REGULAR MEETING MINUTES
THURSDAY, MARCH 10, 2016
CALL TO ORDER - Chairperson Pro Tem Francone called the Regular Meeting to
order at 5:30 p.m. in the City Council Chambers.

PRESENT: Commissioners Dolan, Francone, Murphy, & Wong -Dion
ABSENT: Commissioner McMahon
A motion was made by Commissioner Francone, seconded by Commissioner Murphy to
excuse Commissioner McMahon from this meeting.
SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS — None
PUBLIC COMMENTS — None
REPORTS FROM HUMAN RESOURCES COMMISSION MEMBERS — None
REPORTS FROM CITY COUNCIL LIAISON — Council Member Sho Tay informed the
Commission that the ballot will be available next week and to please vote.
a. Approve the Regular Meeting Minutes of January 14 2016.

b. Revisions to the existing Classification Specification for Information Systems
Specialist.
Recommended Action: Approve
Roger Hiles, Library Services Manager, presented the staff report.
Roger stated that due to an upcoming retirement, the Library and Museum
Services Department had an opportunity to update the job specification and
are proposing relatively minor adjustments to the classification specification to
better reflect the position's current responsibilities.

The purpose of the proposed revisions is to bring the job up to date with
current practices. The position has had some technical changes and there is a
need for the potential incumbent to understand the software requirements and
heavy public service component that currently reflect the needs of the
Department.
Specifically, the job classification has many references to the term "PC" which
has been replaced with the more general term "computer" to better represent
the range of technology used today. Other changes reflect the advancement
of the duties provided by the Information Systems Specialist to remove the
lower -level duties that are no longer an essential function of the position.
Additionally, software supported by the position has been updated to current
versions in place of old versions used back in 2002 when the classification
specification was created.
Commissioner Wong -Dion asked how many Information System Specialist
positions does the City have. Jeannette Chavez, Human Resources
Administrator, responded that there is only one and that the City contracts out
for Information Technology Services to support the needs of the rest of the
City. Commissioner Murphy was concerned about the requirement to have
experience limited to Windows 7 and inquired if it should be changed to reflect
other versions over time. Roger replied that he tried to remain as generic as
possible but he was open to the suggestion. Jeannette recommended that the
language be updated to include "or comparable software,"
It was moved by Commissioner Dolan, seconded by Murphy, and carried on roll call vote to
approve the revisions to the existing Classification Specification of Information Systems
Specialist with the recommended change to add "or comparable software" from the
proposed language.
