WITH PREFFERED MEALS/UNIFIED NUTRIMEALS FOR SENIOR
MEALS PROGRAM IN AN AMOUNT NOT TO EXCEED $90,600
Recommendation: Approve
SUMMARY
The City of Arcadia Senior Nutrition Program provides a warm, healthy meal every
Monday through Friday to approximately 90 seniors a day who pay $2.00 each and
enjoy the social interaction with others during lunch. A Professional Services Agreement
(“Agreement”) was approved to provide meals for Fiscal Year 2017-18, which included
an option for two (2), one (1) year extensions at the City’s discretion. The first extension
year of a renewable Agreement with Preferred Meals/Unified Nutrimeals will conclude
on June 30, 2019. It is recommended the City Council approve, authorize, and direct the
City Manager to execute an amendment to the Professional Services Agreement with
Preferred Meals/Unified Nutrimeals for the Senior Meals Program through Fiscal Year
2019-20, for the second of the two (2), one (1) year extensions in an amount not to
exceed $90,600.
DISCUSSION
The congregate meals program is offered each Monday through Friday at 11:30 a.m. to
adults, 55 years of age and older. The primary intent of the program is to meet one -third
of the participants’ daily nutritional intake and the menu pattern must uph old strict Los
Angeles County Department of Public Health standards. In addition, the program offers
a social outlet to participants and a way to reduce isolation by building friendship and
peer support.

Preferred Meals/Unified Nutrimeals is the City’s current provider and has been the meal
provider for the City of Arcadia during Fiscal Years 2008 -10 and 2013-19. The
Recreation and Community Services Department and senior participants are happy with
the overall quality and service delivery of the meal pro gram and catering services
provided by Preferred Meals/Unified Nutrimeals. The caterer is based in Vernon,
California and currently serves about 50,000 senior meals per week in numerous
locations and is well equipped to continue providing service to the City of Arcadia.
The current contract provides the City of Arcadia the option to renew the contract on a
yearly basis for a maximum of two, one year periods. Fiscal Year 2019-20 would be the
second and final renewal. The proposed fee from Preferred Meals/Unified Nutrimeals is
$4.21. At this time, City staff does not recommend an increase to the $2.00 price per
meal for anyone over 55 years of age, as the remaining costs are covered by grant
funding and existing budgets.
ENVIRONMENTAL ANALYSIS
This proposed action does not constitute a project under the California Environmental
Quality Act (“CEQA”), and it can be seen with certainty that it will have no impact on the
environment. Thus, this matter is exempt under CEQA.
FISCAL IMPACT
Preferred Meals/Unified Nutrimeals cost per meal was $4.10 in Fiscal Year 2018-19 and
will increase $0.11 to $4.21 for Fiscal Year 2019-20 due to the increase of minimum
wage, transportation of food, and food production costs. There are two different funding
sources allocated to the Senior Meals Program. The first is from the Community
Development Block Grant (“CDBG”) in the amount of $46,900. The second is from the
General Fund in the amount of $43,700 , for a total of $90,600. There are also two
revenue accounts, which are somewhat proportional to the expenditure accounts. The
first revenue account is CDBG in the amount of $22,300. The second revenue account
is the General Fund in the amount of $16,400. Both revenue accounts total $38,700
from seniors paying the daily fee of $2.00, which will offset the total cost of $90,600.
The net General Fund cost is $27,300 annually for this very popular senior program.
The proposed agreement for Fiscal Year 2019-20 will include an amount not to exceed
$90,600.
RECOMMENDATION
It is recommended the City Council approve, and authorize and direct the City Manager
execute a one year amendment to the Professional Services Agreement with Preferred
Meals /Unified Nutrimeals for the Senior Meals Program in an amount not to exceed
$90,600.
