NOTICE OF SPECIAL MEETING
As authorized by Califomia Government Code Section 54956 and Arcadia
Cify Charter Section 408, a Specia! Meeting of the Arcadia City Counci! is
hereby caNed to be held at the Crty of Arcadia Council Chamber
Conference Room, 240 W. Huntington Drive, Arcadia, California at 8:00

"Public Comments" card available in the Council Chamber Lobby, The completed form should
be suhmitted to the City Clerk/Agency Secretary prior to the start of the Special Meeting.
!n order to conduct a timely meeting, there will be a five (5) minute time limit per person. All
comments are to be directed to the City Council/Redevelopment Agency and we ask that proper
decorum be practiced during the meeting.

enacted by one roll call vote. There will be no separate discussion of these items unless

SUBJECT: Award Contract - Street Rehab_ilitation of Alice Street and Genoa Street
between Santa Anita Avenue and First Avenue.
Recommendation: That the City Council authorize the City Manager to enter
into a contract with Silvia Construction, Inc. in the amount of $199,989 for the
Street Rehabilitation of Alice and Genoa Streets Between Santa Anita
Avenue and First Avenue
SUMMARY
As a result of the City's Pavement Management Program, the City Council approved a
Capital Improvement Project in the 2007-08 fiscal year to rehabilitate various residential
streets identified with the greatest need. Alice Street and Genoa Street between Santa
Anita Avenue and First Avenue were selected for improvement.
The project was advertised and bids were opened on December 4, 2007. Silvia
Construction, Inc. submitted the successful low bid in the amount of $199,989. Staff
recommends that the City Council award a contract for the Street Rehabilitation of Alice
Street and Genoa Street between Santa Anita Avenue and First Avenue.
DISCUSSION
The Development Services Department is responsible for the repair of approximately 147
miles of paved streets within the community. As part of the City's annual Pavement
Management Program, staff rates the condition of all City streets and established a priority
list of the lowest rated streets. Each year the City budgets approximately $200,000 for
rehabilitation of the streets with the greatest need. The 2007/08 Fiscal Year Capital
Improvement Program includes the project to rehabilitate Alice Street and Genoa Street
with an approximation of 1,800 linear feet of asphalt.
Roadway analysis conducted as a part of the City's Pavement Maintenance Program
indicated that Alice and Genoa Street between Santa Anita Avenue and First Avenue are in
poor condition and were rated as a priority for rehabilitation. The proposed street
rehabilitation project includes removal and replacement of asphalt concrete pavement and
portions of curb and gutter; cold milling of asphalt concrete and construction of asphalt

concrete overiay; planting of parkway trees, adjustment of sewer and storm drain manhole
frames and covers to grade; adjustment of water valve covers to grade; legends and
striping; construction of curb ramps and removal and replacement of concrete gutter along
Santa Anita Avenue.
The Notice Inviting Bids was published in the adjudicated paper and nine (9) bid packages
were purchased by the area contractors. Nine (9) bids were received and opened on
December 4, 2007 with the following results:

Staff has reviewed the bid documents for content, and has investigated the low bidder's
background and recent projects for competency. Staff has determined that Silvia
Construction, Inc. can satisfactorily perform the required work.
ENVIRONMENTAL ANALYSIS
The project is categorically exempt per Section 15301 class 1(d) from the requirements of
California Environmental Quality Act (CEQA).
FISCAL IMPACT
Funds were budgeted in the 2007-2008 Capital Improvement Program in the amount of
$300,000 for the Rehabilitation of Various Residential Streets. Funds are available to cover
the contract cost, inspections and contingencies.
RECOMMENDATION
That the City Council authorizes the City Manager to enter into a contract with Silvia
Construction, Inc. in the amount of $199,989 for the Street Rehabilitation of Alice Street and
Genoa Street between Santa Anita Avenue and First Avenue.

SUBJECT:
SUMMARY
On April 3, 2007, the City Council awarded a contract to Cedar Development
Corporation for the replacement of the existing debris retention basin at the Public
Works Service Center in the amount of $49,500. The construction work has been
completed for a total project cost of $50,874.95.
Staff recommends that the City Council accept all construction work perFormed by
Cedar Development Corporation as complete and authorize the final payment and
release of retention subject to the recommendation by the City Attorney concerning the
resolution of Contractor's Claims.
DISCUSSION
Prior to completion of this work, the vehicle wash rack within the Public Works Service
Center was inadequate for the current vehicle cleaning demands. Large amounts of
debris clogged the catch basin, which resulted in daily labor-intensive cleaning. The
construction of a larger debris retention. basin has reduced the cleaning demand to a
quarterly frequency and has ailowed use of an excavator instead of the manual labor to
reduce the amount of time needed to clean the basin.
During the course of the work, existing concrete footings and reinforcement were
encountered. These footings interfered with construction and resulted in extra work for

the contractor. A claim was submitted by the contractor requesting compensation for
his efforts. In addition to the work originally covered by the contract, there were iwo (2)
contract change orders. The following reflects the change orders associated with the
project:

The construction work for this contract has been performed to staffs satisfaction. Staff
recommends that the City Council accept all work perFormed by Cedar Development
Corporation as complete and authorize the final payment to be made in accordance with
the City Attorney's recommendations. The final contract amount has been determined
to be $50,874.95. This amount reflects the original contract amount of $49,500 in
addition to three change orders totaling $1,374.95 or 3% above original contract
amount.
ENVIRONMENTAL ANALYSIS
This project is categorically exempt per Section 15302 (c) replacement from the
requirements of the California Environmentai Quality Act.
FISCAL IMPACT
Funds are budgeted in the Capital Improvement Program for the New Wash Rack
project.
RECOMMENDATION
1. Accept all work performed by Cedar Development Corporation for the
repiacement of the existing debris retention basin at the Public Works
Service Center as complete.
2. Authorize the fnal payment to be made in accordance with the contract
documents, subject to the recommendations of the City Attorney
concerning the resolution of the contractor's claims.
