Description: A new single story home –Lot size: 9,183 SF – Lot
Coverage: 43.43% - FAR: 37.5%
FINNDINGS:
1. SITE PLANNING –The proposed project is consistent with the Site Planning
Guidelines. This is a large new home and while the scale pushes the envelop it is
mitigated by being single story with acceptably articulated walls and roof. The
scaled streetscape evidenced on the cover page exhibits the one story fascia
and building mass compatible with the pattern of development (single story)
along the north side of the 900 block of Portola.
II. ENTRY – The proposed project is consistent with the Entry Guidelines. It
features a well designed architecturally appropriate porch. While different than
most new homes in the Village, the porch provides a charming focal point as a
counter point to the front facing garage and is to be commended.
III. MASSING – The proposed project is consistent with the Massing Guidelines.
The front elevation, again as evidenced by the streetscape, is in scale with the
adjoining properties. All four elevations have adequate articulation to help
mitigate the length. The articulation at the rear will give visual relief to the
neighbors. This is a single story home and that alone helps to mitigate massing.
IV. ROOFS – The proposed project is consistent with the Roofs Guidelines. The
4.5:12 pitch is consistent throughout and is typical of pitches in the
neighborhood. The roof is mainly hipped on all elevations with a gable on the
front elevation to add architectural interest and to provide some relief to the very
long massing. The roofing material will blend with others in the immediate

V. FAÇADE DESIGN – The proposed project is consistent with the Façade
Design Guidelines. Façade treatment relevant to the style is carried out on all
elevations. Articulation and careful detailing on the windows on all 4 facades
breaks up the look of large blank walls. The garage, located on the front
elevation, has been thoughtfully recessed behind all other elements on the front
façade. This serves to diminish the front facing garage as the main focal point.
VI. DETAILS - The proposed project is consistent with the Details Guidelines.
The Milgard Tuscany casement windows with SDL grids will provide depth and
visual relief to the walls. All the quality details (listed on the exterior finish
schedule page A-3) enhance the architecture of the project and add quality to the
neighborhood.
VII. MATERIALS AND COLORS - The proposed project is consistent with the
Materials and Colors Guidelines. The light earth toned color pallet blends with the
colors found in the neighborhood.
VIII. LANDSCAPE AND HARDSCAPE - The proposed project is consistent with
the Landscape and Hardscape Guidelines. The ratio of hardscape to softscape is
32.48% hardscape to 67.52 softscape at front landscape plan. A pedestrian path
is provided to the front door leading the eye to focus on the front porch and front
door.
IX. FENCES AND WALLS –The proposed project is consistent with the Fences
and Walls Guidelines. Fencing is to be provided as shown on plans to the rear
and east sides. The west side wall or fence treatment is to be on a separate
permit and agreed on by the applicant/owner and the neighbor to the west.
X. ARCHITECTURAL STYLE - The proposed project is consistent with the
Architectural Style Guidelines. The traditional style is consistent on all elevations.
XII. STREETSCAPE & FRONT OF DWELLING - The proposed project is
consistent with the Streetscape & Front of Dwelling Guidelines. As evidenced on
the provided streetscape and the front elevation the scale, architectural style,
XIII. FLOOR AREA & SETBACKS - The proposed project is slightly under the
allowed FAR and lot coverage and is compliant with all city codes regarding
setbacks.
XIV. GARAGES- Mitigations to a front facing garage being the focal point of the
front façade have been considered in this design. The garage is recessed from
all other elements on the front façade. The front façade features an attractive

eye catching front porch and a pathway separated from the driveway visually
defines the focal point away from the garage.
In conclusion this project was found to meet the guidelines described above for
harmony and compatibility. It will be an enhancement to the neighborhood.
These Actions and Findings were made by the following ARB Members of the
Santa Anita “Village” Community Association of Arcadia at a meeting held on
April 18, 2019 at 7:00PM at 229 S. Altura Rd. It was moved and passed by a 4-0
vote to approve based on the findings in this report.

Commission. You may be limited to raising only those issues and objections, which you or anyone
else raises at or prior to the time of the Public Hearing. Appeals of the decision to the Planning
Commission may be made in writing and delivered to Planning Services at 240 W. Huntington
Drive, Arcadia, CA 91007 within 7 calendar days of the decision accompanied by a complete
application packet and 12 sets of architectural plans and the appeal fee in accordance with the
applicable fee schedule.
