SUBJECT: ACCEPT ALL WORK PERFORMED BY ANNING-JOHNSON COMPANY,
INC. FOR THE ORANGE GROVE RESERVOIR NO. 2 ROOF REPAIR
PROJECT AS COMPLETE
Recommendation: Approve
SUMMARY
On January 15, 2019, the City Council approved a contract with Anning-Johnson
Company, Inc. in the amount of $257,000 for the Orange Grove Reservoir No. 2 Roof
Repair Project, with a 10% contingency. The terms and conditions of this project have
been complied with and the work has been performed to the satisfaction of the Project
Manager for a total project cost of $264,805. This amount reflects the original contract
amount of $257,000 plus quantity changes totaling $7,805, or 3.04% more than the
original contract amount.
It is recommended that the City Council accept all work performed by Anning-Johnson
Company Inc. for the Orange Grove Reservoir No. 2 Roof Repair Project as complete,
and authorize the final payment to be made in accordance with the contract documents,
subject to the retention of $13,240.25.
BACKGROUND
Orange Grove Reservoir No. 2 is a concrete reservoir with a wood roof constructed in
1920 and is the second oldest reservoir in the City’s water system . The reservoir holds
2.5 million gallons of water used to supply water to City of Arcadia water system
customers. The existing wood roof cover was installed in 1972. An inspection of the
facility’s roof identified increased areas of deterioration. In addition, an inspection by the
California Department of Health also identified that the roof vents were in need of
replacement in order to prevent debris from entering the reservoir. Due the condition of
the roof, the reservoir has been out of service since October 2016.

DISCUSSION
On January 15, 2019, the City Council approved a contract with Anning-Johnson
Company Inc. for the Orange Grove Reservoir No. 2 Roof Repair Project. The work
performed included the removal of the existing roof system and replacement with an
adhered PVC membrane roof system, removal and replacement of damaged or
deteriorated wood plank decking and wood support purlins, and installation of three new
roof vents. The new roof will prevent overloading of rafters and reduce the potential for
contamination in the reservoir. The new PVC membrane roof system comes with a 20
year limited warranty.
During the course of work, it was determined that it was necessary to install an additional
walkway on the roof to prevent anyone working on the Orange Grove Reservoir roof from
falling in the future due to the slick surface of the PVC membrane roofing material. As
the result, a slight increase in the amount of work was needed to complete the project.
Below is a breakdown of the contract change order.

Total: $7,805
The change orders increased the overall contract amount by $7,805, or 3.04% more than
the original contract amount. All other terms and conditions of this contract have been
complied with and the work has been performed to the satisfaction of the Project
Manager. Anning-Johnson Construction, Inc. completed the work as defined in the
project plans and specifications in an efficient and timely manner . The 3.04% change
order is within the limit established by the project and bidding rules.
FISCAL IMPACT
Funds in the amount of $500,000 have been budgeted in the Fiscal Year 2018-19 CIP for
the Orange Grove Reservoir No. 2 Roof Repair Project. The total cost for this project is
$264,805. This amount reflects the original contract amount of $257,000 plus quantity
changes totaling $7,805, or 3.04% more than the original contract amount.
RECOMMENDATION
It is recommended that the City Council accept all work performed by Anning-Johnson
Company, Inc. for the Orange Grove Reservoir No. 2 Roof Repair Project as complete,
and authorize the final payment to be made in accordance with the contract documents,
subject to the retention of $13,240.25.
