CITIZEN'S FINANCIAL ADVISORY COMMITTEE SPECIAL MEETING MINUTES Thursday, December 13, 2018 at 9:00 a.m. CITIZEN'S FINANCIAL ADVISORY COMMITTEE SPECIAL MEETING CALL TO ORDER — Committee Chair Mickey Segal called the meeting to order at 9:02 a.m. in the Council Chambers Conference Room. ROLL CALL OF COMMITTEE MEMBERS PRESENT: Jessica Louie, Robert Miller, Mickey Segal, Tommy Thai, Howard Ursettie ABSENT: None 1. PUBLIC COMMENTS — None 2. CONSENT CALENDAR a. Approve the Meeting Minutes of November 7, 2018 It was moved by Committee Vice Chair Ursettie, seconded by Committee Chair Segal and carried on roll call vote to approve the November 7, 2018, Meeting Minutes. AYES: Committee Members Louie, Miller, Segal, Thai, & Ursettie NOES: None ABSENT: None 3. REPORTS FROM STAFF LIAISONS a. Update regarding regardingballot measure timeline measure timeline City Manager Lazzaretto provided an overview of the tentative ballot measure timeline, which included the following dates: • January 15, 2019: The Citizen's Financial Advisory Committee Final Report will be presented at the City Council meeting. • February 5, 2019: The City Council considers declaring a state of fiscal emergency. • March 5, 2019: The City Council considers officially calling for the election. • June TBD: Possibly the election date to consider a 3/ cent sales tax measure. In addition, City Manager Lazzaretto shared that a survey will be circulated to the community after the first of the year in order to gauge public opinion regarding the '/< cent sales tax. Furthermore, a mailer including a survey went to approximately 5,000 likely voters regarding the priorities of Arcadia residents. Information was also shared with residents through a water bill insert regarding this topic. City Manager Lazzaretto also shared that the Executive Team has been giving presentations regarding the current state of the City's finances and the proposed '/4 sales tax initiative to various different stakeholders throughout the City. 4. REPORTS FROM CITIZEN'S FINANCIAL ADVISORY COMMITTEE MEMBERS a. Report from Committee — None 5. DISCUSSION ITEMS a. Discussion regarding CFAC Final Report The members of the Committee discussed the CFAC Final Report. After deliberating, it was the consensus of the group to make the following changes: • The Committee recommended including the following language, "The CFAC strongly urges the City Council to focus on the needs this report discusses." • The Committee recommended emphasizing that the impact of a'/< cent sales tax will be on non-residents in Recommendation #2. • The Committee recommended changing the language regarding street sweeping in Recommendation #12 to the following, "The Citizen's Financial Advisory Committee recommends considering a possible alternate schedule." The Committee expressed a desire to be less specific in regards to this recommendation. At the conclusion of this discussion, it was moved by Committee Vice Chair Ursettie, seconded by Committee Member Miller and carried on a roll call vote to present the CFAC Final Report, including the recommended changes, to the City Council at the January 15, 2019, City Council meeting. All Committee members expressed interest in serving on a future committee to further review this issue. It was the recommendation of the group to open up the application process for any future committee to the residents of Arcadia and allow for 7 members, including at least 2 new members.
