McKinley, Consulting Arborist American Society of Consulting Arborists Certified Arborist #WE -4578A International Society of Arboriculture 1734 Del Valle Avenue Glendale, CA 91208 Arborists and Environmental Consultants 4 McKinley & Associates(818) 240-1358 February 4, 2019 Pooja Lalla 132 West Forest Avenue Arcadia, CA 91006 Dear Pooja Lalla: Recently I was contacted by your Architect, Gaspar Dela Rosa concerning a proposed residence addition project on your property located at 132 West Forest Avenue, Arcadia. A proposal was prepared and was signed on January 15, 2019. I arranged to inspect the subject property on Wednesday, January 16, 2019 at 2:00 p.m. The following report summarizes my findings: Background The City of Arcadia is requiring an Arborist Report identifying all the existing trees growing on the subject property. The tree species, size -diameter, dripline, spread, height and condition of the trees were required to be reported. The report must also identify all trees to be removed as well as all trees impacted or encroached upon during construction. This project involves room addition expansion of the existing one-story, single family home and a 2 -car garage as well as new landscape and irrigation. The Tree/Site Inspection Section describes my observations concerning the subject trees. Tree/Site Inspection Tree 41 is a Quercus agrifolia or Coast Live Oak. The tree measures 26 inches in diameter at D.B.H. (Diameter Breast Height) as measured 54 inches above the soil grade. The tree has a drip line, which measures roughly 24 feet from the tree's trunk. The spread of the tree is approximately 46 feet. The height of the tree is estimated to be roughly 45 feet tall. The tree is located in the front of the subject property. It is 34 feet south of Forest Avenue and 2 feet east of the west boundary chain-link fence bordering a nearby park. Annual grasses and broadleaf weeds surround the tree. No irrigation was visible near the tree. The lower trunk area is intact. No mushrooms, cavities or decay was observed. The crown appeared balanced with minor asymmetry. The tree's crown has been pruned and raised. The foliage size and color appear normal. The crown density is fair. I would estimate that approximately 10% of the tree's crown is composed of dead wood. The tree is in slightly above average health and condition. Rating: C+ rists and Environmental Page 1 40 McKinley & Associates(818) 240-1358 Tree/Site Inspection -Continued Tree #2 is a Quercus a irg folia or Coast Live Oak. The tree measures 11 inches in diameter at D.B.H. The tree has a drip line, which measures roughly 18 feet from the tree's trunk. The spread of the tree is approximately 32 feet. The height of the tree is estimated to be roughly 45 feet tall. The tree is located near the southwest corner of the subject property and south of Tree #1. It is 5 feet east of the southwest corner of the lot and it is growing next to the north side of the CAL TRANS chain-link fence bordering the south side of the subject property. Annual grasses and broadleaf weeds surround the tree. There is a sprinkler located nearby. The lower trunk area is intact. No mushrooms, cavities or decay was observed. The tree's trunk bows south through the chain-link fence. The fence is embedded into the tree's trunk. The crown is semi -balanced with minor asymmetry. The crown is low -growing. The foliage size and color appear normal. The crown density is fair. There is Anthracnose disease damage on the tree's foliage. The tree is in slightly below average health and condition. Rating: C - General Observations The subject property is situated in a single family home residential neighborhood in the City of Arcadia. The nearby homes in the neighborhood are generally landscaped and well maintained. The subject property has not been maintained and is in a state of disrepair. The yard is mostly annual grasses and broadleaf weeds. The only significant landscape is the 2 mature, native Coast Live Oak trees growing on the lot. At the present time there are plans to expand the existing home and to construct a new 2 -car garage on the subject property. The northwest corner of the 2 -car garage will encroach roughly 7 feet into the dripline of the Coast Live Oak identified as Tree #1. The encroachment is relatively minor and should not have an adverse effect on the health of the Oak. The room addition and 2 -car garage will encroach roughly one foot into the dripline of Tree #2. The encroachment is even less severe than the encroachment on Tree #1 and will not effect the health of the Oak. Recommendation Based upon my inspection of the subject trees and property I would recommend that the following mitigation measures be followed in order to minimize impact and improve tree health and vigor: 1) Prior to any demolition or construction activity a temporary tree protection fence should be installed at the farthest distance of the trees to be preserved. The tree protection fence should consist of a series of chain-link free-standing T -Panel fencing. Orange plastic safety fencing should be zip -tied to the chain-link fence for added visibility. The fence needs to be at least 15 feet away from the trunks and at the dripline wherever possible. Arborists and Environmental Consultants Page 2 40 McKinley • i Associates(818) ' w Recommendation 2) The excavation work within the dripline of trees to be preserved must be done by hand using small hand tools. No tractors, backhoes or other heavy excavation equipment should be permitted. Care must be taken to avoid removing or injuring roots which are 2 inches or greater in diameter. 3) Prohibit dumping of excess soil, concrete, mortar, cement and other building materials within the fenced tree protection area. 4) Prohibit storage of vehicles or equipment within the fenced tree protection area to avoid soil compaction and soil contamination. 5) Prune ripped, torn or otherwise damaged exposed root ends back to the edge of the excavation. The root ends should be pruned with a clean, sharp pruning tool to produce clean, flat cuts on the sides of the excavation areas. 6) Cover the exposed root ends with burlap or cloth and water and wet the covered root area twice per day; in the morning and at the end of the work shift to keep the root ends moist until backfill can occur. 7) Soil used for backfill operation should be clean and free of construction debris in order to insure that the root zone is not contaminated. 8) An I.S.A. Certified Arborist should be hired to inspect, supervise and monitor construction activity near the Coast Live Oak trees throughout the construction period. Summary/Conclusion In conclusion, it is my professional opinion that there are only 2 significant, mature, protected Coast Live Oak trees growing on the subject property. The proposed single family home room addition areas and the 2 -car garage will encroach slightly upon the dripline of these 2 Coast Live Oaks. The encroachment is not considered significant and it is possible to construct these structures without impacting the health of the trees if the above stated recommendations are followed. Tree protection fencing, proper root pruning and root care throughout the construction period are the most important factors. Hiring an I.S.A. Certified Arborist to oversee construction activity near the driplines of these native Oak trees is the best way to insure their survival so that they continue to add beauty and value to the subject property and neighborhood for many years to come. Limitations Information contained in this report covers only those areas that were examined and reflects the condition of those areas at the time of inspection. The inspection was limited to visual examination of the accessible areas. Arboriculture is not an exact science and there is much that is still to be learned about trees. Observations and recommendations provided in this report reflect the latest research, knowledge and training available through university and professional research. There is no warranty or guarantee, expressed or implied, that problems or deficiencies of the trees or property in question may not arise in the future.
