SUBJECT: ACCEPT ALL WORK PERFORMED BY CEDRO CONSTRUCTION, INC.
FOR THE WATER MAIN REPLACEMENT PROJECT AS COMPLETE
Recommendation: Approve
SUMMARY
On November 20, 2018, the City Council approved a contract with Cedro Construction,
Inc. in the amount of $302,302 for the Water Main Replacement Project along Camino
Real Avenue. The terms and conditions of this project have been fulfilled and the work
has been performed to the satisfaction of the Project Manager for a total project cost of
$272,321.38. This amount reflects the original contract amount of $302,302 minus
quantity changes totaling $29,980.62, or 9.9% less than the original contract amount.
It is recommended that the City Council accept all work performed by Cedro
Construction, Inc. for the Water Main Replacement Project as complete and authorize
the final payment to be made in accordance with the contract documents, subject to the
retention of $13,616.07.
BACKGROUND
The 8-inch cast iron water main along Camino Real Avenue was installed in 1941. In
recent years, Public Works Services maintenance crews have made several emergency
repairs to the water main along Camino Real Avenue between Fourth and Sixth
Avenue. The reason for frequently needed emergency repairs to the water main is due
to the age and material of the pipe.
Cast iron was a common pipe material used for municipal water mains due to its
strength and corrosion resistance; unfortunately, as it ages, it becomes brittle and
susceptible to leaks, limiting its durability and reliability. Pressure fluctuations combined
with minor geological movement and settlement can cause cast iron pipe to break.
Ductile iron, has replaced cast-iron as the industry standard for water pipe. It has the

corrosion resistance and strength characteristics of cast iron, but can tolerate
movement or deflection without breaking.
DISCUSSION
On November 20, 2018, the City Council approved a contract with Cedro Construction,
Inc. for the Water Main Replacement Project. The work performed included replacing
the existing 8-inch cast iron water main with a 10-inch ductile iron water main. This will
result in improved overall reliability of the City’s water distribution system. During the
course of work, the City received credits for reduction in quantities of several bid items.
Below is a breakdown of the contract change orders.

1. Deleted (29 LF) - Installation of 6” Ductile Iron Pipe ($5,046.00)
2. Deleted (10 LF) - Installation of 8” Ductile Iron Pipe ($1,640.00)
3. Deleted (190 LF) - Installation of 10” Ductile Iron Pipe (18,534.50)
4. Deleted (76SF) - Asphalt Pavement ($1,092.12)
5. Deleted (20LF) – Remove and Replace Curb and Gutter ($2,520.00)
6. Deleted (15SF) – Remove and Replace Driveway Approach ($2,205.00)
7. Additional fittings to lower the water main due to the obstruction of existing gas
pipe $1,057.00
Total: ($29,980.62)
The change orders listed reduced the overall contract amount by $29,980.62, or 9.9%
less than the original contract amount. All other terms and conditions of this contract
have been fulfilled and the work has been performed to the satisfaction of the Project
Manager. Cedro Construction, Inc. completed the work as defined in the project plans
and specifications in an efficient and timely manner.
FISCAL IMPACT
Funds in the amount of $350,000 have been budgeted in the Fiscal Year 2018-19 CIP
for the Water Main Replacement Project. The total cost for the Water Main
Replacement Project is $272,321.38. This amount reflects the original contract amount
of $302,302 minus contract changes totaling $29,980.62, or 9.9% less than the original
contract amount.

RECOMMENDATION
