HomeMy WebLinkAboutHR Minutes: 07/14/16HUMAN RESOURCES COMMISSION REGULAR MEETING MINUTES THURSDAY, JULY 14, 2016 CALL TO ORDER — Chairperson McMahon called the Regular Meeting to order at 5:30 p.m. in the Arcadia Police Department Emergency Operations Center (EOC). PLEDGE OF ALLEGIANCE — Chairperson McMahon ROLL CALL OF HUMAN RESOURCES COMMISSION MEMBERS PRESENT: Commissioners McMahon, Dolan, Francone, Rock ABSENT: Commissioner Wong -Dion A motion was made by Commissioner Dolan, seconded by Commissioner Francone to excuse Commissioner Wong -Dion from this meeting. SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS — Jeannette Chavez, Human Resources Administrator, introduced Commissioner Rock. She mentioned Commissioner Rock was recently appointed to the Human Resources Commission and would be introducing himself under Reports from Human Resources Commission Members. Jeannette also invited the current Commission Members to introduce themselves as well. PUBLIC COMMENTS — None REPORTS FROM HUMAN RESOURCES COMMISSION MEMBERS — Commissioner Rock introduced himself to the Commission. He stated that he currently is a Police Captain for the City of Glendale and has been employed there for 35 years. Commissioner Rock currently oversees the Organized Crime and Homicide Division, but was in charge of Internal Affairs for a number of years preparing reports and investigations for the Civil Service Commission. Commissioner Francone suggested that the current Commissioners should provide their backgrounds as well so they can all be acquainted. Chairperson McMahon stated that he had been a civil engineer for most of his career and then became a Labor Representative for a Labor Union. This has led him to where he is today on the Commission. Commissioner Francone mentioned that she worked for 20 years in Human Resources and retired from the City of Vernon. Prior to that she worked in the private sector where she became familiar with labor unions. Commissioner Dolan stated that he worked with a firm that negotiated contracts for the Teamsters for 45 years and was the President of that organization for the last 10 years. Jeannette stated that the Human Resources Division is appreciative of the diverse experience and background from the Commissioners and appreciate the input they provide. Commissioner Francone mentioned that the Commission group is very qualified for what they do, and although they are not a decision making power, their insights and opinions from hearings are presented by the lawyer, who represents the Commission, for recommendation to the City Manager. REPORTS FROM CITY COUNCIL LIAISON — Council Member Sho Tay informed the Commission that there were a number of qualified candidates for the vacancy of the Human 7-14-2016 Resources Commission and he feels Commissioner Rock will be a good addition to the Commission. a. Approve the Regular Meeting Minutes of March 10 2016 Recommended Action: Approve AYES: Commissioners McMahon, Dolan, Francone, & Rock NOES: None ABSENT: Commissioner Wong -Dion REGULAR ITEMS b. Selection of Chairperson and Chairperson Pro Tem for Fiscal Year 2016-17 Recommended Action: Appoint Jeannette Chavez, Human Resources Administrator, informed the Commission that every Fiscal Year there is an election to fill the Chairperson and Chairperson Pro Tem positions for the Human Resources Commission for the following Fiscal Year. Jeannette asked the Commission for nominations for these positions. Commissioner Dolan nominated Chairperson Pro -Tem Joan Francone to be the Chairperson for Fiscal Year 2016-17. It was moved by Commissioner McMahon, seconded by Dolan, and carried on roll call vote to approve the nomination of Commissioner Francone as Chairperson for Fiscal Year 2016-17. Commissioner Francone nominated Commissioner Patty Wong -Dion to be the Chairperson Pro Tem for Fiscal Year 2016-17. It was moved by Commissioner Francone, seconded by McMahon, and carried on roll call vote to approve the nomination of Commissioner Wong -Dion as Chairperson Pro Tem for Fiscal Year 2016-17. ADJOURNMENT Chairperson McMahon adjourned the meeting at 5:40 p.m. to Thursday, August 11, 2016 tentatively scheduled in the Recreation & Community Services Department Conference Room located at 375 Campus Drive, Arcadia.
