CONSTRUCTION, INC. FOR THE REHABILITATION OF THE
PRESSURE REDUCING STATION PROJECT AS COMPLETE
Recommendation: Approve
SUMMARY
On November 20, 2018, the City Council approved a contract with Perry C. Thomas
Construction, Inc. for the Rehabilitation of the Pressure Reducing Station Project. The
terms and conditions of this project have been complied with and the work has been
performed to the satisfaction of the Project Manager for a total project cost of $87,426.
This amount reflects the original contract amount of $94,926 minus quantity changes
totaling $7,500, or 7.9% less than the original contract amount.
It is recommended that the City Council accept all work performed by Perry C. Thomas
Construction, Inc. for the rehabilitation of the Pressure Reducing Station Project as
complete, and authorize the final payment to be made in accordance with the contract
documents, subject to retention of $4,371.30.
BACKGROUND
The Public Works Services Department (“PWSD”) is responsible for the daily operation
and maintenance of the City’s water distribution system that includes seven pressure
regulating and reducing stations. The pressure regulating and reducing station located
on the south side of Huntington Drive east of Baldwin Avenue was installed in 1998 and
provides water under certain system conditions from one pressure zone to another
pressure zone. Specifically, the Huntington Drive pressure regulating and reducing
station provides water from a higher pressure zone (Zone 2) to a lower pressure zone
(Zone 3) during an emergency or when water pressure in Zone 3 drops to an undesired
level.

Regular inspections and maintenance of the Huntington Drive pressure regulating and
reducing station revealed maintenance and safety concerns that included the existing
vault and cover. Moreover, it was necessary to upgrade the existing pressure reducing
station to improve operation and replace sections of the existing vault lid.
DISCUSSION
On November 20, 2018, the City Council approved a contract with Perry C. Thomas
Construction, Inc. for the Rehabilitation of the Pressure Reducing Station Project . The
work performed included removing and replacing the existing vault cover, sidewalk, curb
and gutter, and installing SCADA (Supervisory Control and Data Acquisition) equipment.
During the course of work, the City received credit for removal of a bid item that did not
change the scope of the project. Below is the description of the contract change order.

1. Deleted (250 SF) – Remove and replace damaged turf and irrigation ($7,500.00)
Total: ($7,500.00)
The change order listed reduced the overall contract amount by 7.9%. The terms and
conditions of this contract have been complied with and the work has been performed to
the satisfaction of the Project Manager. Perry C. Thomas Construction, Inc. completed
the work as defined in the project plans and specifications in an ef ficient and timely
manner.
FISCAL IMPACT
Funds in the amount of $150,000 have been budgeted in the Fiscal Year 2017-18 Capital
Improvement Plan for this project. $30,374.73 was expended to purchase the vault lid
under a separate contract, leaving $119,625.27 for the construction phase of the project.
The total cost for construction phase of the Rehabilitation of the Existing Pressure
Reducing Station is $87,426. This amount reflects the original contract amount of $94,926
minus quantity changes totaling $7,500, or 7.9% less than the original contract amount.
The commutative cost of the entire project is $117,800.73.
RECOMMENDATION
It is recommended that the City Council accept all work performed by Perry C. Thomas
Construction, Inc. for the rehabilitation of the Pressure Reducing Station Project as
complete, and authorize the final payment to be made in accordance with the contract
documents, subject to retention of $4,371.30.
