REGULAR MEETING MINUTES
TUESDAY, APRIL 2, 2019
1. CALL TO ORDER — Mayor Tay called the regular meeting to order at 7:00 p.m.
2. INVOCATION — Reverend Jolene Cadenbach, Arcadia Congregational Church
3. PLEDGE OF ALLEGIANCE — Gene Glasco, Elected City Clerk
4. ROLL CALL OF CITY COUNCIL MEMBERS
PRESENT: Amundson, Beck, Chandler, Verlato, and Tay
ABSENT: None
5. REPORT FROM CITY ATTORNEY REGARDING CLOSED/STUDY SESSION ITEMS
Mayor Tay noted that there were no Closed or Study Session items.
6. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA
ITEMS
City Manager Lazzaretto announced that there was no supplemental information.
7. MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND
WAIVE THE READING IN FULL
A motion was made by Council Member Chandler, seconded by Council Member Amundson, to
read all ordinances and resolutions by title only and waive the reading in full.
8. PRESENTATIONS
a. Mayor's Certificate of Commendation to Arcadia High School student Michael Baikie
for achieving the rank of Eagle Scout.
b. Mayor's Certificate of Commendation to the Dana Middle School Science Olympiad
Team for winning second place at the L.A. County Regionals.
c. Presentation of a check from the Mayor's Prayer Breakfast to Arcadia Educational
Foundation President Michael Cea.
d. Presentation of a check from the Friends of the Museum and the Hakka Foundation
in the amount of $2,000 for Educational Programs at the Gilb Museum.
9. PUBLIC COMMENTS
Steven Bryne appeared and commented on the adoption of the Historical Preservation Ordinance;
he indicated that he feels that historical preservation is something better done by the Historical
Society and private citizens, not the City; and that he is ready to assist the Historical Society in
preserving historical sites in the City.

Brian Tindall, a Monrovia resident, appeared and commented on the 23' horse that died over the
weekend at the racetrack; he feels that it is embarrassing being from the San Gabriel Valley, and
wanted to know if the City has any control or authority so this can stop happening.
10. MAYOR, CITY COUNCIL AND CITY CLERK (including reports from the City Council
related to meetings attended at City expense(AB 1234]).
Council Member Beck congratulated those individuals who received Mayor Commendations, and
he thanked the Friends of the Museum and Hakka Foundation for their $2,000 donation to the
Gilb Museum. He commented on the motion he brought forward at the last Study Session meeting
limiting the number of vehicles parked on the front yard area of a property to six(6), and indicated
that the individuals who asked him to bring that motion forward to the City Council wanted to know
why the three Council Members who voted no, voted that way, and asked those Council Members
if they wanted to comment, they can; and he announced Santa Anita Derby Day 5K on April 6.
City Manager Lazzaretto indicated that the racetrack is governed by the California Horse Racing
Board, not the City.
Council Member Chandler indicated that regarding the number of vehicles parked in the front yard
area, the vehicles are parked on cement, and not on the front lawn area; and he also
congratulated those individuals who received Mayor Commendations.
Council Member Amundson stated that he is not completely opposed to limiting the number of
vehicles parked on the front yard area, but that night felt there was too much government going
on, and is willing to think about it; he spoke about the Historical Society and their 501(c)(3) non-
profit status, and noted some of the things they have done to preserve history in Arcadia; he
indicated that Jim Constantine will be taking on the task, with the Historical Society, to preserve
these"gems" in the community; he noted that he will be making a donation to the Historical Society
and encouraged everyone else to donate; he announced that last Saturday evening he attended
the Performing Arts Center to see "Take me back to Chicago" and noted that evening Jim and
Shelly Romo received a Lifetime Achievement Award.
Mayor Pro Tem Verlato indicated that she also attended the Performing Arts Center last Saturday
night to see the performance of "Take me back to Chicago", and congratulated Jim and Shelly
Romo for receiving a Lifetime Achievement Award; she indicated that through the filling up of
some of the water basins, the walls are now corroding and leaking (photograph provided) and
stated that the County will be taking care of that; and she announced that it is Spring Break for
the Arcadia Unified School District.
City Clerk Glasco announced that last Thursday he attended the Silver Circle Volunteer Dinner;
and he further announced that on April 14, and May 11, at the Library, the Public Works Services
Department will be giving out 2 cubic yards of mulch to Arcadia residents.
Mayor Tay thanked Mayor Pro Tem Verlato for all she does to fill in for him, as Mayor, at City
events; he announced the volunteer Silver Circle Dinner last Thursday, and provided the criteria
for being a volunteer; he thanked those in the community who attended the "Dim Sum with a
Detective" fundraiser March 29; he explained the reason why he voted no to limiting the number
of vehicles parking on the front yard area; and indicated that this is the third year Arcadia has
participated in the Wyland National Mayor's Challenge for Water Conservation, and noted that
from April 1 through April 30, Arcadia residents can pledge online to see which cities across the

U.S. can conserve the most water and energy, and encouraged residents to sign up at
www.mywaterpledge.com.
11. CONSENT CALENDAR
a. Regular Meeting Minutes of March 5, 2019.
Recommended Action: Approve
b. Ordinance No. 2359 amending various Sections of Article IX, Chapter 1 of the Arcadia
Municipal Code (the "Development Code"), with an exemption under the California
Environmental Quality Act ("CEQA"), to implement a Historic Preservation Ordinance.
Recommended Action: Adopt
c. Donation in the amount of $1,700 from the Friends of the Arcadia Public Library for
the Classical Kaleidoscope Concerts on March 6 and April 23, 2019.
Recommended Action: Accept
d. Donation in the amount of $2,000 from the Friends of the Museum and the Hakka
Foundation for educational programs at the Gilb Museum.
Recommended Action: Approve
e. Purchase Order with Tyler Technologies for Annual Technical Support and
Maintenance of the EnerGov Software System in the amount of$47,972.01.
Recommended Action: Approve
11 f. Contract with Mohawk Commercial, Inc., for the Fire Station 105 Carpet Installation
Proiect in the amount of$43,492.83.
Recommended Action: Approve
g. Contract with Pacific Hydrotech Corporation for the Live Oak Well TCE Treatment
Construction Prosect in the amount of$836,800.
Recommended Action: Approve
Council Member Beck requested Consent Calendar item 11.b be pulled for further discussion.
In response to a few inquiries made by Council Member Chandler, regarding the square footage
of the carpet installation at Fire Station 105 (Consent Calendar item 11.f), Public Works Services
Director Tait, and Fire Chief Lang responded.
It was moved by Council Member Chandler, seconded by Council Member Amundson, and
carried on roll call vote to approve Consent Calendar Items 11.a, and 11.c through 11.g.

Regarding Consent Calendar item 11.b, Council Member Beck reminded Mayor Tay of his vote
on February 19, 2019, and on March 19, 2019; he indicated that the Denny's Windmill is for sale,
and asked the Mayor if he would consider having a City Council oversight (4-1) for commercial
properties, which would allow the City Council to at least have a discussion regarding historical
properties.

Mayor Tay indicated that he was not interested at this time, that he spoke with Jim Constantine
of the Historical Society and they are in the process of saving the Denny's Windmill, and the Clara
Baldwin estate.
Council Member Beck also commented on historical districts, and asked Mayor Tay if he would
reconsider relaxing the 100% requirement for owner consent and go back down to 75% of the
contributors consenting.
Mayor Tay indicated that he was not interested in reconsidering his vote, and was happy with the
decision he made on March 19, 2019.
It was moved by Council Member Chandler, seconded by Council Member Amundson, and
carried on roll call vote to adopt Consent Calendar Item 11.b.

12. CITY MANAGER
a. Discussion of potential cost cutting alternatives for the Fiscal Year 2019-20 Budget.
Recommended Action: Provide Direction
City Manager Lazzaretto presented the staff report, and discussed the potential cuts to the 2019-
20 budget if the sales tax measure fails. It was the consensus of the City Council that more
consideration should be given to this item and it should be included in the budget study sessions _
in May.
No action was requested or taken on this item.
b. Ordinance No. 2360 amending Chapter 9 of Article VII of the City of Arcadia Municipal
Code relating to camping and storage of personal property on public property.
Recommended Action: Introduce
Management Aide Laena Shakarian presented the staff report.
It was moved by Council Member Chandler, seconded by Mayor Pro Tern Verlato, and carried on
roll call vote to introduce Ordinance No. 2360 amending Chapter 9 of Article VII of the City of
Arcadia Municipal Code relating to camping and storage of personal property on public property.

13. ADJOURNMENT
