Duarte Road (Sterling Bank & Trust) Dear Applicant: The Development Services Department has conditionally approved the concept plans submitted on April 4, 2019, for one new wall sign with an Administrative Modification to allow a wall sign to include non-English characters that will exceed more than one-third of the total sign area. The proposed non-English characters will measure 18.2 square feet in lieu of the required 12.6 square feet for a new bank located at 657 W. Duarte Rd. (dba: Sterling Bank of Trust). In addition to complying with the Development Code, with the exception of the sign exceeding the non-English one-third criteria, the proposed sign complies with the approved master sign program for the center. According to Arcadia Development Code Section 9107.05.050, it states that an Administrative Modification may be approved if at least one of the following findings can be made. 1. Secure an appropriate improvement of a lot; 2. Prevent an unreasonable hardship; or 3. Promote uniformity of development. The Modification to install a new wall sign to exceed the maximum one-third criteria for non-English characters for a new bank will promote uniformity of development. The sign will be installed on a curved arched canopy. The existing signage consists of an English sign and a non-English sign, side by side. However, given the canopy’s curved design, the sign appears unbalanced and unfinished. Allowing the additional non-English sign will exceed the one-third maximum sign area, but it will provide a complete uniform look for the existing wall sign. Approving the modification, will provide a wall sign that consists of an existing English character sign flanked by two non-English character sign, one of which will be a new sign. When viewed from the street, the sign will appear symmetrical. Therefore, approving the modification will the installation of wall sign that will appear uniform and balanced, while still meeting the intent of the Sign Code and the City’s Architectural Design Guidelines for Commercial and Industrial Signing. The proposed installation of a wall sign to an existing facility qualifies as a Class 1 Categorical Exemption from the requirements of the California Environmental Quality Act (CEQA) under Section 15301 of the CEQA Guidelines. Conditions of Approval 1. The actual sign colors, materials, and location shall be consistent with the colors, materials, and location shown on the design concept plan and elevation. 2. Any damage and/or discoloration to the exterior of the building that results from the installation of the new signs shall be repaired and/or repainted so that the damage and/or discoloration is not noticeable from the surrounding pedestrian and vehicular access ways. 3. Approval of Major Administrative Modification No. Major AM 19-06 & Sign Architectural Design Review No. SADR 18-51 & shall not be of effect unless on or before 30 calendar days after approval of this project, the property owner/applicant has executed and filed with the Community Development Administrator or designee an Acceptance Form available from the Development Services Department to indicate awareness and acceptance of these conditions of approval. There is a ten (10) day appeal period for this application. Appeals must be submitted in writing to the Community Development Division with a $600.00 appeal fee by 5:30 p.m. on Monday, May 13, 2019. You will be notified if an appeal is filed. Approval of Major AM 19-06 & SADR 18-51 and shall not be of effect unless the property owner and applicant have executed and filed the enclosed Acceptance Form to indicate awareness and acceptance of these conditions of approval. The Acceptance Form is due now and if it is not received by June 1, 2019, this approval will become null and void. A building permit must be obtained prior to any installation of a sign(s). Please contact Building Services at (626) 574-5416 to determine the type of documentation, plans, and fees for the appropriate permit. Once the appeal period has passed, this approval letter and two additional sets of plans must be presented to Building Services to initiate the permitting process. This approval shall expire in one year (May 14, 2020) from the effective date unless a permit from Building Services is issued for plan-check, and construction is diligently pursued, or the approval is renewed. The final plans must be consistent with the approved design concept plans and any conditions of approval. Any inconsistency from the approved design concept plans may prohibit the issuance of a building permit.
