HomeMy WebLinkAboutAB Minutes: 02/11/16 %It. k. 6, 4a t•,i CI 7 014 'Newt,40.- ARCADIA BEAUTIFUL COMMISSION REGULAR MEETING MINUTES THURSDAY, FEBRUARY 11, 2016 ARCADIA BEAUTIFUL COMMISSION REGULAR MEETING CALL TO ORDER— Chairperson Shimmin called the meeting to order at 7:00 pm in the Council Chambers Conference Room. ROLL CALL OF COMMISSIONERS PRESENT: Jan Shimmin, Richard Cordano, Ed Huang, Ethel Laczko, Lee Shimmin, Jean Voznick SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS-None PUBLIC COMMENTS — None REPORT FROM CITY COUNCIL MEMBER LIAISON SHO TAY Council Member Sho Tay reported that the zoning code changes will be heard from the Home Owners Associations on February 17, 2016 in the Council Chambers. Fifteen HOA members are recommending the results of their findings. The changes will be sent to all those who attending the last Planning Commission meeting, those who did not attend will receive a copy of changes recommended. The Planning Commission will hear the proposal on February 23, 2016 and it will be discussed before the City Council on March 15, 2016. Mr. Tay stated that one of proposals is that all residents on main streets that have Cyprus bush hedges cannot exceed 4' feet in height. He explained that this proposal affects all yards and corner lots facing streets with high volume traffic and suggested the Arcadia Beautiful Commissioners stay current on comments regarding the current proposals. Mr. Tay announced that on March 5, 2016 at 8:00 a.m. the Gold Line will be open with a celebration and activities that all residents are invited to attend. REPORTS FROM ARCADIA BEAUTIFUL COMMISSIONERS Commissioner Huang commented saying trees are needed and suggested that members of the commission take a position regarding the proposed restrictions on Cyprus trees and bushes. He stated that the Arcadia Beautiful Commission should work toward balancing plants with drought in mind, enhance and identify beautify and natural coordination amount all plants and trees. After discussing proposed changes, all commissioners agreed that the Arcadia Beautiful Commission would not be in favor of putting any limitation as to height of hedges in front of homes on main streets such as Foothill and Santa Anita. It was further discussed that it would be beneficial for all members of the Commission and the public to attend the reviews of proposals to zoning changes that were announced by Council member Sho Tay. 1. CONSENT CALENDAR a. Approve the Meeting Minutes of December 8, 2015 It was moved by Commissioner Voznick, seconded by Commissioner Cordano and carried on roll call vote to approve the meeting minutes of December 8, 2015 AYES: Commissioners Jan Shimmin, Cordano, Huang, Laczko, Lee Shimmin, & Voznick NOES: None 2. REGULAR ITEMS a. Arbor Day The Arbor Day proclamation will be presented at the City Council Meeting on March 1, 2016 and all commissioners were encouraged to attend. The annual Arbor Day recognition will take place possibly the beginning of March. Commissioner Jan Shimmin has contacted Lisa Black, plant expert with Armstrong nursery about giving a talk about drought resistant planting to residents. The date and time will be determined at a later date. Commissioner Huang expressed that this would be a useful event and possibly attended by those who had homes that would be considered for an Arcadia Beautiful award. At City Manager direction, staff will design the event and keep commissioners informed with details. b. Arcadia Beautiful Awards Assignment of individual judging zones: Zone 1-Commissioner Huang Zone 5-Commissioner Jan Shimmin Zone 2-Commissioner Lee Shimmin Zone 6-Commissioner Fandry Zone 3-Commissioner Voznick Zone 7-Commisisoner Cordano Zone 4-Commissioner Laczko c. Budget Review Expenditures are on track and there are no major changes from previous years.
