000.
