CITIZEN'S FINANCIAL ADVISORY COMMITTEE
SPECIAL MEETING MINUTES
Tuesday, October 16, 2018 at 9:00 a.m.
CITIZEN'S FINANCIAL ADVISORY COMMITTEE SPECIAL MEETING
CALL TO ORDER — Committee Chair Mickey Segal called the meeting to order at 9:00 a.m. in
the Council Chambers Conference Room.

PRESENT: Jessica Louie, Robert Miller, Mickey Segal, Tommy Thai, Howard Ursettie
ABSENT: None
PUBLIC COMMENTS — None
CONSENT CALENDAR
a. Approve the Meeting Minutes of September 27, 2018
It was moved by Committee Member Miller, seconded by Committee Vice Chair Ursettie
and carried on roll call vote to approve the September 27, 2018, Meeting Minutes.

3. REPORTS FROM STAFF LIAISONS
a. List of Handouts and Resource Materials
City Manager Lazzaretto provided an overview of the handouts and resource materials,
which included the following items:
Paramedic Membership Program Handout
Par 3 Golf Course School District Maps
Museum Budget Information
Administrative Pool Vehicle Analysis
Police Department Service Delivery Changes
Fire Department Service Delivery Changes
Library & Museum Services Service Delivery Changes
Recreation & Community Services Service Delivery Changes
Development Services Service Delivery Changes
Public Works Services Service Delivery Changes
City Manager/City Council Service Delivery Changes
City Clerk/City Attorney Service Delivery Changes
Administrative Services Service Delivery Changes

Based on the availability of the Committee members, the future meeting schedule was
modified to the following:
Thursday, October 25, 2018, at 8:00 a.m.
Wednesday, November 7, 2018, at 8:00 a.m.
Thursday, December 13, 2018, at 9:00 a.m.
4. REPORTS FROM CITIZEN'S FINANCIAL ADVISORY COMMITTEE MEMBERS
a. Report from Committee — None
5. DISCUSSION ITEMS
a. Presentation and Discussion Regarding City Expenditures and Service Reductions,
Preliminary Recommendations to the City Council, and Capital Improvement Funding
City Manager Lazzaretto provided an overview of the City of Arcadia's expenditures and
recommendations for service reductions. This included recommendations for citywide
cost saving activities and service delivery changes. In addition, Mr. Lazzaretto provided
an overview of the Citizen's Financial Advisory Committee progress report and
preliminary recommendations to the City Council. It was the consensus of the
Committee to recommend continuing public outreach, finishing its review of City
finances, begin planning for a declaration of fiscal emergency, and begin planning for a
special election as quickly as possible. Mr. Lazzaretto stated the Committee will be
asked to provide recommendations regarding the City's financial state based on future
financial scenarios.
At the conclusion of the presentation, it was the consensus of the group to obtain
information on the following items:
The number of calls in FY 2017-18 through the Paramedic Membership Program
(PMP).
A sample report Urban Futures, Inc. has completed for another city regarding
retirement benefit options.
Sales tax information for other regions with horse racing venues.
b. Communicate the Committee's Preliminary Finding to the City Council
A motion was made by Committee Chair Segal, seconded by Committee Member
Ursettie to include in the preliminary recommendation to the City Council to begin
planning for a special election as quickly as possible, preferably no later than June of
2019.
