Assignment
This report was prepared for Flintridge Tree Care, agent for the owners of 759 Carriage House
Drive , Arcadia CA 91006, in response to City of Arcadia requirements for Consulting Certified
Arborist review of a proposed project affecting protected trees at the site. The proposed
project involves construction of a wood deck, swimming pool and barbeque under the canopy
of 4 mature Coast Live Oak (Quercus agrifolia) trees. An Arborist Report is 'required by the
City to establish tree protection measures to be implemented prior to and during construction,
the general health of the oak trees on site, potential effects of the project on the trees and any
necessary mitigation measures to minimize disturbance to the tree during construction.
I have reviewed the written plans prepared by Pool Logic pages 1-2 & 3 for wood deck,
swimming pool and barbeque construction.
Summary
There are 4 protected Coast Live Oak trees potentially impacted by the proposed construction.
The trees are likely to continue to grow and thrive after the construction is complete if
mitigation measures suggested below are followed.
General Observations
1. A visual assessment of the tree health was part of this assignment. My visual
examination of the crown, trunk and root crown indicates that the four oak trees are generally
healthy specimens of Coast Live Oak (Quercus agrifolia), a species indigenous to this area.
During,my site visit, other oaks in the area appear to be in good condition despite the 6th year
of drought conditions.
2. I measured the trees to verify their diameter at breast height (DBH) 54" above grade
level. I measured the drip line for each tree taking into account variances due to tree lean and
canopy loss caused by shading from adjacent trees. The drip line is the critical root zone
(CRZ) which is the root zone protection area used in this report.
3. Tree Health Rating — I ranked tree health as being either good, fair, poor or critical.
The factors considered for tree health include 1) Live Crown Ratio - the ratio of the live crown
height to the total live tree height that is expressed as a percentage; 2) Opacity — the

percentage of light visibility blocked by branches, foliage and reproductive structures of the
actual upper live crown; 3) Vitality— the percentage of the upper crown that is free from recent
mortality on branches with fine twigs, beginning at the terminal portion of a branch and
proceeding toward the trunk; and 4).Quality — the percentage of the upper crown that is free
from necrotic, chlorotic or undersized foliage.
The oaks in this area are generally healthy, but many have a low live crown ratio. As
oaks mature in a closely grouped setting, they lose more of their canopy through natural
retrenchment of lower limbs. A low live crown ratio in this circumstance means that most of
the canopy is in the upper portion of the tree, leaving the trees less structurally stable,
particularly in high winds. However the trees on this property have other trees nearby to
provide protection.
Recommendations
The following mitigation suggestions are intended to reduce the extent of construction
damage to acceptable levels, so that the existing trees can be reasonably assured of survival
without decline.
1. PEDESTRIAN ACCESS ONLY— No vehicles should park or drive over the roots
underneath the canopies of any of the four oaks, not even once. All holes should be
hand dug to determine if structural roots 4" in circumference or greater are found. If 4"
or greater roots are found and the hole cannot be relocated to avoid the root, found, a
consulting arborist should determine if the root can be removed without significant
damage to the tree.
2. UNDERGROUND UTILITIES AND LINES —The contractor should contact Underground
Alert to determine if there are any underground utilities in the area that should be
avoided.
3. LANDSCAPE SCREENING - Landscape screening should preferably be located
outside of the tree protection zone. Typical screening shrubs such as Pittosporum,
Oleander, Eugenia, and Ficus are not recommended as they all have irrigation and root
space requirements that compete directly with protected trees.
4. CLEARANCE PRUNING - Additional tree pruning required for clearance during
construction must be performed under the supervision of a Certified Arborist and not by
construction personnel.
5. ABOVE GROUND TREE DAMAGE DURING CONSTRUCTION - If injury should occur
to any tree during construction, it should be evaluated as soon as possible by a Certified
Arborist so that appropriate treatments can be applied.
6. COMPATIBLE LANDSCAPING - Any proposed landscaping should be compatible with
the watering and root requirements of the protected trees. Landscape screening
shrubs/trees with large root systems (ex Ficus, Pittosporum) should be avoided within
the root protection zone.

For Coast Live Oak trees, any plants or lawns that require ongoing overhead
irrigation should be avoided within the tree protection zone.
7. ROOT DAMAGE DURING CONSTRUCTION - Any protected tree roots within the tree
protection zone that are damaged during grading or construction shall be exposed to
sound tissue and cut cleanly at a 90 degree angle with a sharp bypass pruner or
arborist saw.
For any protected tree with roots severed by construction, the uncovered cut root
surfaces should be watered daily or as necessary to avoid them drying them out until
they are recovered with the original soil removed during any excavations.
8. NO DUMPING OR STORAGE WITHIN TREE PROTECTION ZONE —Construction
materials, equipment, excavated debris and soil may not be piled or dumped (even
temporarily) within the tree protection zone of any trees on site.
9. ROOT COLLARS MUST BE CLEAR - Loose soil, debris, vegetation (ivy shrubs) must
not be allowed to cover the trunk or the root collar (i.e. the part of the oak where the
trunk begins to flare out at the base of the tree. If this occurs, the debris, soil, or
vegetation must be excavated and removed by hand to the original grade. This will
allow for air circulation and to reduce the potential for decay at the base of the trees.
10.ONSITE STORAGE AREA-EQUIPMENT CLEANING AREA - The driveway area
adjacent to the 4 trees on the north side of house is designated as no onsite storage
area or washout of toxic materials. Equipment cleaned in this area containing toxic
materials will be contained.
11.DEEP WATER TREES — To assist the trees with their recovery from any root loss, and
to help offset the effects of 4 years of drought, the unpaved, permeable areas under the
tree canopy beginning at 5 feet from the trunk and continuing to the edge of each tree's
dripline (the end of the growing branches of the tree) should be deep watered once
within one week of completion of construction. Deep watering involves slowly (no
runoff) soaking the ground under the canopy to a depth of one and one half feet with a
soaker hose or regular garden hose turned down low and moved frequently..
Specific measurements, observations, and photos are included in the attached tree
inventory sheet for each tree.

RE: Arborist Report for 759 Carriage House Drive
Assignment
This report was prepared for Flintridge Tree Care, agent for the owners of 759 Carriage House
Drive , Arcadia CA 91006, in response to City of Arcadia requirements for Consulting Certified
Arborist review of a proposed project affecting protected trees at the site. The proposed
project involves construction of a wood deck, swimming pool and barbeque under the canopy
of 4 mature Coast Live Oak (Quercus agrifolia) trees. An Arborist Report is required by the
City to establish tree protection measures to be implemented prior to and during construction,
the general health of the oak trees on site, potential effects of the project on the trees and any
necessary mitigation measures to minimize disturbance to the tree during construction.
I have reviewed the written plans prepared by Pool Logic pages 1-2 & 3 for wood deck,
swimming pool and barbeque construction.
Summary
There are 4 protected Coast Live Oak trees potentially impacted by the proposed construction.
The trees are likely to continue to grow and thrive after the construction is complete if
mitigation measures suggested below are followed.
General Observations
1. A visual assessment of the tree health was part of,this assignment. My visual
examination of the crown, trunk and root crown indicates that the four oak trees are generally
healthy specimens of Coast Live Oak (Quercus agrifolia), a species indigenous to this area.
During my site visit, other oaks in the area appear to be in good condition despite the 6th year
of drought conditions.
2. I measured the trees to verify their diameter at breast height (DBH) 54" above grade
level. I measured the drip line for each tree taking into account variances due to tree lean and
canopy loss caused by shading from adjacent trees. The drip line is the critical root zone
(CRZ) which is the root zone protection area used in this report.
3. Tree Health Rating — I ranked tree health as being either good, fair, poor or critical.
The factors considered for tree health include 1) Live Crown Ratio - the ratio of the live crown
height to the total live tree height that is expressed as a percentage; 2) Opacity — the

percentage of light visibility blocked by .branches, foliage and reproductive structures of the
actual upper live crown; 3) Vitality—the percentage of the upper crown that is free from recent
mortality on branches with fine twigs, beginning at the terminal portion of a branch and
proceeding toward the trunk; and 4) Quality — the percentage of the upper crown that is free
from necrotic, chlorotic or undersized foliage.
The oaks in this area are generally healthy, but many have a low live crown ratio. As
oaks mature in a closely grouped setting, they lose more of their canopy through natural
retrenchment of lower limbs. A low live crown ratio in this circumstance means that most of
the canopy is in the upper portion of the tree, leaving the trees less structurally stable,
particularly in high winds. However the trees on this property have other trees nearby to
provide protection.
Recommendations
The following mitigation suggestions are intended to reduce the extent of construction
damage to acceptable levels, so that the existing trees can be reasonably assured of survival
without decline.
1. PEDESTRIAN ACCESS ONLY— No vehicles should park or drive over the roots
underneath the canopies of any of the four oaks, not even once. All holes should be
hand dug to determine if structural roots 4" in circumference or greater are found. If 4"
or greater roots are found and the hole cannot be relocated to avoid the root, found, a
consulting arborist should determine if the root can be removed without significant
damage to the tree.
2. UNDERGROUND UTILITIES AND LINES —The contractor should contact Undergrounc
Alert to determine if there are any underground utilities in the area that should be
avoided.
3. LANDSCAPE SCREENING - Landscape screening should preferably be located
outside of the tree protection zone. Typical screening shrubs such as Pittosporum,
Oleander, Eugenia, and Ficus are not recommended as they all have irrigation and root
space requirements that compete directly with protected trees.
4. CLEARANCE PRUNING - Additional tree pruning required for clearance during
construction must be performed under the supervision of a Certified.Arborist and not by
construction personnel.
5. ABOVE GROUND TREE DAMAGE DURING CONSTRUCTION - If injury should occur
to any tree during construction, it shouldbe evaluated as soon as possible by a Certified
Arborist so that appropriate treatments can be applied.
6. COMPATIBLE LANDSCAPING - Any proposed landscaping should be compatible with
the watering and root requirements of the protected trees. Landscape screening
shrubs/trees with large root systems (ex Ficus, Pittosporum) should be avoided within
the root protection zone.

For Coast Live Oak trees, any plants or lawns that require ongoing overhead
irrigation should be avoided within the tree protection zone.
7. ROOT DAMAGE DURING CONSTRUCTION - Any protected tree roots within the tree
protection zone that are damaged during grading or construction shall be exposed to
sound tissue and cut cleanly at a 90 degree angle with a sharp bypass pruner or
arborist saw.
For any protected tree with roots severed by construction, the uncovered cut root
surfaces should be watered daily or as necessary to avoid them drying them out until
they are recovered with the original soil removed during any excavations.
8. NO DUMPING OR STORAGE WITHIN TREE PROTECTION ZONE —Construction
materials, equipment, excavated debris and soil may not be piled or dumped (even
temporarily) within the tree protection zone of any trees on site.
9. ROOT COLLARS MUST BE CLEAR - Loose soil, debris, vegetation (ivy shrubs) must
not be allowed to cover the trunk or the root collar (i.e. the part of the oak where the
trunk begins to flare out at the base of the tree. - If this occurs, the debris, soil, or
vegetation must be excavated and removed by hand to the original grade. This will
allow for air circulation and to reduce the potential for decay at the base of the trees.
10.ONSITE STORAGE AREA-EQUIPMENT CLEANING AREA - The driveway area
adjacent to the 4 trees on the north side of house is designated as no onsite storage
area or washout of toxic materials.. Equipment cleaned in this area containing toxic
materials will be contained.
11.DEEP WATER TREES — To assist the trees with their recovery from any root loss, and
to help offset the effects of 4 years of drought, the unpaved, permeable areas under the
tree canopy beginning at 5 feet from the trunk and continuing to the edge of each tree's
dripline (the end of the growing branches of the tree) should be deep watered once
within one week of completion of construction. Deep watering involves slowly (no
runoff) soaking the ground under the canopy to a depth of one and one half feet with a
soaker hose or regular garden hose turned down low and moved frequently..
Specific measurements, observations, and photos are included in the attached tree
inventory sheet for each tree.
