ROLL CALL OF COMMITTEE MEMBERS PRESENT: Jessica Louie, Robert Miller, Mickey Segal, Tommy Thai, Howard Ursettie ABSENT: None 1. PUBLIC COMMENTS — None 2. CONSENT CALENDAR a. Approve the Meeting Minutes of September 6, 2018 It was moved by Committee Member Ursettie, seconded by Committee Member Miller and carried on roll call vote to approve the September 6, 2018, Meeting Minutes. AYES: Committee Members Louie, Miller, Segal, Thai, & Ursettie NOES: None ABSENT: None 2. REPORTS FROM STAFF LIAISONS a. List of Handouts and Resource Materials City Manager Lazzaretto provided an overview of the handouts and resource materials, which included the following items: Expenditures by Fund Expenditures by Division Revenue Enhancement Rankings Arcadia Property Sales Arcadia Transfer Tax November 2018 LA County Ballot Measures Par 3 Golf Course Staff Report 2017 Par 3 Golf Course Revenue Grant Writing Survey Vehicle Lease Cost Analysis Prevalence of Illegal Builds FY 2017-2018 Ambulance Billings 3. REPORT FROM CITIZEN FINANCIAL ADVISORY COMMITTEE MEMBERS a. Report from Committee — None 4. DISCUSSION ITEMS a. Presentation and Discussion Regarding City Expenditures and Service Reductions City Manager Lazzaretto provided an overview of the City of Arcadia's expenditures, cost saving activities, and service reduction scenarios. This included an overview of current and historical General Fund Budget trends, showing budgeted versus actual expenditures. In addition, Mr. Lazzaretto provided an overview of cost saving activities implemented by each department as well as an additional 12.5% potential service reduction. The service reduction scenario would eliminate 55.6 full-time employee positions and cutbacks to Capital Improvement Projects equaling to $8.2 million, with impact to performance in service quality, safety and reliability, and customer satisfaction. A discussion ensued regarding the Committee's recommended actions at this time, resulting in a motion to communicate a preliminary finding to City Council for a 3/< cent sales tax measure and finding of fiscal emergency on the March 2019 ballot. It was recommended that an agenda item be placed on the City Council Meeting scheduled for October 16, 2018. At the conclusion of the discussion, it was the consensus of the group to obtain information on the following items: • Number of members in Arcadia's Ambulance Program • Par 3 Golf Course proximity to Arcadia Unified School District jurisdiction • Cost for Museum Curator Position • Analysis of actuarial assumptions for City of Arcadia PERS calculation b. Communicate the Committee's Preliminary Finding to City Council A motion was made by Committee Chair Segal, seconded by Committee Member Ursettie to place an item on the October 16, 2018, City Council Meeting Agenda communicating the Committee's preliminary finding declaring the City to be under a state of fiscal emergency and to place a 3/< cent Sales Tax Measure on the March 5, 2019, ballot. It was moved by Committee Chair Segal, seconded by Committee Member Ursettie and carried on roll call vote.
