SUBJECT: PURCHASE ORDER WITH D&R OFFICE WORKS FOR THE
PURCHASE OF NEW CHAIRS FOR THE ARCADIA PUBLIC LIBRARY
IN THE AMOUNT OF $33,222.08
Recommendation: Approve
SUMMARY
It is recommended that the City Council approve a Purchase Order for the purchase of 28
chairs customized with anti-microbial and anti-bacterial upholstery and stained to match
existing furniture from D&R Office Works for the Arcadia Public Library’s public areas in
the amount of $33,222.08.
This purchase would be through D&R Office Works. Prices are based upon California
Multiple Award Schedules (“CMAS”), which meet the purchasing guidelines for the City.
Sufficient funds are available in the City’s FY 2018-19 Equipment Replacement Budget
to purchase the items being requested.
BACKGROUND
When the Library was renovated in 1996, cushioned chairs were purchased for various
areas in the Library designated for casual reading. In the years since, these chairs
have been regularly cleaned and reupholstered, but they have reached the end of their
useful life. Funding to replace 28 of these chairs was secured in the FY 2018 -19
Equipment Replacement Budget.
Staff considered a variety of furniture options and selected the Arcadia Huddle Lounge
Chair because it was designed exclusively for public use, and was highly durable,
flexible, aesthetically pleasing, and was available with anti -microbial and anti-bacterial
upholstery, which meets the needs of a modern public space.

The image at right shows a standard sample of the style of
chair that will be purchased; the colors will be different than
those shown (darker, with stain hiding upholstery patterns)
and will be more in line with the high -traffic needs of the
Arcadia Library.
The Arcadia Chair Company, although currently located in
La Palma, CA was founded in 1979 by Wayne Journigan, a
long-time Arcadia resident who named the company for the
city where he had raised his family. In the years since, the
company made a name for itself with innovative designs,
manufacturing flexibility, and a strong focus on providing value. From a 4 -man operation
in 1979, it has now grown to over 400 employees. Some notable customers St.
Joseph’s Health Systems, Bank of America, USC, ExxonMobil, GE Capital, National
Geographic, Camp Pendleton Marine Corps Base, Google, T -Mobile and various
Marriott Hotel locations.
DISCUSSION
Bids were solicited from four authorized local resellers of the Arcadia Huddle chairs.

Prices for items purchased using the California Multiple Award Schedules (“CMAS”)
meet the purchasing guidelines for the City. CMAS contracts offer a wide variety of
commodities and products at prices which have been assessed to be fair, reasonable,
and competitive.
Bid differences among CMAS vendors are based on differing install ation and delivery
costs, since the chairs are priced the same. Not surprisingly, D&R Office Works, the
vendor with the shortest distance to travel, has the lowest costs. A non-CMAS vendor
is included for comparison.

The cost of 28 Arcadia Huddle chairs, stained to match other furniture in the building
and upholstered with an anti-microbial and anti-bacterial material, is $33,222.08
according to the bid of the lowest bidder, D&R Office Works. This includes cost of
materials, labor, sales tax, and freight.
ENVIRONMENTAL ANALYSIS
The proposed action does not constitute a project under the California Environmental
Quality Act (“CEQA”), and it can be seen with certainty that it will have no impa ct on the
environment. Thus, this matter is exempt under CEQA.
FISCAL IMPACT
The purchase of these chairs was budgeted as part of the Equipment Replacement
Budget for FY 2018-19. These funds will be sufficient to purchase the items being
requested.
RECOMMENDATION
It is recommended that the City Council approve a Purchase Order with D&R Office
Works for the purchase of new chairs for the Arcadia Library in the amount of
$33,222.08.
