Wray, Deputy Director of Development Services/City Engineer By: Linda Hui, Transportation Services Manager SUBJECT: PURCHASE ORDER WITH CREATIVE BUS SALES FOR THE PURCHASE OF EIGHT PARATRANSIT REPLACEMENT VEHICLES UNDER THE CAL ACT CONTRACT FOR ARCADIA TRANSIT IN AN AMOUNT NOT TO EXCEED $519,716 Recommendation: Approve SUMMARY The U.S. Department of Transportation/Federal Transit Administration (the “FTA”) Guidelines allow the use of federal funds to replace paratransit vehicles after a period of five years of service or upon reaching 150,000 miles, whichever comes first. Arcadia Transit vehicles have passed the minimum useful life of five years. Based on the FTA eligibility status and the City’s desire to maintain a good working vehicle fleet, an order has been processed to purchase a total of eight vehicles to replace the older model vehicles in the fleet. The eight new vehicles are intended primarily for use for Arcadia Transit’s dial-a-ride service. It is recommended that the City Council approve a Purchase Order with Creative Bus Sales, Inc. for the purchase of eight replacement vehicles consisting of six minivans and two cutaway vehicles in an amount not to exceed $519,716. BACKGROUND Arcadia Transit provides dial-a-ride and fixed route services using cutaway vehicles. The City owns the entire transit fleet, which is currently composed of 18 vehicles including eight 2009 model 18-passenger (24 feet and 8 inches in length), and 10 2012 model 20-passenger (25 feet in length) cutaway vehicles. All transit vehicles are ADA equipped and gasoline powered. Purchase of Paratransit Replacement Vehicles June 18, 2019 Page 2 The U.S. Department of Transportation/FTA funding provisions require that paratransit vehicles must meet a useful life of at least five years in service , or an accumulation of 150,000 miles, whichever comes first. The eight 18-passenger vehicles have been in service since 2009 and are beyond the minimum useful life. These vehicles are proposed to be replaced with vehicles most appropriate for dial -a-ride service. Due to the small size of the Arcadia Transit fleet, Arcadia Transit has been exempt from California Air Resource Board (“CARB”) requirements for reducing carbon emissions. As such, the City has not taken steps in the past to “green ify” the transit fleet. Although Arcadia Transit is exempt from CARB requirements, in an effort to become a more environmentally-friendly service, alternative fuel powered vehicle options were considered as part of this vehicle replacement process. Ultimately, it was decided that alternative fuels are not conducive to vehicles needed for the dial-a-ride service due to either an insufficient support facility such as CNG fueling stations, or unavailability of appropriate vehicles such as electric powered cutaway vehicles with longer battery range. However, the City could still make a difference by replacing the existing large vehicles with smaller and more fuel-efficient vehicles since the dial-a-ride service does not require many seats on each vehicle. Thus, it is recommended that the eight existing 2009 cutaway vehicles be replaced with six minivans and two smaller cutaway vehicles. Details and cut sheets of the proposed vehicles are included as Attachment No. 3. DISCUSSION In order to save money and provide efficiency, FTA allows transit agencies to utilize each other’s purchasing contracts. This practice is known as a “piggyback” purchase. In 2016, Cal ACT solicited proposals from transit vehicle vendors nationwide to establish a Local Government Purchasing Schedule – a list of vendors providing a number of transit vehicles at set prices. Since most transit agencies utilize FTA funds to finance bus purchases, Cal ACT procurement provisions required the vendors to comply with the FTA contract requirements. Through this competitive procurement process, a large quantity of different types of transit vehicles were made available for local agencies to purchase. Creative Bus Sales, Inc. was one of the vendors selected by Cal ACT. Piggybacking on the Cal ACT contract with Creative Bus Sales, Inc. will allow the City to benefit from economies of scale and the time saved by avoiding a separate bidding process. Creative Bus Sales, Inc. will provide six Dodge BraunAbility minivans , which allows for five ambulatory passengers or up to one wheelchair and three ambulatory passengers; and two Starcraft Allstars (Ford E450 engine) cutaway vehicles, which will be configured to allow for 12 ambulatory passengers or up to three wheelchairs and four ambulatory passengers. The new vehicles will be delivered fully equipped with farebox, seat belts , air conditioning systems, ADA-compliant accessible components, security cameras, the Arcadia Transit graphics, and many more necessary features. The changes to the fleet were discussed with operator of Arcadia Transit, First Transit, and their expertise was utilized in the selection of necessary features and components. In addition, the citizen transit “taskforce”, was provided information on the change to the fleet, and their input was also incorporated. In addition to this purchase, it should be noted that the remainder of the Arcadia Transit fleet (10 buses) are scheduled to be replaced in the 2019 -20 Fiscal Year. These buses will primarily be for the fixed-route services provided by Arcadia Transit but all size and fuel options will also be considered as part of that future purchase. ENVIRONMENTAL IMPACT This is not a project as defined in California Environmental Quality Act (“CEQA”) §15378, as the procurement is considered ministerial. FISCAL IMPACT The current fleet replacement is listed in the Regional Transportation Improvement Plan (“RTIP”) for Los Angeles County, and budgeted in the City of Arcadia F iscal Year 2018- 19 budget using a combination of Federal 5307 and Proposition 1B Gas Tax funds. A total of $640,000 was budgeted in this Fiscal Year for this purchase. The total cost to purchase the new vehicles is $519,716. This procurement does not require the use of General Fund dollars. RECOMMENDATION It is recommended that the City Council approve a Purchase Order with Creative Bus Sales for eight paratransit replacement vehicles under the Cal ACT Contract for Arcadia in an amount not to exceed 519,716.
