REGULAR MEETING MINUTES
TUESDAY, JANUARY 15, 2019
1. CALL TO ORDER — Mayor Tay called the regular meeting to order at 7:00 p.m.
2. INVOCATION — Council Member Peter Amundson
3. PLEDGE OF ALLEGIANCE — Gene Glasco, Elected City Clerk
4. ROLL CALL OF CITY COUNCIL MEMBERS
PRESENT: Amundson, Beck, Chandler, and Tay
ABSENT: Verlato
It was moved by Council Member Beck, seconded by Council Member Amundson, that Mayor
Pro Tem Verlato be excused from this meeting.
5. REPORT FROM CITY ATTORNEY REGARDING CLOSED/STUDY SESSION ITEMS
Assistant City Attorney Maurer announced that, prior to the regular meeting, the City Council met
in a Closed Session to consider the one item listed on the posted agenda and no reportable action
was taken.
6. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA
ITEMS
City Manager Lazzaretto announced that, at the request of Mayor Tay, City Manager item 13.a
will be moved before the Public Hearing item, and he asked Assistant City Manager/Development
Services Director Kruckeberg to introduce Ken Fields, the City's new Building Official.
7. MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND
WAIVE THE READING IN FULL
A motion was made by Council Member Chandler, seconded by Council Member Amundson, to
read all ordinances and resolutions by title only and waive the reading in full.
8. PRESENTATIONS
a. Pasadena Humane Society presentation of an adoptable dog.
b. Mayor's Certificates of Commendation to the Arcadia High School Girls Tennis Team
in recognition of their outstanding season and winning their first CIF State Regional
Championship.

It was the consensus of the City Council that City Manager Item 13.a be moved to this portion of
the agenda.
13. CITY MANAGER
a. Report, discussion and direction regarding the Citizen's Financial Advisory Committee
Final Report.
Recommended Action: Receive and File Report and Direct Staff to Implement
Recommendations
City Manager Lazzaretto presented the staff report of the Citizen's Financial Advisory Committee.
The City Council applauded and commended the Citizen's Financial Advisory Committee for their
dedication and hard work, and would also like them to continue to serve on the Citizen's Financial
Advisory Committee for purposes of looking into pension reform solutions.
It was moved by Council Member Chandler, seconded by Council Member Beck, and carried on
roll call vote to receive and file report, and direct staff to implement recommendations in the staff
report, and continue the current committee members.

9. PUBLIC HEARING
a. Statement of Objectives and Projects for use of Community Development Block Grant
("CDBG") Funds for Fiscal Year 2019-20.
Recommended Action: Approve
Assistant City Manager/Development Services Director Kruckeberg presented the staff report.
Mayor Tay opened the Public Hearing. No one appeared.
A motion to close the public hearing was made by Council Member Chandler, seconded by
Council Member Amundson, and seeing no objection, Mayor Tay declared the public hearing
closed.
It was moved by Council Member Chandler, seconded by Council Member Amundson, and
carried on roll call vote to approve the Statement of Objectives and Projects for use of Community
Development Block Grant ("CDBG") Funds for Fiscal Year 2019-20.

10. PUBLIC COMMENTS
Heidi Tong, an Arcadia resident and a Los Angeles County Sanitation District employee,
appeared and indicated that the Sanitation District has been withholding their cost of living

adjustments for the past two years; she appealed to the City Council for their support and also
appealed to Mayor Tay and Council Member Chandler, who serve on the Sanitation District
Board, to speak up for the employees at their meetings and to speak with management to
withdraw their proposal for pay cuts. She distributed a fact sheet and sample letter of support to
the City Council.
Rodney Williamson, an Arcadia resident, appeared and provided comments regarding historical
preservation.
Ray Ciranno, an Arcadia resident, appeared and spoke about the City's financial situation and
agrees that action needs to be taken; he asked about reductions and revenues, and
acknowledged the City Manager's recommendations; he asked to develop a solid basis for
declaring a fiscal emergency, and encouraged the City Council to continue the dialogue with
CaIPERS, and acknowledged the City's tough situation.
11. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from
the City Council related to meetings attended at City expense[AB 1234]).
Council Member Beck welcomed Ken Fields to the City family; he thanked the Pasadena Humane
Society for bringing the adoptable dog, and thanked Mayor Tay for continuing the adopt-a-dog
program; he congratulated the Arcadia High School Girls Tennis team on winning their first CIF
State Regional Championship; he thanked the Citizen's Financial Advisory Committee for their
service and final report.
Council Member Chandler also thanked the Citizen's Financial Advisory Committee for their
service and commitment; and he spoke about Arcadia's Public Safety and Quality of Life brochure
that was sent out to all residents regarding Arcadia high quality of life and service, and thanked
those residents who returned their survey.
Council Member Amundson commented on pension reform and what is happening in
Sacramento; he spoke about the County's new Homeless App; he commented on the new
Governor's budget and the impacts to cities; and wished everyone a Happy New Year.
City Clerk Glasco indicated that last Saturday night he attended the Arcadia High School
Spaghetti dinner and memorial to Tony Antista.
Mayor Tay wished everyone a Happy New Year; he thanked the Citizen's Financial Advisory
Committee for their hard work and dedication; he explained what the Clean Power Alliance group
is about and that Arcadia will start benefitting in February and spoke about residents opting out
of Southern California Edison and provided information regarding the savings to the residents,
and encouraged residents to go to the website for more information.
12. CONSENT CALENDAR
a. Regular Meeting Minutes of November 20, 2018, December 4, 2018, December 18,
2018, and Special Meeting Minutes of January 7, 2019.
Recommended Action: Approve
b. Ordinance No. 2357 adding Sections 6439.3 through 6439.12 to Article VI, Chapter 4,
Part 3, Division 9, of the Arcadia Municipal Code, with an exemption under the

California Environmental Quality Act ("CEQA"), imposing regulations on Sidewalk
Vending.
Recommended Action: Adopt
c. Ordinance No. 2358 amending the City Uniform Traffic Ordinance to create additional
parking zone restrictions.
Recommended Action: Adopt
d. Contract with GRFCO, Inc. for the Miscellaneous Sewer Main Repair Project in the
amount of$81,600.
Recommended Action: Approve
e. Contract with Roy Allan Slurry Seal, Inc. for the Fiscal Year 2018-19 Annual Slurry
Seal Project in the amount of$539,475.50.
Recommended Action: Approve
f. Short Form Contract with Post Alarm Systems for the installation of an intrusion alarm,
security cameras, and access control system at City Hall and Council Chambers in the
amount of$79,846.77.
Recommended Action: Accept
g. Purchase Order with Haaker Equipment Company for the purchase of one 2020 CNG ''
Vactor Hydro Excavator Truck in the amount of$474,975.96.
Recommended Action: Approve
h. Reject low bid from Bear Electrical Solutions, Inc. and contract with Siemens Mobility
Inc. for Extraordinary Traffic Signal Maintenance Services in the amount of$73,630.
Recommended Action: Approve
i. Reject low bid from San Marino Roof Co., Inc. and contract with Anninq-Johnson
Company, Inc. for the Orange Grove Reservoir No. 2 Roof Repair Project in the
amount of$257,000.
Recommended Action: Approve
j. Use of Supplemental Funding Request Form and a Loan from the General Fund
Reserve in the amount of $116,457.17 for the purchase of Landscape Maintenance
Equipment for the Arcadia Par 3 Golf Course.
Recommended Action: Approve
Council Member Chandler pulled Consent Calendar Item 12.j for further discussion.
City Manager Lazzaretto explained the supplemental funding for the purchase of landscape
maintenance equipment for the Arcadia Par 3 Golf Course.
It was moved by Council Member Chandler, seconded by Council Member Amundson, and
carried on roll call vote to approve Consent Calendar Items 12.a through 12.j.

14. ADJOURNMENT
The City Council meeting adjourned at 9:10 p.m. in memory of long time Arcadia Resident and
Former Commissioner Don Swenson to Tuesday, February 5, 2019, 6:00 p.m. in the City Council
Conference Room.
