ARCADIA PLANNING COMMISSION
SPECIAL MEETING MINUTES
TUESDAY, MARCH 26, 2019
Any writings or documents provided to a majority of the Planning Commission regarding any item on this agenda will be made
available for public inspection in the City’s Planning Services Office located at 240 W. Huntington Drive, Arcadia, California,
during normal business hours.
CALL TO ORDER Chair Thompson called the Special Meeting to order at 4:00 p.m. in the City Council
Chamber Conference Room, 240 W. Huntington Drive, Arcadia, California.
ROLL CALL
PRESENT: Chair Thompson, Vice-Chair Lewis, and Commissioners Lin and Wilander
ABSENT: Commissioner Chan
PUBLIC COMMENTS – No one appeared.
The Planning Commission met to visit the location of the proposed North Barn Project at Santa Anita
Park, 285 W. Huntington Drive, Arcadia during which there was discussion of the project.
The Planning Commission recessed at 4:03 p.m. to the Barns at Santa Anita Park, 285 Huntington
Drive, Arcadia, California.
The Special Meeting adjourned at 6:52 p.m.

TUESDAY, March 26, 2019

CALL TO ORDER Chair Thompson called the meeting to order at 7:00 p.m. in the City Council Chamber
PLEDGE OF ALLEGIANCE

PRESENT: Chair Thompson, Vice Chair Lewis, and Commissioners Lin and Wilander
ABSENT: Commissioner Chan
It was moved by Commissioner Wilander seconded by Vice Chair Lewis to excuse Commissioner Chan
from the meeting.
SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS
There was none.
PUBLIC COMMENTS (5 minute time limit per person)
There were none.
PUBLIC HEARING
All interested persons are invited to appear at a public hearing and to provide evidence or testimony
concerning any of the proposed items set forth below for consideration. Separate and apart from the
applicant (who may speak longer in the discretion of the Commission) speakers shall be limited to five
(5) minutes per person. The applicant may additionally submit rebuttal comments, at the discretion of the
Commission.
You are hereby advised that should you desire to legally challenge in court any action taken by the
Planning Commission regarding any Public Hearing item, you may be limited to raising only those issues
and objections you or someone else raised at the public hearing or in written correspondence delivered
to the Planning Commission at, or prior to, the public hearing.
1. Resolution No. 2028- Approving Tentative Parcel Map No. 18-05 (82402) with a Categorical
Exemption under the California Environmental Quality Act (“CEQA”) to subdivide a 53,200 square
foot single-family residential zoned parcel into four legal lots that is located at 1885 North Santa
Anita Avenue.
Applicant: Patricia Moad, on behalf of the property owner
Recommended Action: Adopt Resolution No. 2028
Chair Thompson introduced the item and turned it over to Senior Planner, Luis Torrico to
present the staff report.
Chair Thompson opened the public hearing and asked if the applicant would like to speak
on the item.
The applicant declined to speak on the item.

Chair Thompson asked if there were anyone else who would like to speak in favor of the
proposal.
No one responded.
Chair Thompson asked if there were anyone who would like to speak in opposition to the
proposal.
Jonathan Tseng spoke on behalf of the property owner at 1845 N. Santa Anita Avenue,
and stated that the property owner has security and privacy concerns that will result from
the new development. He requested that a condition be added to the project that if the site
is developed an evaluation shall be conducted of the trees at the southern border of the
adjacent property and that a new retaining wall/fence shall be built with the new house, at
the cost of the subject property owner.
Chair Thompson stated that the item on this agenda is for the subdivision and the property
owner will have the opportunity to voice these concerns during the design review phase,
should an application be filed to develop the site.
Mr. Torrico added that if a design review application is filed, the item will be noticed to all
property owners within a 300-foot radius and the property owner of 1845 N. Santa Anita
Avenue will have the opportunity to comment at that time.
Patricia Moad responded to Mr. Tseng. She stated that she would be willing to discuss
any issues with the neighbor in the future if they choose to develop the site.
MOTION- PUBLIC HEARING
It was moved by Commissioner Wilander, seconded by Commissioner Lin to close the
public hearing. Without objection, the motion was approved.
DISCUSSION
The Commission agreed that the subdivision proposal was consistent with the General Plan and
the Subdivision Map Act.
It was suggested to add a condition of approval to make sure the existing trees on the property
are properly maintained.
Planning & Community Development Administrator Lisa Flores read the amended Condition No.
1 into the record:
Condition No. 1: No protected trees shall be removed as a part of this approval, and shall
be appropriately maintained and irrigated by the Owner/Applicant.
The Commission was in favor of approval of the Parcel Map with the addition of the amended
Condition No. 1.

MOTION
It was moved by Commissioner Lin, seconded by Chair Thompson to adopt
Resolution No. 2028 approving Tentative Parcel Map No. 18-05 (82402) with a
Categorical Exemption under the California Environmental Quality Act (“CEQA”) to
subdivide a 53,200 square foot single-family residential zoned parcel into four legal lots
that is located at 1885 North Santa Anita Avenue, subject to the amended conditions of
approval.

There is a ten day appeal period after the adoption of the Resolution. If adopted, appeals
are to be filed by 4:30 p.m. on Friday, April 5, 2019.
2. Resolution No. 2029- Approving Multiple Family Architectural Design Review No. MFADR 18-01
and Tentative Parcel Map No. TPM 18-07 (82441) with a Categorical Exemption under the
California Environmental Quality Act (“CEQA”) for a four-unit multi-family residential condominium
development at 157-159 Genoa Street.
Applicant: Vincent Tsoi, SLS Design
Recommended Action: Adopt Resolution No. 2029
Chair Thompson introduced the item and turned it over to Senior Planner Luis Torrico to
present the present the project.
Chair Thompson opened the public hearing and asked if the applicant would like to speak
on the item.
Thomas Lin spoke on behalf of the applicant, SLS Design.
Chair Thompson asked if there were anyone else who would like to speak in favor of the
proposal.
No one responded.
Chair Thompson asked if there were anyone who would like to speak in opposition to the
proposal.

No one responded.
MOTION- PUBLIC HEARING
It was moved by Vice Chair Lewis, seconded by Commissioner Lin to close the public
hearing. Without objection, the motion was approved.

DISCUSSION
The Commission discussed the garage sizes of the proposed units. Although the garages were
slightly larger in size than the minimum requirement, two Commissioners thought the garage size
should be at least 20’x 20’. Chair Thompson indicated that this could be achieved by reducing the
width of the driveway aisles down to the minimum. The Commission made a recommendation
that the applicant review the layout and work with staff.
Additionally, the Commission felt that the open-air design in the middle of the parking structure
was a welcome feature to add light and ventilation.
MOTION
It was moved by Chair Thompson, seconded by Commissioner Wilander to adopt
Resolution No. 2029 approving Multiple Family Architectural Design Review No. MFADR

CONSENT CALENDAR
All matters listed under the Consent Calendar are considered to be routine and can be acted on by one

discussion and action.
3. Minutes of the February 26, 2019 Arcadia Planning Commission Regular Meeting
Recommended Action: Approve
MOTION
It was moved by Commissioner Wilander, seconded by Commissioner Lin to approve
Consent Calendar Item 2, approving the amended February 26, 2019 Arcadia Planning
Commission Regular Meeting minutes. Without objection, the motion was approved.

City Council Liaison Peter Amundson was not present.

There were none.
MATTERS FROM CITY ATTORNEY
City Attorney Steve Deitsch had nothing to report.
MATTERS FROM STAFF INCLUDING UPCOMING AGENDA ITEMS
Ms. Flores informed the Commission that their comments regarding the parking discussion from the
February 26, 2019 meeting were forwarded to the City Council. She added that there are no items
pending for the next meeting therefore it will most likely be cancelled. There are two items tentatively
scheduled for the April 23, 2019 including the revocation of a business license in the City in which the
Commission will act as the Business License Review Board.
ADJOURNMENT
The Planning Commission adjourned this meeting at 7:34 p.m. to Tuesday, April 9, 2019 in the City
Council Chamber at 240 W. Huntington Dr., Arcadia.
