Dear Applicant:
The Development Services Department has conditionally approved the
concept plans submitted on April 15, 2019, to remodel an existing non-
conforming monument sign. The monument sign requires approval of an
Administrative Modification to allow the existing nonconforming 10’-3” height,
in lieu of the required eight feet to remain, and the existing nonconforming
three feet setback in lieu of the required five foot setback from the front
property line to remain with the proposed improvements. With the exception
of the height and setback modifications, the monument sign will comply with
the Development Code. According to Arcadia Development Code Section
9107.05.050, it states that an Administrative Modification may be approved if
at least one of the following findings can be made.
1. Secure an appropriate improvement of a lot;
2. Prevent an unreasonable hardship; or
3. Promote uniformity of development.
The Modification to allow the remodeled monument sign to maintain the
existing nonconforming height and setback will secure an appropriate
improvement of a lot and will prevent an unreasonable hardship. The
improvements to the sign will update and modernize an outdated sign and will
be compatible with the recent improvements completed to the exterior of the
building on the subject site. In addition, requiring that the existing monument
sign be brought into compliance with current standards would essentially
require the construction of a new sign. The proposed improvements, which
will resurface the existing sign will not increase the overall dimensions and
will not further extend the existing nonconformities. In addition, the proposed
sign is consistent with the City’s Architectural Design Guidelines for
Commercial and Industrial Signing.
The proposed installation of a wall sign to an existing facility qualifies as a
Class 1 Categorical Exemption from the requirements of the California
Environmental Quality Act (CEQA) under Section 15301 of the CEQA
Guidelines.
Conditions of Approval
1. The actual sign colors, materials, and location shall be consistent with the colors,
materials, and location shown on the design concept plan and elevation.
2. The monument sign shall not exceed the existing height of 10’-3”, nor shall it be located
closer than three (3) feet from the front property line.
3. Any damage and/or discoloration to the exterior of the building that results from the
installation of the new signs shall be repaired and/or repainted so that the damage
and/or discoloration is not noticeable from the surrounding pedestrian and vehicular
access ways.
4. Approval of Sign Architectural Design Review No. SADR 19-25 & Major Administrative
Modification No. Major AM 19-08 shall not be of effect unless on or before 30 calendar
days after approval of this project, the property owner/applicant has executed and filed
with the Community Development Administrator or designee an Acceptance Form
available from the Development Services Department to indicate awareness and
acceptance of these conditions of approval.
There is a ten (10) day appeal period for this application. Appeals must be submitted in writing
to the Community Development Division with a $600.00 appeal fee by 5:30 p.m. on Monday,
June 3, 2019. You will be notified if an appeal is filed.
Approval of SADR 19-25 and Major AM 19-08 shall not be of effect unless the property owner
and applicant have executed and filed the enclosed Acceptance Form to indicate awareness
and acceptance of these conditions of approval. The Acceptance Form is due now and if it is not
received by June 23, 2019, this approval will become null and void.
A building permit must be obtained prior to any installation of a sign(s). Please contact Building
Services at (626) 574-5416 to determine the type of documentation, plans, and fees for the
appropriate permit. Once the appeal period has passed, this approval letter and two additional
sets of plans must be presented to Building Services to initiate the permitting process.
This approval shall expire in one year (June 4, 2020) from the effective date unless a permit
from Building Services is issued for plan-check, and construction is diligently pursued, or the
approval is renewed. The final plans must be consistent with the approved design concept plans
and any conditions of approval. Any inconsistency from the approved design concept plans may
prohibit the issuance of a building permit.
