THURSDAY, July 13, 2017 at 6:00 p.m.
ARCADIA BEAUTIFUL COMMISSION REGULAR MEETING
CALL TO ORDER — Chairperson Shimmin called the meeting to order at 6:00 pm in the Council
Chambers Conference Room.

REPORT FROM ARCADIA BEAUTIFUL COMMISSIONERS- Commissioner J. Shimmin
welcomed new Commissioner Sheryl Hunter.
REPORT FROM CITY COUNCIL MEMBER LIAISON- None.
1. ELECTION OF COMMISSION CHAIR AND VICE CHAIR
With a nomination from Commissioner Brink and second by Commissioner Lyle, and no other
nominations, Commissioner J. Shimmin was appointed Commission Chair.
AYES: Commissioners J. Shimmin, Brink, Hunter, Lyle, Miller, & L. Shimmin
NOES: None
ABSENT: Commissioner Laczko
With a nomination from Commissioner Miller and a second by Commissioner L. Shimmin, and
no other nominations, Commissioner Brink was appointed Vice Chair.

It was moved by Commissioner Brink, seconded by Commissioner L. Shimmin and carried on
roll call vote to approve the Regular Meeting Minutes from April 13, 2017.
AYES: Commissioners J. Shimmin, Brink, Hunter, Lyle, Miller & L. Shimmin.

3. DISCUSSION OF 2017 WATERSMART HERO AWARDS
Laena Shakarian, Staff Liaison, stated that 32 residents were identified for their water
conservation efforts and were sent letters explaining the WaterSmart Hero Award program
along with questionnaires to complete and return. Ms. Shakarian stated that she received
responses from 11 residents. Ms. Shakarian asked that the Commissioners review the judging
binders containing the compiled profiles for each resident, which includes: evaluation criteria for
both indoor and outdoor water conservation efforts, glossary of terms, photos of each property,
and scoring sheets to determine the winners. Chairperson J. Shimmin asked that all
Commissioners attend the Tuesday, August 15, 2017 City Council Meeting for the awards
presentation. Chairperson J. Shimmin requested a copy of the questionnaire that was mailed to
residents. Commissioner Miller asked how water conservation numbers were determined
between large and small lots, as different lot sizes require different amounts of water to
maintain. Ms. Shakarian explained that the overall savings comparison from the prior year for
each resident was used to determine possible honorees. Michael Bruckner, Staff Liaison,
stated that based on the water conservation goal of reducing water consumption by 20%,
residents who reduced their water usage 30-40% are being considered for the WaterSmart
Hero Award. Commissioner Miller asked if the Commissioners need to physically visit each
property as part of the judging process. Ms. Shakarian stated that the Commissioners do not
need to view the properties in person as the judging criteria is not focused solely on the
aesthetics of the property. Ms. Shakarian stated that the primary focus should be on the overall
percentage of water savings and the water conservation efforts made by the residents.
Commissioner Brink asked what date the Commission judging forms are due. Ms. Shakarian
stated that the judging forms are to be submitted by August 1, 2017 to allow time for outreach
to the winners. Commissioner Lyle asked how many overall winners should be determined. Mr.
Bruckner and Ms. Shakarian suggested that 5 winners should be chosen. The Commissioners
agreed upon selecting 5 winners to receive the WaterSmart Hero Award.
4. DEBRIEF OF 2017 ARBOR DAY CELEBRATION
Chairperson J. Shimmin stated that she appreciated the enthusiasm of the residents who
participated in the Arbor Day tree planting event, but wishes more residents had responded to
the initial invitation to participate. Michael Bruckner, Staff Liaison, asked if the Arbor Day
Subcommittee process worked well in coordinating the Arbor Day event. Chairperson J.
Shimmin stated that it was helpful to have the Arbor Day Subcommittee coordinate the event.
Mr. Bruckner stated that from the City's perspective it was a positive move to hold the event in a
residential area as opposed to a tree planting at a park. Chairperson L. Shimmin stated that the
neighborhood event was more effective at bringing City efforts directly to the taxpayers since
they were able to see the event on their street. Commissioner Miller stated that he would
appreciate having various speakers at the event next year to help educate residents and
answer questions. Commissioner L. Shimmin stated that he enjoyed hearing residents share
stories at the event. Chairperson J. Shimmin suggested that the Arbor Day and WaterSmart
Hero programs possibly be combined to communicate a positive approach to the City's tree
planting and water conservation efforts.
S. DEBRIEF OF 2017 SPRING HOME AWARDS
Chairperson J. Shimmin asked if there were any suggestions to improve the judging process for
future Spring Home Awards. Commissioner Miller stated that judging was easy, and suggested
that possible code violations be noted if observed while driving through the neighborhoods to
look for Spring Home nominees. Staff Liaison Michael Bruckner stated that Commissioners
along with other residents should report any possible code violations to the City, and to be
mindful and use common sense in determining if something does not look right in their
neighborhood. Commissioner Brink noted that it was very helpful to have a second person in
the car when judging for the Spring Home Awards since one person could drive and the other
person could review properties.
Laena Shakarian, Staff Liaison, stated that the 2017 Leadership Academy registration is now
open, and encouraged the Commissioners to promote this program. Ms. Shakarian stated that
this program helps familiarize residents with City services and operations. Commissioner Miller
stated that the program is excellent, and suggested that the title be revised in order to not
intimidate residents who may want to participate, but not necessarily become a civic leader.
