CATEGORICAL EXEMPTION UNDER THE CALIFORNIA
ENVIRONMENTAL QUALITY ACT (“CEQA”) TO SUBDIVIDE A 53,200
SQUARE FOOT SINGLE-FAMILY RESIDENTIAL ZONED PARCEL INTO
FOUR LEGAL LOTS THAT IS LOCATED AT 1885 NORTH SANTA ANITA
AVENUE
Recommendation: Adopt Resolution No. 2028
SUMMARY
The applicant, Patricia Moad, on behalf of the property owner, The Spirits of Chang’s at
Algaroba, LLC, has submitted Tentative Parcel Map application No. TPM 18-05 (82402)
to subdivide a 53,200 square foot single-family residential zoned parcel into four legal lots
that is located at 1885 N. Santa Anita Avenue. The proposed subdivision is consistent
with the City’s General Plan, Development Code and Subdivision Map Act. The project
qualifies for a Categorical Exemption under the California Environmental Quality Act
(CEQA), as minor land divisions. It is recommended that the Planning Commission
approve TPM 18-05 (82402) subject to the conditions listed in the attached staff report,
and adopt Resolution No. 2028 (refer to Attachment No. 1).
BACKGROUND
The subject site is a 53,200 square foot, corner lot located at the southwest corner of
Grandview Avenue and Santa Anita Avenue. The property is zoned Low Density
Residential (R-1), with a minimum lot size of 7,500 square feet (refer to Attachment No.
2), and the General Plan designation is Low Density Residential. Other R-1 zoned
properties are located to the west, east and south of the subject site. There are residential
properties to the north (across the street on Grandview Avenue); however, they are

located in the City of Sierra Madre. The property is developed with a single-story
residence with an attached two-car garage and a pool house. The single family home was
constructed in 1949. A Certificate of Demolition (COD) for the subject property was
approved in March, 2019 – refer to Attachment No. 3 for the Historical Report. Based on
the evaluation by the Architectural Historian, the property does not meet any of the
minimum requirements for recognition as historical resources nor eligible for listing on the
California Register because the residence is not a good example of particular
architectural style and not representative of or associated with any important historical
events or people. Since the house crosses over the new property lines, it would be
required to be demolished in advance of approving the Final Parcel Map.
PROPOSAL
The tentative parcel map will subdivide a 53,200 square foot residential zoned parcel into
four legal lots. Lot 1 will measure 11,250 square feet, Lot 2 will measure 12,368 square
feet, and Lots 3 and 4 will each measure 14,250 square feet in lot area. Lot 1 will have a
lot width of 90 feet and a depth of 125 feet, Lot 2 will have a lot width of 100 feet and a
depth of 125 feet, and Lots 3 and 4 will each have a lot width of 75 feet and a depth of
190 feet – refer to Attachment No. 4. No construction is proposed as part of this request.
ANALYSIS
The subject site has an R-1 Zoning designation with a minimum lot size of 7,500 square
feet, and a minimum lot width of 75 feet and a minimum lot depth of 100 feet. The
proposed lots will range in lot area from 11,250 to 14,250 square feet, and will comply
with the minimum width and depth standards of the underlying zone. In addition, the
proposed subdivision will comply with the General Plan’s and R-1 zoning’s density of 4-6
dwelling units per acre and one unit per lot, respectively. The proposed subdivision will
have a density of 3.3 dwelling units per acre and under the R-1 standards, one unit will
be allowed per lot for a total of four units.
Lastly, as part of the subdivision process, a five-foot dedication along Grandview Avenue
will be dedicated to the City for sidewalk purposes. The dedication will affect Lots 1 & 2.
In addition, a corner cut-off dedication for an ADA ramp will be required at the southwest
corner of Grandview Avenue and Santa Anita Avenue, which will affect Lot 2 – refer to
Figure 1 for required City dedications. The land area required for both dedications have
been factored into each of the proposed Lot’s land area and dimensions, which will
comply with the lot standards of the R-1 Zone.
While there is no new development proposed under this request, all the existing structures
must be demolished prior to approval of the Final Parcel Map. A condition to this effect
has been proposed. In addition, Staff reviewed the map to ensure there are no protected
trees on the subject site that will be impacted by the proposed subdivision. There are nine
(9) Oak trees located throughout the site, none of which will be impacted by the proposed
property lines. Lastly, the map has been reviewed by various City departments to ensure
compliance with the Arcadia Development Code and Subdivision Map Act.

FINDINGS
The proposal to subdivide the parcel into four legal lots requires that it be subdivided
through the Tentative Map process. In addition to complying with the Subdivision
Ordinance, the following findings are required for approval of a Tentative Map:
A. The proposed map, subdivision design, and improvements are consistent
with the General Plan, any applicable specific plan, and the Subdivisions
Division of the Development Code.
Facts in Support of the Finding: The map proposes to subdivide a 53,200 square
foot single-family residential zoned parcel into four legal lots. The subject site has
an R-1 Zoning designation with a minimum lot size of 7,500 square feet, and a
minimum lot width of 75 feet and a minimum lot depth of 100 feet. The proposed
lots will range in lot area from 11,250 to 14,250 square feet, and will have a
minimum depth of 100 feet and a minimum width of 75 feet. The proposed lots will

be compatible with the average lot size (13,657 square feet) of the lots located
along Grandview and Santa Anita Avenue. Therefore, the subsequent
development of the proposed lots will be compatible with the size of the existing
homes in the neighborhood.
B. The site is physically suitable for the type and proposed density of
development.
Facts in Support of the Finding: The proposed map will subdivide a 53,200
square foot single-family residential zoned parcel into four legal lots. The subject
site has a Land Use designation of Low Density Residential (R-1) with a density of
4-6 dwelling units per acre. The proposed subdivision will have a density of 3.3
dwelling units per acre; therefore, it will be consistent with the General Plan. In
addition, the proposed single-family lots will be compatible in terms of lot size with
the surrounding neighborhood, as most of them are slightly larger than 7,500
square feet. Lastly, the proposed subdivision will be consistent with the Subdivision
Map Act and the Arcadia Development Code; therefore, no impacts are anticipated
from the proposed subdivision.
C. The design of the subdivision and the proposed improvements are not likely
to cause substantial environmental damage or substantially and avoidably
injure fish or wildlife or their habitat.
Facts in Support of the Finding: The subdivision will subdivide one residential
parcel into four legal lots within an established residential neighborhood. The
subject site is located within an urbanized area and not in close proximity to any
fish or wildlife habitat. Therefore, approval of the subdivision is not likely to cause
substantial environmental damage or substantially and avoidably injure fish or
wildlife or their habitat.
D. The design of the subdivision or type of improvements is not likely to cause
serious public health or safety problems.
Facts in Support of the Finding: Approval of the tentative parcel map is not likely
to cause serious public health or safety problems. The subdivision proposes to
subdivide one parcel into four legal lots. The tentative parcel map has been
reviewed by various City departments including Public Works Services and the
Fire Department to ensure compliance with applicable regulations; therefore no
impacts are anticipated.
E. The design of the subdivision or the type of improvements will not conflict
with easements acquired by the public at large for access through or use of,
property within the proposed subdivision.

property within the proposed subdivision. Based on the proposed tentative parcel
map, there are no such easements on the subject site.
F. The discharge of sewage from the proposed subdivision into the community
sewer system will not result in violation of existing requirements specified
by the California Regional Water Quality Control Board.
Facts in Support of the Finding: The proposed tentative parcel map has been
reviewed by various City departments and determined that the City’s infrastructure
will not be impacted by the proposed subdivision, and any future development on
these lots. The Public Works Department determined that the existing sewer
system has sufficient capacity to adequately serve any future developments on
these lots. Lastly, the subdivision will comply with any existing requirements
specified by the California Regional Water Quality Control Board.
G. The design of the subdivision provides, to the extent feasible, passive or
natural heating and cooling opportunities.
Facts in Support of the Finding: The proposed tentative parcel map has been
reviewed by Building Services to ensure compliance with the California Building
Code, which includes requirements associated with heating and cooling
requirements. In addition, any future development on the proposed lots will be
subject to all applicable requirements of the California Building Code.
H. The proposed subdivision, its design, density, and type of development and
improvements conforms to the regulations of the City’s Development Code
and the regulations of any public agency having jurisdiction by law.
Facts in Support of the Finding: The tentative parcel map has been designed to
comply with the regulations of the City’s Development Code, in particular with the
requirements of the Low Density Residential (R-1) Zone and Subdivision
Ordinance.
ENVIRONMENTAL IMPACT
The proposed subdivision will subdivide one parcel into four legal lots; will comply with
the General Plan and subject zoning, it will not require variances or exceptions; access
and services to proposed parcels will be maintained; the parcel has not been involved in
the division of a larger parcel within the past two (2) years, and the parcel does not have
an average slope of greater than 20 percent. Therefore, the subdivision is exempt under
Class 15 (Minor Land Divisions) pursuant to Section 15315 of the State California
Environmental Quality Act (CEQA) Guidelines. Refer to Attachment No. 5 for the
Preliminary Exemption Assessment.

PUBLIC COMMENTS/NOTICE
A public hearing notice for this item was published in Arcadia Weekly and mailed to the
property owners located within 300 feet of the subject property on March 14, 2019. As of
March 22, 2019, no comments were received regarding this project.
RECOMMENDATION
It is recommended that the Planning Commission conditionally approve Tentative Parcel
Map No. 18-05 (82402) and find that the project is Categorically Exempt from the
California Environmental Quality Act (CEQA), and adopt Resolution No. 2028, subject to
the following conditions of approval:
1. No protected trees shall be removed as part of this approval.
2. Before recordation of the Final Parcel Map, the Owner/Applicant shall provide
evidence to the satisfaction of the Planning & Community Development Administrator
or designee, including written confirmation from all easement holders that the
improvements to the property will not encroach upon existing easements.
3. The Owner/Applicant will be required to pay the following fees prior to approval of the
Parcel Map:
Map Fee $100.00
Final Approval Fee (4 lot @ $25.00 ea.) $100.00
TOTAL $200.00
4. Prior to approval of the Final Parcel Map the Owner/Applicant shall either construct or
post security for all public improvements as shown on the Tentative Parcel Map No.
18-05 (82402) and the following required item(s):
a. Install new curb and gutter with any necessary street improvements along
property frontage on Grandview Ave.
5. The Owner/Applicant shall dedicate 5-foot portion of land along Grandview Avenue
for street and sidewalk purposes. The dedication shall be shown on the Final Map.
6. The Owner/Applicant shall dedicate a corner cut off located at the southeast corner of
Grandview Avenue and Santa Anita Avenue for a standard ADA curb ramp. The
dedication shall be shown on the Final Map.
7. Prior to approval of the Final Parcel Map, the Owner/Applicant shall submit a separate
demolition and erosion control plan prepared by a registered civil engineer subject to
the approval of the City Engineer. All existing structures shall be demolished prior to
approval of the Final Parcel Map.

8. All City requirements shall be complied with to the satisfaction of the Building Official,
City Engineer, Planning & Community Development Administrator, Public Works
Services Director, and the Fire Marshal.
9. The Owner/Applicant shall defend, indemnify, and hold harmless the City of Arcadia
and its officials, officers, employees, and agents from and against any claim, action,
or proceeding against the City of Arcadia, its officials, officers, employees or agents
to attack, set aside, void, or annul any approval or conditional approval of the City of
Arcadia concerning this project and/or land use decision, including but not limited to
any approval or conditional approval of the City Council, Planning Commission, or City
Staff, which action is brought within the time period provided for in Government Code
Section 66499.37 or other provision of law applicable to this project or decision. The
City shall promptly notify the applicant of any claim, action, or proceeding concerning
the project and/or land use decision and the City shall cooperate fully in the defense
of the matter. The City reserves the right, at its own option, to choose its own attorney
to represent the City, its officials, officers, employees, and agents in the defense of
the matter.
10. Approval of TTM No. 18-05 (82402) shall not take effect unless on or before 30
calendar days after the Planning Commission adoption of the Resolution, the applicant
and property owner have executed and filed with the Planning & Community
Development Administrator or designee an Acceptance Form available from the
Development Services Department to indicate awareness and acceptance of these
conditions of approval.
PLANNING COMMISSION ACTION
Approval
If the Planning Commission intends to approve this subdivision, the Commission should
move to approve Tentative Parcel Map No. 18-05 (82402), state the subdivision satisfies
the requisite findings, and adopt the attached Resolution No. 2028 that incorporates the
requisite environmental, subdivision review findings, and the conditions of approval as
presented in this staff report, or as modified by the Commission.
Denial
If the Planning Commission intends to deny this subdivision, the Commission should state
the specific findings that the subdivision does not satisfy based on the evidence presented
with specific reasons for denial, and move to deny Tentative Parcel Map No. 18-05
(82402) and direct staff to prepare a resolution for adoption at the next meeting that
incorporates the Commission’s decision and specific findings.

Ms. Flores:
McKenna et al. recently completed an architectural assessment of the property at 1885
N. Santa Anita Avenue, a 1949 California Ranch style residential complex. This proper-
ty is not listed in the City’s listing of historically sensitive properties. This residence was
evaluated against National Register of Historic Places (National Register) and California
Register of Historical Resources (California Register) eligibility criteria. Because Arcadia
does not yet have a historic preservation ordinance in place, establishing local eligibility
criteria, McKenna et al. was only able to evaluate the property against the federal and
state eligibility criteria.
My evaluation resulted in a determination that this property is not eligible for listing as
an “individually eligible resource” and, therefore, assigned the designated code of 6Z
(see attached forms).

The property located at 1885 N. Santa Anita Avenue is cross-referenced as APN 5766-009-001
and consists of a rectangular lot with a frontage on N. Santa Anita Avenue of 280 feet and another
190 feet along Grandview Avenue. The property consists of 53,200 square feet or 1.22 acres. In
general, a modern single family residential property covers 7,000 square feet, rendering the prop-
erty at 1885 N. Santa Anita Avenue approximately 7.6 times the size of an average modern parcel.
The County Assessor describes this property as:
Part of Santa Anita Tract Lot com atr Intersection of S. Line of Grand
View Ave with W line of Santa Anita Ave th W on sd S Line 190 ft with
a Uniform Depth of 280 ft Part of Lot 6 Blk 98.
A review of maps available through the LA County Department of Public Works Land Records
Information confirms no historic maps post-dating the1886 “Map of a Part of Santa Anita Tract”
(PM 7-57). The 1886 map confirmed the identification of Lot 6, Block 98 of the Tract. However,
there was no data pertaining to the subdivision of Lot 6 and/or how the current property was
eventually defined. In an attempt to fill in the gap between the 1886 and the current Assessor
Parcel Map, McKenna et al. completed supplemental research at the County Hall of Record’s
Archives in Los Angleles. This research provided the data needed to understand the ownership
and development of the property.
To summarize, Lot 6 of Block 98 of the Santa Anita Tract was defined in 1886 as part of the
holdings of Elias J. Baldwin. When defined, Lot 6 measured 636+/- feet E/W and 615 +/- N/S. As
such, it was defined as a 9.69 acre property (bounded by Santa Anita Avenue and Grand View
Avenue (“Grand View” and “Grandview” are both used – primarily “Grand View” in Sierra Madre
and “Grandview” in Arcadia). The earliest record of ownership for Lot 6 was found in 1905, when
Mary B. Wood was recorded owner. Wood also owned Lot 5 (to the south), presumably purchas-
ing the property from the Baldwin Estate (there are no County records available for 1886 to 1905).
It is likely Wood purchased the property earlier, as in 1905, the land was assessed with the pres-
ence of “trees,” indicating an investment in the property. Lot 5 also had “Trees.” No structural
improvements were listed for either property, indicating Wood invested in the property, but did not
occupy the property.

In 1910, Mary Jane Walsh purchased Lot 4 from Leonard E. Hotchkiss and, in 1912, Mary B.
Wood sold Lots 5 and 6 to J.J. and Martha J. Walsh. Shortly after the purchase, the first structural
improvements were listed for Lot 6 – a $100 investment in 1913. A side noted by the Assessor
indicated this improvement was a reservoir (Lot 6). Again, no structural improvements were as-
sociated with Lot 5. There was a residence already established on Lot 4, suggesting the Walsh
family may have been living on the southernmost property.
The Walsh family sold their three properties in 1915 – to Addie M. Adams. Adams held all three
properties until 1923 and Assessor data confirmed significant investments in improvements by
1920. A structure assessed as $1050 appeared in 1920 and, by 1921, the assessment was in-
creased to $2330 (trees were also still present). Shortly after her sale to Arthur G. Maddock in
1923, the assessed improvements value dropped to $1150. Structural improvements also appear
on Lot 5 in 1920 ($1050), increasing to $2200 before the sale to Maddock and, again, dropping
to $1100 following the sale.
Arthur G. Maddock maintained ownership of Lots 4, 5, and 6 throughout the 1930 and well into
the 1940s, when, in 1947-48, he subdivided Lot 6 and transferred ownership to his children: John,
Mary, and May, his children by Katherine Maddock, nee Jackson. This subdivision within Lot 6
resulted in the definition of four properties with no identified improvements: Arthur G. Maddock
maintained ownership of 5.81 acres illustrated as an “L” shaped property (see attached map for
1940-1948). Mary was given the corner property at Santa Anita Avenue and Grandview Avenue,
valued at $2100. Mary was given the property west of May, valued at $2040. John was deeded
the property west of Mary, also valued at $2040. Each property measured 159 feet along
Grandview Avenue and 290 feet deep (south of Grandview Avenue).
In 1948-1949, the lot lines were adjusted and May E. Maddock’s property was redefined to cover
190 feet on Grandview Avenue and 290 feet deep. Mary’s property was redefined as 176 feet
wide and 290 feet deep. John’s property was cut to 110 feet by 290 feet. This realignment
coincides with the sale of May’s property (and part of Mary’s) to Arthur and Arline Wilson. Arthur
Wilson was the owner of Wilco Homes, Inc., a general contractor and property developer living
and working in Arcadia (at 985 Singing Wood Dr. in 1948). City permits show Wilson to be re-
sponsible of the initial improvements at 1885 N. Santa Anita Avenue in 1948 (completed in 1949).
When improved, the property included the residence with an attached garage and apartment
(maid’s quarters or “granny flat”) and an in-ground swimming pool with pool house. Remnants of

the citrus orchard were left within the property, surrounding the residential complex (which was
centrally located). Although the residence faced north, access was from the east, consisting of
an arched driveway off N. Santa Anita Avenue and ending at the garage. There were two cess-
pools on the property.
Shortly after the completion of the improvements, Wilson sold the property to Roger L. and Willa
K. Morehart. Roger Morehart married Willa Young in 1947 and was living in Arcadia when they
purchased the property on N. Santa Anita Avenue. They had three children (William Y., Thomas
M., and John L.). The Moreharts remained on the property for the rest of their lives; Roger (1922-
1989) and Willa (1923-2012). Subsequent to Roger’s death, Willa remained on the property until
her death. As such, between 1949 and 2012, only one family occupied the property and all sub-
sequent improvements can be attributed to the Morehart ownership. City permits show the fol-
lowing:

A review of historic aerial photographs and USGS maps show the presence of the reservoir to the
west of the Morehart property (dating to 1913 and illustrated in 1918). The 1952 aerial photograph
does no show the second garage/workshop. Evidence of the earlier orchard is evident in these
photographs and maps and some trees are still present on the property, although in poor condi-
tion.
Research also identified Roger Morehart as the owner of “Morehart’s Rentals.” He was a local
business man. The exact nature of “Morehart’s Rentals” has not been defined.

The property at 1885 N. Santa Anita Avenue is relatively large and, at first glance, the improve-
ments appear extensive. However, closer examination confirmed the improvements to consist of
a fairly standard California Ranch style residence with an irregular floor plan; an attached garage
with an adjoining apartment (maid’s quarters/Granny flat/guest room; a second garage/work shop;
pool house with storage; in-ground pool; and large yard areas with some associated landscaping.
The County Assessor describes the improvements as consisting of three bedrooms, two bath
residence with 2,629 square feet of living space. This description suggests the bedrooms and
living areas were large, and apparently does not include the apartment off the garage.
The southern third of the property consists of an open, albeit fenced yard with remnants of the
earlier orchard and debris from vegetation removal. This area of the property is not being used.
It is accessed from the main residential complex and through two driveways with gates off N.
Santa Anita Avenue. There are no structural improvements in this area of the property.
The northern third of the property is dominated by the main driveway and a landscaped yard. As
the residence faces north, it is reasonable for the northern yard to be more attractive and pleasant.
The driveway is lined by a short brick wall. The yard areas include rock alignments, mature palms
and oaks, and the remnants of the original orchard. A portion of this northern yard is also fenced
with a somewhat decorative split rail fence around the orchard area. The citrus trees are no longer
present, but evidence of the modern irrigation system remains. Mature oaks are present along
the Grandview Avenue frontage. Overall, the front yard is maintained, but not indicative of the
historically developed yard.
As noted, there are a number of structural improvements on the property. Of note is the presence
of the 1961 bomb shelter. This feature was constructed at the request of Roger Morehart during
the Cold War and Cuban Missile Crisis period. The shelter is located on the northwestern corner
off the residence and evident by the rectangular cap and exposed air vents. The shelter is sealed
with padlocks and the size and interior condition is unknown. In general, this structure is likely a
simple, rectangular, concrete structure. However, there is no data immediately available to con-
firm anything about its construction.
Aside from the bomb shelter, the structures on the property include the residence, attached gar-
age and apartment, garage/workshop, pool house (and pool), and a small, open-air work area

(e.g. ramada) likely associated with composting and property maintenance. There is also a small
potter’s shed on the southwestern portion of the residence and two larger composting bins west
of the residence, suggesting gardening was a big part of the activities on the property. Neither
the open-air ramada nor the potter’s shed are considered significant components of the complex
and their relative dates of construction are unknown. They are, however, being attributed to the
Morehart ownership period.
The work shop (also referred to as a garage converted to a work shop, per permits) is located
east of the original garage and apartment. It is a free-standing and separated from the gar-
age/apartment structure by a breezeway of approximately four feet in width. This building, while
similar in design as the residence and garage, is a 1955 addition to the property and measures
21 feet by 25 feet. This workshop is a single story structure on a raised concrete foundation. It
is wood framed with a shed roof (and composition shingles) and a board and batten surface con-
sistent with the original improvement design. In contrast, however, this structure has horizontal
slider windows with frosted glass and a single door on the south elevation. This structure has a
high ceiling and the roof rests on plywood sheeting with few supporting beams. The board and
batten finish is indicative of the use of modern materials with the boards and battens being slightly
wider than historically significant materials. Electricity to this structure is provided by exterior
piping from the adjacent structures within established utilities. A large slider window is present
on the south elevation, three horizontal windows are on the west elevation, one horizontal window
is on the east elevation, and a moderately-sized slider window is on the north elevation. There is
also a metal storage shed just to the east of this structure. Overall, there are no unique or signif-
icant design elements associated with the 1955 addition to the improvements. Although not spec-
ified on the permits, it is possible Wilco, Inc. also completed this construction.
The pool house is also constructed in a manner consistent with the other structural improve-
ments. In this case, the pool house dates to 1949 and was constructed by Arthur G. Wilson prior
to the sale to the Moreharts. This structure is a rectangular building oriented on a north/south
axis and resting on a concrete foundation and associated slab. The structure exhibits a gable
roof line (on a north/south axis) with the western portion of the building being associated with a
shed roof and storage area (accessed via a small door on the north elevation). The structure is
wood framed and designed with the board and batten siding consistent with the main residence.
The east elevation (storage area) exhibits a series of four framed windows (fixed/single paned)
and a crawl space adit. The siding indicates a wall height of approximately eight feet and there

is a skirt of another 1 to 2 feet below the floor level, illustrating the property drop from north to
south. The north elevation has two windows and the small access door to the storage area. The
two windows are aluminum sliders and located in areas consistent with the pool dressing room
and bathroom.
The south elevation of the pool house is dominated by a large, covered BBQ with a tall chimney
extending through the roof line. The west elevation of this structure is open, providing a covered
use area adjacent to the pool and connected to the pool decking by the extension of the concrete
pad. In general, this structure’s west elevation is similar to a large garage, but without the bay
doors. There is a central post supporting the bearing beam and there are exposed rafters beneath
the relatively wide eave (2 feet +). The slab within this structure is painted green, suggesting a
grass cover and differentiating it from the exterior pool deck. The interior walls are designed in a
board and batten manner, consistent with the exterior. The roof is covered in When not being
used, this covered area has been used for storage of patio furniture and other outdoor amenities.
Overall, this is a simple structure with no unique materials, design elements, or uses.
The garage/apartment structure is original to the 1949 construction and attached to the main
residence by a breezeway and contiguous roof line. The roof was redone in 1997 with the instal-
lation of fabricated faux shake singles referred to as Cal-Shake. The roof of this structure is a
cross-gable style with north/south and east west axes (although the structure is actually slightly
off the true alignment. The garage portion is constructed on a concrete slab while the residential
apartment, which wraps around the garage on the south and east sides, is on a raised concrete
foundation, as needed for the slope of the property. Both portions of the building are clad in board
and batten siding consistent with the other improvements on the property.
The north side of this structure (garage) exhibits the presence of a small, covered, concrete ex-
panse used for storage of yard maintenance equipment. There is no window. The extended wall
for the apartment portion of the structure is also a solid board and batten wall with two aluminum
sliders windows near the eastern extent of the north elevation. The foundation wall on the north
elevation (eastern extent) suggests this structure may have been expanded to the east (or an
open area was enclosed). If so, this was possibly done at the time the workshop was completed.
Exterior conduit piping for utilities run along the north elevation, as well.
The east elevation of the apartment is a flat expanse of board and batten siding resting on a
concrete slab. The east-facing door is s simple, solid and hollow door with no windows. There is

a large, aluminum framed window to the south of the doorway and wide eaves (with exposed
rafters) running the width of the structure. The southeastern corner is shaped in an “L” fashion,
exhibiting a secondary entrance associated with ne two-step stoop – again illustrating the slope
of the property from north to south. A south-facing, aluminum framed, slider window is also pre-
sent, as is the exposed concrete foundation.
Wrapping around to the south elevation, the elongated expanse associated with the apartment
exhibits the drop in the flooring from west to east. As the structure extends from west to east, the
roof line drops, as do the relative heights of the associated windows. There are three levels
apparent – the higher floor being equal to the floor of the original garage, the middle level being
to the east of the garage, and the lower level being furthest east. The windows associated with
the two western levels are double hung sash windows with large, single panes and no “ears.”
They are framed with simple, squared boards and narrow sills. The easternmost portion of the
apartment exhibits the aluminum framed windows, again indicating this portion of the structure
was completed later (e.g. ca. 1955 and/or later with the remodeling, per permits). The exterior
water heater closet suggests a bathroom was added to this unit. There is also a large chimney
within this structure, suggesting the presence of a fireplace or BBQ (now enclosed).
The west elevation of the garage/apartment structure is dominated by the presence of the garage
bay doors. Here, the door is located on the northern portion of the elevation and positioned under
a wide overhang (4 feet +) supported by slightly decorative posts and brackets. There are two
bay doors (single car, each) separated by a supporting post. Likewise, the overhang is supported
by posts (3), including a centralized load-bearing post. The exposed rafters are supported by the
cross beam running the width of the garage and connecting with the main residential structure.
The original wooden bay doors have been replaced my modern aluminum doors.
The apartment’s main entry is located on the west elevation and also positioned under the wide
overhang – south of the garage. The door is a solid door with a panel below and six panes above.
A screen door covers the main door. The siding is a continuation of the board and batten design,
but with the addition of a short (2’) red brick skirt. In addition, the asphalt of the driveway ends at
this entrance, becoming an expanse of red brick and poured concrete.
The breezeway between the main residence and apartment is a rectangular expanse exhibiting
the board and batten siding on both sides and the associated red brick skirt. The concrete ex-
panse is located between the two Dutch doors that are associated with the main residence and
access to the rear yard.

The main residence is a large structure primarily oriented on an east/west axis with the main
entrance facing north. This structure is a typical California ranch style residence consistent with
the late 1940s (post-WWII) construction indicative of Southern California population growth and
residential expansion. Hundreds of thousands of such residences were constructed in Southern
California throughout the late 1940s and through the 1950s – with later, smaller examples being
incorporated into the large tract developments of the 1950s and 1960s. In this case, however,
the relative size and design was individualized and constructed in a manner consistent with the
large property and area of subdivision of large lot sizes.
As noted, this is a California Ranch style residence constructed in 1949. It is a wood framed
structure on a raised concrete foundation and, as such, a portion of the residence is raised rela-
tively high above the original ground level. The entrance on the north elevation is relatively close
to ground level, while the exposed foundations on the east, west, and south elevation indicate a
rise of between 1 and 5 feet.
The roof line of the main residence is a gable design oriented east/west, with some cross-gable
roofing on the western expanse. The majority of the residence is on an east/west axis, but the
southwestern corner of the residence is oriented at an angle – towards the southwest. The main
residential area is essentially an inverted “U” shaped structure, with a rear patio flanked by ells
extending to the south (not including the southwestern and angled expanse).
The entire residence is wood frames and clad in board and batten siding. The west elevation
(which undulates) exhibits all original windows – mainly double hung sash windows. These vary
in size, exhibiting 4:4, 3:3 and 2:2 pane patterns. There are no “ears,” indicating their post-WWII
origin. The northern portion of this elevation is almost at ground level. Towards the southwestern
corner of the residence, the floor is raised almost two feet above ground level. At the cross-gable
roof line, horizontal planking is located beneath the peak of the roof and includes an attic vent.
Also located on the west elevation is the ground-level A/C compressor and an exterior-mounted
water heater closet. Overall, this elevation is relatively nondescript.
The south elevation of the residence is busy, exhibiting the south-facing walls of the residence,
the large, centralized covered patio, and a tall red brick chimney. The southwestern extent of the
south elevation also exhibits an attached potter’s shed (added later) that complements an area of
the yard that was designed as a garden.

Above the potter’s shed, this area of the residence exhibits a squared pop-out, tri part window
with fixed and casement portions. To the east of this pop-out, there is a series of fixed and alu-
minum framed windows and a wall mounted A/C unit. Above the board and batten siding is an
faux dormer with horizontal planking.
East of these windows, and angled approximately 45 degrees, is a large, red brick chimney. This
tapered chimney has an off-centered cap, suggesting the chimney may have been rebuilt at some
time (possibly from earthquake damage).
The residential wall wraps around the chimney and defines the exterior, open patio area. This
patio is currently covered by a canvas awning which, if not present, would result in a completely
open patio area. The residential walls are a continuation of the board and batten design, but also
exhibit the presence of large, modern, sliding glass door systems. One set of sliding doors dom-
inated the east-facing wall with two sliding panes flanked by two, large fixed panes. To the north
of these doors is a single, double hung sash window with a “doggie door” added below.
The south-facing wall is dominated a second set of sliding glass doors flanked by fixed panes. To
the west of this set of doors, temporary shelving has been added to the flat board and batten wall,
providing storage space. The sloped top of these shelves suggests they were designed to deflect
rain water and the top was not necessarily usable space. The exposed rafters surrounding the
patio are beveled two-by-four beams that extend approximately 2 feet from the walls.
The floor of the patio consists of one foot squared ceramic tiles and the patio is bounded to the
south by a short, painted brick wall capped by unpainted red bricks. The west-facing wall on the
patio is relatively short and exhibits a single door with a large, centralized glass pane. This door
appears to be associated with a small dining nook in the southeastern corner of the residence
and was designed to provide ready access to the patio. The south-facing portion of the southeast
corner of the residence is dominated by a large, fixed window flanked by double hung sash win-
dows. In this case, the window system is modern and not original to the residence. These win-
dows are capped by the cross-gable roof line and exhibits the horizontal planking beneath the
peak and a small attic vent.
A brick-lined planter is located beneath this ell and a part of the patio, providing landscaping for
the rear yard adjacent to the swimming pool. The entire area beneath the south elevation is
dominated by the concrete expanse of pool decking.

Again, wrapping to the east elevation, the residence is raised on a high concrete foundation and
exhibits a short door that accesses storage space beneath the residence (and patio) and allows
for the access to the crawl space beneath the residence for maintenance of the infrastructure (e.g.
pipes). Additional modern windows are present, consistent with the permitted 1994 kitchen re-
model completed by the Moreharts.
Here the is a smaller fixed pane flanked by double hung sash windows on the southern portion of
the elevation and a kitchen “pop-out” window nearer the stoop and Dutch door at the breezeway.
The pop-out window is actually relatively close to the stoop and must be avoided while using the
steps. A concrete walkway runs along the east elevation of the residence, dropping from the
breezeway, down the five-step stoop, and continuing to drop to the pool deck level.
Then north elevation of the residence is the main elevation and the elevation visible from the
driveway entrance (and facing north). Consistent with the California Ranch style of architecture,
there is a covered expanse leading from the garage/apartment to the main entrance. This “porch”
area is defined by the roof overhang, post supports, wood railing, and tiled based. The board and
batten siding continues along this elevation, accentuated by the short, rid brick skirt that continues
along the width of the structure. There is a set of aluminum sliding windows to the eastern extent
of the elevation, flanked by decorative black shutters. The main entry is recessed west of these
windows and consists of a slightly wider-than-normal main door with a solid panel below and nine
panes (3:3) above. The door is framed by wood block framing and exhibits large, mostly decora-
tive, hinges. There is a single step rising to the door, illustrating the presence of the raised floor.
To the west of the door and beneath an east-facing double hung sash window, is a wooden seat
designed to allow for the removal of dirty shoes or rain gear prior to entering the residence. This
design element complements the Dutch doors located in the breezeway.
To the west of the main entry are additional double hung sash windows flanking another large,
tapered chimney. This rectangular chimney appears to be intact, but reflecting some mainte-
nance. The window to the west of the chimney is located beneath a small, decorative, faux dormer
with a cross-gable roof expanse and vertical planking. Further west, the residence exhibits the
cross gable roof design with an expanse of a hipped roof design over a set of relatively large
double hung sash windows (3:3) flanked by decorative shutters.
Overall, this California Ranch residence is intact and appears to reflect its original construction,
with the exception of chimney maintenance (top rebuild) and the kitchen remodeling that resulted

in some window replacement. The roof has been redone at least once – possibly twice. The rear
sliding glass doors appear to be replacements.
Assessment
McKenna et al. notes this property at 1885 N. Santa Anita Avenue is located near the northern
extent of the City and adjacent to properties that are identified as being within Sierra Madre (e.g.
north of Grandview Avenue. Properties surrounding this corner lot include improvements that
post-date the 1949 construction and, in at least six instances, reflect post-2001 construction. The
majority of the surrounding properties reflect 1950s and 1960s improvements – mainly along An-
drea Lane and the east side of Santa Anita Avenue. Most of the 1950s and 1960s improvements
are also categorized as California Ranch style improvements.
In assessing this property for historical significance, McKenna et al. applied the state and federal
guidelines. These guidelines identify four main areas of concern. Briefly, these include an asso-
ciated with significant events (Criterion A); association with significant persons in history (Criterion
B); architectural significance (Criterion C); and the potential to add to the scientific research for
the area (archaeological or paleontological; Criterion D).
McKenna et al. concluded the property identified as 1885 N. Santa Anita Avenue, Arcadia,
has failed to meet any of the four criteria to be considered a historical significant resource
and, as such is not considered a significant resource as defined in CEQA or NEPA. The
property has not been associated with any recorded historic event of noted (Criteria A).
Further, the property was developed by a local contractor and sold immediately to a family
the resided on the property from ca. 1949 to 2012. The family were long-time residents of
Arcadia, but failed to meet the intent of “historically significant” persons (Criterion B).
Improvements since the original construction were minimal and, for the most part, minor.
They include some additional construction (ca. 1955) and/or interior improvements (e.g.
remodeling). Overall, the property has not been associated with any architect of renown
and the contractor was using basic construction designs and materials. There are not
unique materials in the improvements, limited design elements, and no outstanding indi-
cations of craftsmanship or artistic abilities (Criterion C).

With respect to Criterion D, there was no evidence identified at the time of this undertaking
to suggest the presence of any archaeological or paleontological resources. The research
potential for this property is considered nonexistent and, therefore, unless additional data
is made available as some later date, Criterion D does not apply.
McKenna et al. notes, the bomb shelter on the property has not been investigated. It is
unknown what, if anything, is stored in this structure. Care should be taken in opening
and clearing this structure and, if deemed necessary, reassessment may be undertaken.
As this property fails to meet any of the intents of the four Criteria under consideration,
McKenna et al. has concluded the property is not a historically significant resources and
is not eligible for listing on the federal or state listing of historically significant resources.
With respect to the local community, this property is indicative of many post-WWII im-
provements associate with California Ranch style construction. It is not unique to Arcadia,
Southern California, and is not one of the outstanding examples of the California Ranch
style of construction. As such, McKenna et al. has also concluded the property would not
qualify as a locally significant resources and should not be listed in the City’s list of his-
toric properties.
The renovation or demolition of the existing improvements, and potential redevelopment
of this property, baring other constraints identified by the City (e.g. the removal of mature
oak trees) will not result in any adverse environmental impacts.
