SUBJECT: NEW CLASS SPECIFICATION FOR TRAM DRIVER (PART-TIME)
Recommendation: Approve
SUMMARY
In effort to improve citywide efficiency, the Recreation and Community Services
Department (“RCSD”) is proposing to create a part-time, Tram Driver position to assist with
transportation for Recreation and Community Services programs and events. This is an at-
will, non-benefitted, and non-exempt position. The new position will be set at the part-time
hourly schedule range of $15.58 to $18.94 at PT22 range number.
It is recommended that the City Council approve the new class specification for Tram
Driver (part-time) in the Recreation and Community Services Department.
BACKGROUND
RCSD currently utilizes the Arcadia Transit vehicles for transportation to local excursions
and recreation events in Arcadia throughout the year. By the end of FY 2018-19,
Development Services Department (“DSD”) will purchase new Transit vehicles and will
surplus the old vehicles. To better serve the community and not interrupt the Arcadia
Transit services, DSD will surplus two vehicles to the RCSD for use on an intermittent
basis. Transit bus operators require special certifications and qualifications not contained
within any existing job classifications; therefore, a new class specification for Tram Driver
is needed. On March 14, 2019, the Human Resources Commission approved the new
class specification for the Tram Driver.
DISCUSSION
The essential functions of the Tram Driver (part-time) are to adhere to vehicle codes and
safety rules, drive with due regards to safety and comfort of passengers, and operate the

wheelchair lift and assist passengers with disabilities in a safe manner. Adding this new
position allows City staff to transport individuals to these essential programs with more
flexibility and dependability for both the community and the Department.
The minimum qualification for the classification is one (1) year driving with a Class A or B,
with Passenger Endorsement and a satisfactory driving record for the past three years.
The pay range for the Tram Driver (part-time) position has been proposed at the part-time
hourly schedule of range number PT22 with the schedule salary range of $15.58 to
$18.94. The recommended hourly rate is in alignment with the pay of comparable positions
in the Cities of Monterey Park, Fontana, Banning, and Torrance.
ENVIRONMENTAL ANALYSIS
The proposed action does not constitute a project under the California Environmental
Quality Act (“CEQA”), and it can be seen with certainty that it will have no impact on the
environment. Thus, this matter is exempt under CEQA.
FISCAL IMPACT
Staffing, maintenance, and operation costs have been budgeted in the Recreation and
Community Services Department budget and will be offset by program revenues, where
possible.
RECOMMENDATION
It is recommended that the City Council approve a new class specification for Tram Driver
(part-time).
