DISCUSSION The Friends of the Arcadia Public Library (the “Friends”), as part of an ongoing mission to support the Library’s goals and objectives, are donating $30,000 to the Library. The Friends board members and volunteers worked six days a week throughout the year to raise these funds through their bookstore located just inside the Library’s entrance. The Friends gift will provide support for the Library’s annual Summer Reading Program and teen programming. The funds donated by the Friends help the Library and City provide a high level of materials and services for the citizens of Arcadia, above and beyond the current capacity of the City’s General Fund. Without ongoing support and financial assistance of the Friends, the array of Library programs and services offered to Arcadians would be diminished in quality and quantity. The very important summer reading programs encourage children and teens to read throughout the summer so that they are school ready and at or above grade level reading in the fall. This gift has been recommended for acceptance by the Library Board. All gifts to the Library over $1,000 are subject to approval by the City Council, pursuant to City Charter Section 809(d). Donation in the amount of $30,000 from the Friends of the Arcadia Public Library July 16, 2019 Page 2 of 2 ENVIRONMENTAL IMPACT The proposed action does not constitute a project under the California Environmental Quality Act (“CEQA”), and it can be seen with certainty that it will have no impact on the environment. Thus, this matter is exempt under CEQA. FISCAL IMPACT Receipt of this donation will provide $30,000 for Library programs for the community, including the Summer Reading program, above and beyond what is included in the City’s budget. RECOMMENDATION It is recommended that the City Council accept a donation in the amount of $30,000 from the Friends of the Arcadia Public Library for the Summer Reading Program and other Library Programs for the Community.
