HomeMy WebLinkAbout04/16/2019 ARCADIA CITY COUNCIL REGULAR MEETING MINUTES TUESDAY, APRIL 16, 2019 1. CALL TO ORDER — Mayor Tay called the regular meeting to order at 7:02 p.m. 2. INVOCATION — Rabbi Sholom Stiefel, Chabad of Arcadia 3. PLEDGE OF ALLEGIANCE — Gene Glasco, Elected City Clerk 4. ROLL CALL OF CITY COUNCIL MEMBERS PRESENT: Amundson, Beck, Chandler, Verlato, and Tay ABSENT: None 5. REPORT FROM CITY ATTORNEY REGARDING CLOSED/STUDY SESSION ITEMS Mayor Tay announced there were no Closed or Study Session items on the agenda. 6. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA ITEMS City Manager Lazzaretto announced that the representative from Senator Dianne Feinstein's office was unable to attend, and that David Vannasdall will be presenting on behalf of the Arcadia Unified School District; and on behalf of the City staff, he thanked and congratulated Mayor Tay for a successful year as Mayor. 7. MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND WAIVE THE READING IN FULL A motion was made by Council Member Chandler, seconded by Council Member Amundson, to read all ordinances and resolutions by title only and waive the reading in full. 8. PUBLIC COMMENTS Annie Park, representing Public Relations Director of International Youth Fellowship and Gracias Music Foundation, appeared and invited the City Council to attend the International Youth Fellowship World Leadership Meeting and the Gracias Easter Cantata Concert; and provided information regarding the foundations. John Paterson, an Arcadia resident, appeared and expressed his concerns regarding the bus stop located at the Gold Line parking structure on Santa Clara Street; he encouraged the City Council to consider moving the Arcadia shuttle stop, and asked that the City work with Metro to have the bus stop moved in order to increase the visibility of drivers exiting the structure on Santa Clara Street. Liangui Gu, an Arcadia resident, appeared and read a letter on behalf of Jack Fung, thanking Mayor Tay for his service; she commented on economic growth in the City, community involvement with the fight against the cannabis facility in the neighboring City, parents uniting against AB 329, and keeping the City safe and students properly educated. Edmund Liu, an Arcadia resident, appeared and thanked Mayor Tay for his service. 1 04-16-2019 Connie Liao, an Arcadia resident, appeared and also thanked Mayor Tay for his service. 9. CONSENT CALENDAR a. Regular Meeting Minutes of March 19, 2019. Recommended Action: Approve b. Ordinance No. 2360 amending Chapter 9 of Article VII of the City of Arcadia Municipal Code relating to camping and storage of personal property on public property. Recommended Action: Adopt c. Resolution No. 7250 adopting a list of projects for Fiscal Year 2019-20 funded by Senate Bill 1 - The Road Repair and Accountability Act of 2017. Recommended Action: Adopt d. Amendment to the Professional Services Agreement with Southland Sports for basketball officials for all youth and adult basketball leagues in an amount not to exceed $37,900. Recommended Action: Approve e. Resolution No. 7251 amending Resolution No. 7080 ("The Fringe Benefits Resolution") by reclassifying the Accountant position to Management, and adding a new classification of Senior Accountant. Recommended Action: Adopt It was moved by Council Member Beck, seconded by Council Member Amundson, and carried on roll call vote to approve Consent Calendar items 9.a through 9.e. CITY COUNCIL REORGANIZATION a. The City Clerk calls for the election of Mayor Mayor Tay nominated Mayor Pro Tern Verlato for Mayor. Council Member Beck also nominated Mayor Pro Tern Verlato for Mayor. Noting no other nominations, City Council Members cast their votes for Mayor Pro Tem Verlato for Mayor as follows: AYES: Amundson, Beck, Chandler, Verlato, and Tay NOES: None City Clerk Glasco announced that Mayor Pro Tern Verlato was unanimously elected by the City Council to serve as Mayor from April 2019 to April 2020. b. The Mayor calls for the election of Mayor Pro Tern Council Member Amundson nominated Council Member Chandler for Mayor Pro Tern. Noting no other nominations, City Council Members cast their votes for Council Member Chandler for Mayor Pro Tern as follows: AYES: Amundson, Beck, Tay, Chandler, and Verlato NOES: None City Clerk Glasco announced that Council Member Chandler was unanimously elected by the City Council to serve as Mayor Pro Tem from April 2019 to April 2020. c.
