SUBJECT: AMENDMENT TO THE PROFESSIONAL SERVICES AGREEMENT
WITH SOUTHLAND SPORTS FOR BASKETBALL OFFICIALS FOR ALL
YOUTH AND ADULT BASKETBALL LEAGUES IN AN AMOUNT NOT TO
EXCEED $37,900
Recommendation: Approve
SUMMARY
Each year, the Recreation and Community Services Department provides basketball
leagues for youth and adults, requiring sports official services. Officials are necessary
for the adult basketball league, which runs year round, and the seasonal youth
basketball league. A Professional Services Agreement (“Agreement”) was approved in
2016 with Southland Sports to provide basketball officials for all youth and adult
basketball leagues in an amount not to exceed $71,200 for Fiscal Years 2016 -17 and
2017-18. The Agreement also included an option for (3) three one-year extension
periods at the City’s discretion. The first one-year extension was approved for the 2018-
19 Fiscal Year in an amount not to exceed $41,000. The cost this year is expected to
not exceed $37,900. It is recommended the City Council amend the Professional
Services Agreement for another (1) one-year through Fiscal Year 2019-20.
DISCUSSION
The Recreation and Community Services Department offers both youth and adult
basketball leagues. Southland Sports has been providing satisfactory officiating
services for these programs for the past seven (7) years. The current Agreement with
Southland Sports, which is based out of Glendora, expires on June 30, 2019. Southland
Sports proposed fees for Fiscal Year 2019 -20 are $46 per game for two officials, which
is a $2 per game increase from the prior years of the contract.

ENVIRONMENTAL ANALYSIS
The proposed action does not constitute a project under the California Environmental
Quality Act (“CEQA”), and it can be seen with certainty that it will have no impact on the
environment. Thus, this matter is exempt under CEQA.
FISCAL IMPACT
The proposed budget for basketball officials for Fiscal Year 201 9-20 is not to exceed
$37,900. Registration fees are collected for both adult and youth basketball programs
to offset the cost for officiating. The proposed General Fund budget is sufficient to cover
the cost of officials for the youth and adult basketball programs.
RECOMMENDATION
It is recommended the City Council approve, and authorize and direct the City Manager
to execute an amendment to the Professional Services Agreement with Southland
Sports for basketball officials for all youth and adult basketball leagues in an amount not
to exceed $37,900.

AMENDMENT NO. 2 TO PROFESSIONAL SERVICES
AGREEMENT FOR BASKETBALL OFFICIALS FOR ALL YOUTH AND
ADULT BASKETBALL LEAGUES
This Amendment No. 2 (“Amendment No. 2”) is hereby entered into by and
between the City of Arcadia, a municipal corporation of the State of California, and
Southland Sports, a Sole Proprietorship, with respect to that certain Professional
Services Agreement between the Parties dated May 18, 2016 (“Agreement”), and
amended by Amendment No. 1 dated June 13, 2018.
The Parties agree as follows:
1. Section 3.1.2 of the Agreement is amended by extending the Term from
July 1, 2019 to June 30, 2020 (“Extended Term”).
2. Section 3.3.1 of the Agreement is amended to provide that for the
Extended Term, the Compensation, is amended as referenced in the
attached Exhibit “C”.
3. All terms and provisions of the Agreement not amended by this
Amendment No. 2 are hereby reaffirmed.
In witness whereof the Parties have executed this Amendment No. 2 on the date
set forth below.
