Project Location—Specific: The proposed bicycle or bike facilities improvements would be located along
various streets in the City of Arcadia,in the County of Los Angeles,California. (See Exhibit 1 for proposed
improvements)

Description of Nature, Purpose, and Beneficiaries of Project: The Arcadia General Plan, adopted in
November 2010, includes a Bikeway Plan(Figure CI-7 of the Circulation and Infrastructure Element)that
identifies proposed Class I, II, and III bike lanes/paths in the City. In May 2015, the City obtained grant
funding through the Active Transportation Program(ATP)for a Bicycle Facilities Improvement Project in
the City and in Sierra Madre.
The City of Arcadia is proposing a number of improvements to bicycle infrastructure along multiple
corridors connecting to the Metro Gold Line Arcadia Station, local schools, and other destinations,
including 15.5 miles of Class II and Class III bike facilities, signal modifications at intersections, and
additional bike amenities. The Project includes restriping existing roads to accommodate Class II bike
lanes along various streets. Class III bike streets are also proposed on other streets. In addition,new video
detection for bicycles will be provided in existing traffic signal infrastructure at three intersections.
Software upgrades to detect bicycles will also be made to traffic signals at various intersections. Bike racks
will be installed at two locations in the City. The proposed Class II and Class III bike facilities would
maintain the existing number of travel lanes on most roadways, except on First Avenue between Duarte
Road to California Avenue (0.5-mile segment) and on Sunset Boulevard between Huntington Drive to
Michillinda Avenue (0.3-mile segment). At these locations, road diet designed which would lead to the
loss of two travel lanes(fromfourlanes to two lanes)leaving one travel lane in each direction and on-street
parking spaces and bike lanes on both sides of the segments of the two roadways.
The Project would implement the City's General Plan through improvements to the bicycle system and the
promotion of an alternative mode of transportation that would reduce criteria pollutants, greenhouse gas
emissions, and dependence on foreign oil. The Project would also support the Southern California
Association of Governments' (SCAG's) 2016-2040 Regional Transportation Plan/Sustainable
Communities Strategy(RTP/SCS)by maximizing mobility and accessibility for all people and encouraging
active transportation (e.g., bicycling and walking). In addition, the Project is consistent with the Los
Angeles County Metropolitan Transportation Authority(Metro)Long Range Transportation Plan, Bicycle
Transportation Strategic Plan, and First Mile/Last Mile Strategic Plan by making bicycling a viable
transportation mode in the City, thereby reducing trip lengths, increasing travel choices,.and promoting
clean mobility options.

Reasons why project is exempt: The City must comply with the California Environmental Quality Act
(CEQA) when approving discretionary projects within its jurisdiction. The Arcadia Bicycle Facilities
Improvement Project is a discretionary project, and the appropriate CEQA compliance document for this
project has been determined to be a Class 1 (Existing Facilities) and Class 4 (Minor Alterations to Land)
Categorical Exemption(CE).
Pursuant to Section 15301 of the State CEQA Guidelines, a Class 1 CE applies to the following type of
projects:
Class 1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or
minor alteration of existing public or private structures,facilities, mechanical equipment,
or topographical features, involving negligible or no expansion o use beyond that existing

at the time of the lead agency's determination.
The proposed Bicycle Facilities Improvement Project would qualify under Class 1 pursuant to Section
15301(c):
(c) Existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and
similar facilities (this includes road grading for the purpose of public safety).
Pursuant to Section 15304 of the State CEQA Guidelines, a Class 4 CE applies to the following type of
projects:
Class 4 consists of minor public or private alterations in the condition of land, water, and/or
vegetation which do not involve removal of healthy, mature, scenic trees except for forestry or
agricultural purposes.
The proposed Bicycle Facilities Improvement Project would also qualify under Class 4 pursuant to Section
15304(h):
(h) The creation of bicycle lanes on existing rights-of-way.
The use of a CE is subject to the exceptions in Section 15300.2 of the State CEQA Guidelines. There are
no unusual circumstances related to the locations of the proposed bicycle facility improvements. No change
in the use, classification, or expansion in the use of existing streets area proposed and only minor changes
to street configurations to accommodate bike lanes and bike streets. The proposed improvements would be
located within highly disturbed areas of existing roadway rights-of-way, where no natural or sensitive
resources, facilities on the Cortese list, State scenic highways, and historical resources are present. The
Project would also not have a significant effect or a cumulative impact,nor would it create a traffic hazard
or public safety risk, as analyzed in the Traffic Impact Study for the project. Thus, construction and
operation of the proposed Project would not meet any of the exceptions in Section 15300.2 of the State
CEQA Guidelines and the Project qualifies for a Categorical Exemption.
