REGULAR MEETING MINUTES
TUESDAY, FEBRUARY 19, 2019
CALL TO ORDER — Mayor Tay called the meeting to order at 6:04 p.m.
ROLL CALL OF CITY COUNCIL MEMBERS
PRESENT: Amundson, Beck, Chandler, Verlato, and Tay
ABSENT: None
PUBLIC COMMENTS — No one appeared.
CLOSED SESSION
a. Pursuant to Government Code Section 54956.9(d)(1) to confer with legal counsel
regarding the matter of Los Angeles SMSA Limited Partnership, a California limited
partnership d/b/a Verizon Wireless v. City of Arcadia; (United States District Court,
Central District, Case No.: 2:17-cv-03778 DSF JEMx).
b. Conference with Legal Counsel — Anticipated Litigation - Significant exposure to
litigation pursuant to Government Code Sec. 54956.9(d)(2)—one (1) case.
No reportable action was taken on the Closed Session items.
The meeting ended at 6:55 p.m.
Regular Meeting
City Council Chamber, 7:00 p.m.
1. CALL TO ORDER — Mayor Tay called the regular meeting to order at 7:03 p.m.
2. INVOCATION — Reverend Jolene Cadenbach, Arcadia Congregational Church

ABSENT: None
5. REPORT FROM CITY ATTORNEY REGARDING CLOSED/STUDY SESSION ITEMS
City Attorney Deitsch reported that prior to the regular meeting, the City Council met in a Closed
Session to consider the two items listed on the posted agenda; and announced that the second
matter pertained to the historical preservation ordinance, and that no reportable action was taken.

6. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA
ITEMS
City Manager Lazzaretto stated that there was no supplemental information.
7. MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND
WAIVE THE READING IN FULL
A motion was made by Council Member Chandler, and seconded by Council Member Amundson
to read all ordinances and resolutions by title only and waive the reading in full.
8. PRESENTATIONS
a. Arcadia Chinese Association presentation of Mimi's gift certificate coupons to Arcadia
City Staff in appreciation of the City's support of the organization.
9. PUBLIC HEARING
a. Ordinance No. 2359 amending various Sections of Article IX, Chapter 1 of the Arcadia
Municipal Code (the "Development Code"), with an exemption under the California
Environmental Quality Act ("CEQA"), to implement a Historic Preservation Ordinance.
Recommended Action: Introduce
Assistant City Manager/Development Services Director Kruckeberg and Planning & Community
Development Administrator Flores presented the staff report.
Mayor Tay opened the Public Hearing, and the following individuals appeared and spoke.

A motion to close the public hearing was made by Council Member Chandler, seconded by
Council Member Amundson, and seeing no objection, Mayor Tay declared the public hearing
closed.
It was moved by Council Member Beck, seconded by Council Member Amundson, and carried
on roll call vote to bring back a revised Ordinance No. 2359 for introduction that removes the
survey list, that includes language that any person or group, including the City, may request the
designation of a historic resource as a historical landmark or district by submitting an application
to the City, and that the City Council may supersede the owner's objection to the designation with
a super-majority vote (4-1).

At 12:07 a.m., Mayor Tay called a recess. The City Council reconvened at 12:14 a.m.
b. Direct the Los Angeles County Agricultural Commissioner to abate nuisances upon
those properties located in the City of Arcadia, and approve the Annual Weed
Abatement Property list.
Recommended Action: Approve
City Manager Lazzaretto presented the staff report.
Mayor Tay opened the Public Hearing. No one appeared.
A motion to close the public hearing was made by Council Member Chandler, seconded by
Council Member Amundson, and seeing no objection, Mayor Tay declared the public hearing
closed.
It was moved by Council Member Chandler, seconded by Mayor Pro Tern Verlato, and carried on
roll call vote to direct the Los Angeles County Agricultural Commissioner to abate nuisances upon
those properties located in the City of Arcadia, and approve the Annual Weed Abatement Property
list.

10. PUBLIC COMMENTS — No one appeared.
11. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from
the City Council related to meetings attended at City expense 1AB 1234]).
Council Member Beck thanked the Seaver Endowment for their donation of $5,000 for the
purchase of books for the Library.
Council Member Amundson stated that Food Forward picked up about 400 pounds of various
fruits from his trees for the needy, and recommended this organization to residents; he announced
that March 14 is "Meet your Beat Commander for District 4" and that public safety will be

discussed; and noted that tonight the El Monte City Council is approving two more marijuana grow
facilities.
Mayor Pro Tern Verlato announced that on February 9, she attended the Arcadia High School
Chinese Parents Booster Club Annual Fundraiser, and thanked the Booster Club for all they do
for the students and the school district; she noted that last Friday she attended a "Learning Walk"
at First Avenue Middle School; that on February 23, she will be attending the Santa Anita Little
League opening day ceremony, and commented on the upcoming renovations to that park; that
on February 23, Senator Rubio will be hosting a "Coffee" greet and meet at the Library, and that
evening she will be attending the Arcadia High School Music Club fundraiser; and she spoke
about the lack of stormwater in the Santa Anita Wash, and the spreading basin, and provided
photographs.
In response to Mayor Pro Tern Verlato's comments, Public Works Services Director Tait explained
the cost sharing of the upgrades and repairs to the Santa Anita Dam, Santa Anita Debris Darn,
the Santa Anita Headworks, and the Santa Anita Spreading Grounds, and provided information
regarding the Los Angeles County Flood Control District's Santa Anita Darn Stormwater Flood
Management & Seismic Strenghtening Project which is estimated to be around $52 million, and
indicated that Arcadia's portion is around $900,000, which is expected to be completed later this
year; and he provided additional information and an update on the Project.
Mayor Pro Tem Verlato asked for City Council support to write a letter to the County regarding
the delay of the project. Council Members Beck and Amundson concurred.
Mayor Pro Tem Verlato indicated that she will speak with Supervisor Barger at her upcoming
meeting and will report back when this item is on the agenda.
Council Member Chandler had nothing to report.
City Clerk Glasco had nothing to report.
Mayor Tay thanked everyone who attended the Mayor's Prayer Breakfast, and he thanked the
City Manager's Office staff and the Chamber of Commerce for everything they did; and he
indicated that he travelled to Washington, DC with City Manager Lazzaretto, and Public Works
Services Director Tait looking for funding for the restoration of various water projects in the City.
12. CONSENT CALENDAR
a. Resolution No. 7243 authorizing designated staff to file with the California Office of
Emergency Services requests for financial assistance under the Natural Disaster
Assistance Act and similar statutes.
Recommended Action: Adopt
b. Resolution No. 7244 amending Resolution No. 7202 by extending the term of the
Citizen's Financial Advisory Committee and reappointment of its current Committee
Members.

c. Resolution No. 7245 approving the Los Angeles Area Regional Training Group
("RTG") Joint Powers Agreement; authorizing the City's Membership in the Los
Angeles Area Regional Training Group Authority; and authorizing the City Manager to
execute the Joint Powers Agreement.
Recommended Action: Adopt
d. Donation from the Seaver Endowment in the amount of $5,000 for the purchase of
books for the Arcadia Public Library.
Recommended Action: Accept
It was moved by Council Member Chandler, seconded by Council Member Amundson, and
carried on roll call vote to approve Consent Calendar Items 12.a. through 12.d.

13. ADJOURNMENT
